The question of whether an action may be significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. The Planning Board will need a yield map to proceed with the subdivision since it is a cluster subdivision. Six copies should be submitted to the Board. The sketch map is fine for this stage, but should be amended before receiving final approval. The following changes need to be made: 1. The map needs a title. Since this is a major cluster subdivision, it should have its own unique name, and not be named after the owner. 2. There should be a notation, "This map is a cluster subdivision designed in accordance with NYS Town Law Section 278 and Southold Town Code Section 100-180", or similar language. 3. The road access should be labeled as a road, not a driveway. The Planning Board is requiring that a road and drainage plan be developed in accordance With the Town Highway Code, which requires a 16'-wide stone blend road in a 25' right-of-way. The right-of-way should be shown on the map. 4. The zoning labels should be larger so that they are easier to read. 5. The Planning Board is asking that the applicant reexamine the proposed building envelopes for Lots 1 and 2. It would make more sense for them to have the front yard facing the right-of-way to the northwest. This would result in both the front and rear yards facing land with development rights sold, and prevent an awkward lot layout. Major subdivisions typically require that the final maps be prepared with 2' contours. The Planning Board is waiving that requirement in this case because the slope on the developable portion of the land is insignificant. A quick note on subdivision names. For minor subdivisions or set-offs, the Planning Board allows them to be named after the property owner, such as"Property of Leander Glover". The owner can also pick any other name that they choose, but they typically use this standard. For major subdivisions, we ask that an original name be provided. The owner's name can still be used, but not in the"Property of manner. For example, "Glover Farms" would be allowed. Or anything else the owner wants. "Estates" and "Hills" are always popular, even though the land is always flat and the homes are not really estates. If you have any questions, please give me a call.
