Randy Parsons (TNC) discussed appraisals [executive session]
Randy Parsons discussed the recent new appraisal and an appraisal update received on the Stackler
property and his continued difficulties in dealing with so many family members concerning disposition of
the property. The tax map lot for the roads (including paper roads) is an issue as the Town will not buy
fee title to an existing paved roadway. It is likely that the existing road is not up to Town Code
requirements.
Randy mentioned that this property is the only property listed on a grant application to the Department of
State NOAA for an equal 50/50 partnership acquisition that was prepared by The Nature Conservancy.
This grant has not yet been awarded.
MOTION
made by John Sepenoski, seconded by Lillian Ball, to direct Randy Parsons of The Nature
Conservancy to negotiate a sales purchase limited offer with the landowners that is to include a package
deal on all parcels except for the area of improved sections of Shore Road.
Motion carried: 5/0.
Randy is not to proceed with negotiations until after LPC has met with the Southold Town Board in
executive session to discuss this acquisition of fee title in the Pipes Cove Target Area. Town Board
appointment is to be scheduled for Tuesday, November 21, 2006 and Melanie will notify LPC members of
appointment time prior to the Town Board work session on that date.

GALLUCCIO PROPERTY

Update on status and Motion for formal offer [executive session]
Tim Caufield and Melissa Spiro presented latest concept plan for preserving approximately 42 agricultural
acres as a development rights easement. Project is moving forward and needs to close by the year’s end.
A request was made by property/potential owner for a one-acre reserve area near center of property
(wooded area) for a wine making/storage building and a 15’ access as defined by Southold Town Code
(approximately 1 acre) to said reserved area that would not be included in the purchase price. LPC
discussed that current code does not allow for processing to be included within easement area, thus need
for this to be on Reserve Area. LPC agreed that if Town Code changes in the future to allow processing
within easement area, that Town would be in favor of purchasing remaining development rights from
Reserve Area at the current purchase price amount. LPC members discussed possibility of covenants
and restrictions being placed on the property that would restrict any further residential development. LPC
also discussed allowing future agricultural subdivision of the land within easement area.

made by Eric Keil, seconded by Chris Baiz, to allow for further agricultural subdivision of this
easement area as long as no parcel created is less than ten (10) acres.

Reviewed new application.
Tim Caufield presented new application for a 5.2 acres development rights easement on property
adjacent to Galluccio Vineyards. A two-acre reserve area would be left around existing residential home.
MOTION
made by Lillian Ball, seconded by Chris Baiz, to direct Melissa Spiro to authorize an appraisal
on the Tuthill property for agricultural purposes, leaving a two acre reserve area around the existing
house.

Tim Caufield discussed Peconic Land Trust’s offer to purchase farm that was accepted by landowner.
PLT would then sell development rights to Town. An appraisal was ordered prior to meeting after
approval from members via e-mail.

the Macari property for a development rights easement.

Reviewed revised application for PDR.
Melissa Spiro presented conservation subdivision plan proposal for the property. Proposal is designed to
meet 80/60 conservation subdivision standards. Proposal is for 9 lots and a large lot (approximately 43
acres) with reserve area around existing house and another around riding academy. Although plan
appears to meet 80/60 requirements, LPC discussed that proposal doesn’t preserve block of open
spaceand that it doesn’t align preservation with existing adjacent preservation.
LPC discussed project plan as presented and believe plan is a bad design for preservation purposes as
residential lots are not clustered together in one area. Melissa to contact landowner’s attorney
accordingly. LPC discussed that if lots all clustered together, typical PDR offer would be considered;
however, as proposed, LPC would only recommend a purchase at a significant bargain sale purchase
price.

Property is for sale. Landowners met with Melissa Spiro and Planning staff. Landowner would like to
place proposed residential lot location at southern-most end of parcel. This is being review by Planning
Board staff. It was suggested to approach the State to see if they were interested in possible purchase or
partnership, as the Terry Farm is already surrounded by State protected land.
