A meeting ofthe Southold Town Conservation Advisory Council was held Wed., October
11, 2006 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder requested the committee set a worksession date to discuss the sub-
committees. The committee members agreed that there isn't enough time during the
regular meeting to present full reports and moved forward to set Wed., October 25,2006
at 4:30 PM at Down's Farm Preserve as the worksession date. This worksession will give
the members an opportunity to report on meetings they may have attended as well as
their progress.

REPORTS
Member Jack McGreevy was absent, however, he submitted a draft letter to the Council
for their consideration. The letter was addressed to the Town Board regarding the abuses
of natural resources. The letter will be typed and sent to the members of the Council for
their review and then finalized at the worksession on October 25th.
Trustee Dave Bergen reported that Trustee John Holzapfel resigned. John was an asset
to the Board and will be missed.
APPROVAL OF MINUTES
Moved by Donald Wilder, seconded by Peter Young, to Approve the Minutes of
September 13, 2006.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of VINCENT & EILEEN
FLAHERTY to replace the existing wood decking off the eastern side of the existing
dwelling and southwestern section of the existing garage with a stone paver patio; replace
the existing wood decking surrounding the existing swimming pool with a stone paver
patio; and construct a retaining wall/pool fence around the perimeter.

The CAC Supports the application provided that the additions to the dwelling are no closer
than the present improvements, the patio is pervious (pavers are not pervious), and there
is no turf.

RESOLVED to SUPPORT the Wetland Permit application of MONTE & CAROLYN
REDMAN to construct two deck additions to the existing dwelling.

RESOLVED to SUPPORT the Wetland Permit application of ROBERT & SUSAN
SOMERVILLE to construct a second-story addition to rear of dwelling and deck at rear of
dwelling.

The CAC Supports the application with the Condition of a 20' non-turf buffer, a pervious
deck, and the deck is not within 100' of the wetlands.

ANDREW WEINER to Amend Permit #6072 to allow the use of three-pile bays in the
construction of the docking facility, as protection against winter ice damage.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit applications of
EVE MACSWEENEY to re-vegetate the top of the bluff.

Moved by Don Wilder, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of EVE MACSWEENEY to
construct a 4'X 160' access stairway to the beach with (2) 4'X 6' platforms and (5) 4'X 4'
platforms. Construct removable 8' section at toe of bluff. Existing vegetation will be
protected and new vegetation will be planted along length of stairway.

The CAC Supports the application with the condition the bluff is re-vegetated, the
installation of a 10' non-turf buffer, and the stairs are constructed with best practices and a
plan stamped by an Engineer.

RESOLVED to SUPPORT the Wetland Permit application of STEPAN MINAKYAN to
reconstruct the beach access stairs.

The CAC Supports the application with the condition of a plan stamped by an Engineer.

Moved by Peter Young, seconded by Don Wilder, it was
RESOLVED to SUPPORT the Wetland Permit application of MARY VANCOTT to remove
and replace (in-place) +/-16' and +/-4' sections of existing timber bulkhead with vinyl
bulkhead; remove and replace (in-place) +/-10' and +/-48' sections of existing bulkhead
with vinyl bulkhead to be raised 24" higher than existing to match elevation of +/-16' and
+/-4' sections and adjacent bulkhead (el. +/-6.5' MSL); backfill with approx. 25 cy. clean
sand fill to be trucked in from an upland source; and construct a 4'X 48' wood walk.

RESOLVED to SUPPORT the Wetland Permit application of MICHAEL & BETH
NEUMANN to demolish the existing single-family dwelling, porch, garage and outhouse,
to pump out and remove existing sanitary system. Construct a new single-family dwelling,
sanitary system, porches, decks, patios, pool, detached garage and driveway.

buffer, and vegetation plan to include tree removal.

RESOLVED to SUPPORT the Wetland Permit application of LINDA SANFORD for the
existing new construction of a single-family dwelling, renovation of the existing garage,
new in-ground swimming pool, patios and new landscape plan.
Located: 7S0 Private Rd. #17, Southold. SCTM#S1-3-27.1

The CAC Supports the application with the condition there is no lawn on the seaward side
of the dwelling, no removal of trees over S" DBH, all decks on seaward side of the house
are pervious, and the area on the seaward side of the house is sloped away from the
water.

Moved by Don Wilder, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of KARNICK & HACI
GARIPIAN to replace, in-place, the existing bulkhead or repair same, dismantle the
dilapidated steps to beach, cap off the unused clay drain hole leading to the beach,
remove existing portion of deck landing seaward of the bulkhead, and plant a 10' non-turf
buffer east of deck along the top of the bulkhead. Remove existing enclosed porch and
renovate and enlarge the existing dwelling, install drywells and new sanitary system, if
required.

NANCY R. ROSS AND OTHERS to demolish an existing dwelling and construct a new
two-story dwelling on a piling foundation with new sanitary system.

The CAC did not make an inspection, therefore no recommendation was made.
EUGENE AND MARYANN KRUPSKI to clean up and restore the existing pond to include
the removal of lilies, one tree, brush and poison ivy, and relocate the driveway.

The CAC recommends the applicant submit a professional and detailed environmental
review of the impact clearing around and within the pond would have.
Moved by Don Wilder, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of JOANN WALKER to remove
the existing patio and pergola; construct a two-story and (2) one-story additions to the
existing one-family dwelling; construct concrete patio, in-ground swimming pool, hot tub,
pool patio, pool fence, and outside shower; and install drainage system of drywells.

bank be planted with native species.

RESOLVED to SUPPORT the Wetland Permit application of WARREN & SUSAN
CANNON to restore and stabilize portion of eroded bluff by grading and translating
landward existing bluff crest to remove vertical lip; using approx. 25 cy. of resultant
material and approx. 390 cy. clean sand to be trucked in from an upland source to
renourish bluff face; stabilizing fill with erosion control matting; and planting bluff face with
beach grass, rose, and bayberry.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Peter Young, seconded by James Eckert, it was
RESOLVED to SUPPORT the application of CAROL WITSCHIEBEN AND JANET
WITSCHIEBEN LARSEN to Amend Permit #6436 to construct a one-story addition with

18.4' on the west and 26.4' on the east with a screened-in porch and covered entry-way
that is approx. 64 long.

RESOLVED to SUPPORT the application of DON & MARY JO MURPHY to Amend
Permit #6303 to remove the existing residence and reconstruct within the same footprint
as the existing residence.

MARY ZUPA to Amend Permit #6214 to construct a docking facility 20' west of the
previously approved location.

The proposed dock was not staked, therefore no recommendation was made. The Council
requests the landward and seaward ends of the dock be staked.
The next meeting of the Conservation Advisory Council has been set for Wed., November
8, 2006 at 5:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 8:00 PM.
