Dear Melissa:
I am trying to determine the status of the most easterly lot in the
Russell-Uhl subdivision. It appears that it is offered as park
land but I do not know whether it has been accepted by the Town for
public purposes or whether it is retained in private ownership and,
if so, whether it is to remain in private ownership.

reviewing an application for a subdivision in Southold referred to
as "Harold Reese . ° We recently learned that DEC is evaluating
portions of the subject property for possible additions o
freshwater wetlands of unusual local importance to the regulao y
maps .
Enclosed is a copy of our June 1 , 1987 correspondence to the
Town of Southold regarding the application . I thought you might
find the results of our field inspections and review helpful to
your arrivai at mapping decisions for this property . -Please note
the existence of chokecherry ( Prunus virainiana ) on the Site may
require further verification .

Dear Mr. Orlowski:
Thank you for your letter of September 17th. I've hesitated writing until some
matters cleared themselves.
When Mr.John W. Davis came so promptly to our property to advise us of what has
to be done to put in a road - per his Report No. 474 - we thought we were all set
to proceed with the project. However, here is what happened.
As you no doubt already know, Billy Joel bought the Cove Beach Associates pro-
perty, on which we have a Right-o£-Way from Route 25 to our homesites on the Sound,
that's a 4,200 foot stretch. He started to clear a section of the property for
his residence, and that is what gave us the "GO" signal to also get started on
our minor subdivision road and in getting electricity up there. (believe it or not,
we've been waiting 15 years for this to happen, since we got our subdivision)
But, within the last two months, there has been no activity on Billy Joel's pro-
peety. We have now been told he is holding off on doing anything until next year.
(evidently because his wife Christie is expecting baby)
So everything is at a standstill again, for us.
I will keep your acceptance letter and Mr. Davis' report for future reference, and
pick up from there when Billy Joel continules with his homebuilding.

this unusual.. setup.

Re: Cove Beach Estates - Access to 5 waterfront lots owned by Russells
and others from State Highway Route 25
Comments:
Present access to the 5 lots from the State Highway is by a paved road to
its end then by a narrow winding dirt road into the lots. This route is
shown on the Cove Beach subdivision map by H. Young and maps from the lot
owners.
The paved road is in fair condition. It is oil stabilized on a sand and
gravel base, width varies from 8 ft. to 15 ft. due to overgrowth on the
sides. I have been told that maintenance oil applications had been made,
one about 10 years ago, another application prior to that and that the road
is at least 30 years old. Minimum traffic throughout the years probably
accounts for the present road condition.
Approximate length for improved access, from the 5 lots to the paved road;
570 ft. in Russell R.O.W. at the lots, 893 ft. in Russell R.O.W. in Cove
Beach property plus an additional 300 ft. also in Cove Beach property to
meet the paved road.
Recommendations for an improved road from the lots to an intersection
with the existing paved road:
I . Clearing width 25 ft.
2. Roadway width to be 15 ft. centered in the R.O.W.
y; 3. Do necessary grading to provide an acceptable profile. Contours on
the Young map indicate irregular surfaces along the east side of the 11 .6
acre Russells and others property (893 ft. length) . From observation the
existing ground is also irregular in the proposed R.O.W. at the 5 Russell
lots.
4. Road material for an improved road can be in either of the following
methods:
(a) Surface the road with a minimum depth of 4 inches of compacted
3/4 inch stone blend so as to afford access for emergency veh-
icles. Stone blend may be applied to the ground surface and
shaped or the surface may be excavated to receive the compacted
4 inch depth of the blend.
(b) When topsoil is encountered, remove topsoil to a depth of 8 inches
and backfill with 8" of sand and gravel bankrun (gravel content
to be 20x) . Surface the road with 3 inches of compacted 3/4"
stone blend.
Recycled concrete, (crushed concrete) , may be substituted for the 3/4 inch
stone blend.
Provision for turning emergency vehicles should be made at the 5 lots.
