Therefore, in accordance with the current Wetlands Code (Chapter 275) and the Coastal Erosion Hazard Area (Chapter 111) no permit is required. Please be advised, however, that no construction, sedimentation, or disturbance of any kind may take place seaward of the tidal and/or freshwater wetlands jurisdictional boundary or seaward of the coastal erosion hazard area as indicated above, or within 100' landward from the top of the bluff and/or wetlands jurisdictional boundary, without further authorization from the Southold Town Board of Trustees pursuant to Chapter 275 and/or Chapter 111 of the Town Code. It is your responsibility to ensure that all necessary best management practices are taken to prevent any sedimentation or other alteration or disturbance to the ground surface or vegetation within Tidal Wetlands jurisdiction and Coastal Erosion Hazard Area, which may result from your project. PRODUCTS MANUFACTURER Provide DCI® or DCI®-S concrete admixtures by Grace Construction Products or equal MATERIALS Corrosion Inhibitor Admixture: Provide DCI or DCI-S concrete admixtures by Grace Construction Products complying with the following requirements: Calcium Nitrite By Weight of Solution: 30% plus ar minus 2 percent. CONCRETE MIX A. Application Rate: [ 4.0 ]gallons per cubic yard ([20 ]liters per cubic meter) of concrete, to inhibit active corrosion to [ 13 ]pounds of chlorides at the rebar level per cubic yard of concrete 7.7 ] kgs of chlorides per cubic meter of concrete). B. Batching Requirements: DCI concrete shall be placed within one hour of batching. DCI-S placement time shall be standard ACI time. C. Type F or G: Superplasticizer; Water-reducing, high-range admixture; Adva or Daracem series, by Grace Construction Products or equal. This type must be included in all DCI concrete. ' CONCRETE PLACEMENT, FINISHING AND CURING ' A. Concrete Finishing and Caving: High air content and low water-to-cementitious ratio used in corrosion inhibitor concrete will result in less bleed water than in normal concrete. To reduce plastic or drying shrinkage cracks, comply with ACI 302 "Guide for Concrete Floor and Slab Constuction", ACI 308 "Standazd Practice for Caving Concrete", ACI 306 "Standazd Practice for Cold Weather Concreting", and ACI 305 "Hot Weather Concreting." 1. Use water cave for corrosion inhibitor treated concrete. When weather conditions aze dry and windy, continue fogging above surface of concrete after the finishing operation until prewetted bwlap can be placed over the flatwork surface. Use prewetted burlap to cover all flatwork and keep wet for a minimum of seven days or until the time necessary to attain 70 percent of the specified compressive strength, as recommended by ACI 308 Section 3.1.3. 2. Freestanding water is not acceptable before concrete set has occurred. B. Concrete Cover for Reinforcing Steel: Follow recommendations of ACI 318 and ACI 357. Required is a minimum 2 inches (50 mm) For walls and slabs and 2-1/2 inches (65 mm) for other members. PROTECTION Protect completed work from damage and construction operations throughout fmishing and caving operations. . SPECIFICATION SECTION 03751 -CONCRETE REBAR ANCHORING Epoxy Adhesives: Adhesives shall be a cartridge type, two-component, solid epoxy based system dispensed and mixed through a static mixing nozzle supplied by the manufacturer. The adhesive shall meet the minimum requirements of ASTM C-881 Type I, II, IV and V, Grade 3, Class B and C. Acceptable installation and performance temperatwe ranges shall be verified with manufactwer's literature prior to installation. Epoxy adhesives shall have an evaluation report issued by ICC/ICBO Evaluation Service, Inc. and be tested in accordance with ICC/ICBO's Acceptance Criteria for Adhesive Anchors in Concrete and Masonry Elements (AC 58) for the following: i. Seismic and wind loading ii. Long term creep at elevated temperatwes iii. Static loading at elevated temperatwes iv. Damp and water-filled holes v. Freeze-thaw conditions vi. Critical and minimum edge distance and spacing Unless otherwise noted, epoxy adhesives shall be "Epoxy-Tie Adhesive" (ET) (ICBO ER- 4945) or "Epoxy-Tie High-Strength Adhesive" (SET) (ICBO ER-5279) by Simpson Strong- Tie. INSTALLATION B. Where manufactwer recommends use of special tools for installation of anchors, such tools shall be used.. C. Where holes are drilled in concrete or masonry, holes shall be accwately and squazely drilled, and the holes shall be cleaned in accordance with the manufactwer's recommendations. The seawall has existed in its present location for more than 50 yeazs and has served the property owners and the community well. Infrastructure use is not a factor since the project is for the repair of a structure accessory to and accessed from developed private property. The project is certainly a beneficial use of the coastal location, and there will not be even an incremental increase in development in the area. NOT APPLICABLE There is no evidence to indicate that the immediate azea of the project includes his- toric features, and it is to be expected that the mainly intertidal nature of the project azea is unlikely to have been to site of activities of past civilizations. NOT APPLICABLE The existing structure is of low profile and will continue to be inconspicuous in its present location, and it is less visually intrusive than a similazly sited wood bulk- head would be. It is compatible with other existing shoreline structures in the azea, and will not adversely affect the dynamic landscape elements (tidal fluctuations, seasonal vegetation changes) which might contribute to ephemeral visual qualities. Policy 4 Minimize loss of life, structures, and natural resources from flooding and ero- sion. YES ? NO ? NOT APPLICABLE The seawall is intended for exactly this purpose and has served well for over 50 years. Its repair is absolutely essential if it is to survive. It is intuitively obvious that the likelihood of the structure proposed contributing to increased hazards which could result in the losses listed is minnnal.
