Special Meeting
September 18, 2000

Mr. Orlowski: Good afternoon. I'd like to call this Special Meeting to order.
SITE PLANS
Final Determinations:
Mr. Orlowski: Laurel Links - This site plan consists of a proposal for a private
membership golf course which is to be located on Lot #30 and a golf course
maintenance area which is to be located on Lot #31. The golf course includes: a
clubhouse, parking, a pool & poolhouse, tennis courts, maintenance buildings, a pump
house, a halfway house and a superintendent's plot. The property is located in
Mattituck. SCTM#1000-125-3-13, 15, 17; SCTM#1000-125-4-21, 24.1 and
SCTM#1000-126-7-1.
Are there any comments on this site plan? Hearing none, are there any questions from
the Board? From the staff?

Since there are none, I'll make the following motion:
WHEREAS, the site plan application for Laurel Links consists of the Golf Course
Maintenance Area, which is to be located on Lot 30 of the proposed Laurel Links
subdivision, and the Golf Course, which includes a club house, parking areas, a pool &
poolhouse, tennis courts, maintenance buildings, a pump house, a halfway house and
a Superintendent's Residence, all to be located on Lot 31 of the proposed Laurel Links
subdivision; and
WHEREAS, on June 12, 2000, the Planning Board held a public hearing on the Laurel
Links site plan dated January 19, 2000; and
WHEREAS, in a letter dated June 13, 2000, the Planning Board listed elements
pertaining to the site plan which were to be addressed prior to the Planning Board
granting any site plan approval; and
WHEREAS, the items listed in the June 13, 2000, letter have either been addressed or
will be addressed as conditions of site plan approval; and
WHEREAS, a Groundwater Monitoring Agreement has been presented by the
applicant, and such document will be signed by the applicant, the Town and the Suffolk
County Water Authority, prior to any endorsement of the site plan; and
WHEREAS, the Architectural Review Committee reviewed the project and approved
and endorsed the set of building elevations, plans and colors, subject to conditions
outlined in a resolution dated September 7, 2000; and
WHEREAS, the Architectural Review Committee's conditions of approval will be
included as a condition of the Planning Board's approval; and
WHEREAS, the Zoning Board of Appeals granted Special Exception (Appl. No. 4624~
December 10, 1998) for a golf course, a golf club house, and related golf facilities an,d
amenities, including but not limited to tennis courts and a swimming pool, subject to 2;
conditions:
That the Board of Appeals reserves the right to reopen the public hearing on the
application in the event that the Lead Agency issues a Positive Declaration
under SEQRA.
That a steel gate shall be located across the proposed emergency access and
shall not extend 100 ft. past the proposed Superintendent's driveway area.
That no construction or work vehicles shall use the proposed emergency access,
and the emergency access shall only be used for fire and other emergency
purposes (not for general public or private use); and

WHEREAS, Numbers 2 and 3 of the Zoning Board of Appeals' condition of approval
will be included as a condition of the Planning Board's approval; and
WHEREAS, on September 8, 2000, the Building Department certified that the proposed
Golf Club and accessory uses are permitted in the A-C District by Special Exception,
that the proposed buildings and structures comply with provisions of Chapter 100 of
Southold Town Code and that all structures comply with setbacks as contained in bulk
schedules or elsewhere in Chapter 100; be it therefore
RESOLVED that the $outhold Town Planning Board grant final approval to the set of
plans (Sheets 1-6) which include the Golf Course Planting Plan, the Site Plan, the
Clubhouse Area Grading and Drainage, the Clubhouse Area Landscape and
Dimensional Plan, and additional Detail Plans, all dated August 16, 2000, with the
following conditions:
The conditions listed below must be fulfilled prior to the onset of any clearing,
grading or excavation:
If preparation of the golf course is started prior to endorsement of the final site
plan, a Letter of Credit in the amount of $50,000 will be required to ensure that
any clearing, grading or excavation will be appropriately reclaimed in the event
that the golf course is not completed.
B. There shall be no construction or work vehicles allowed to use the proposed
emergency access.
2. The following conditions must be fulfilled prior to endorsement of the final site plan:
Five complete sets of the final site plan (including drainage plans, landscape
plans, etc.) must be submitted. Where applicable, the plans must be revised as
noted below. The site plan must include approval from the Suffolk County Health
Department.
The Groundwater Monitoring Agreement must be revised as per the August 30,
2000, report from the Suffolk County Water Authority. The Agreement must
include all items specified to be included in the Agreement in the February 17,
2000, report prepared by Nelson, Pope & Voorhis, which was adopted by the
Planning Board on March 7, 2000. The revised document must be approved and
signed by the applicant, the Town and the Suffolk County Water Authority.
It must be demonstrated that SEQRA mitigation measure Number 5 from the
February 17, 2000, report prepared by NP&V, which was adopted by the
Planning Board on March 7, 2000, has been complied with. Number 5 reads as
follows: All the recommended procedures specified in the Integrated Turfgrass

Management Program shall be followed: these include the procedures regarding
the storage, preparation, application and disposal of wastes related to fertilizer's
and/or pesticides.
SEQRA mitigation measure Number 6 from the February 17, 2000, report
prepared by NP&V, which was adopted by the Planning Board on March 7,
2000, must be completed. Number 6 reads as follows: The Applicant shall be
responsible for the preparation and adherence to the Storm Water Pollution
Prevention Plan, to be prepared prior to the onset of construction, and which
procedures shall apply throughout the construction and occupation phases.
A Declaration of Covenants and Restrictions must be prepared as recommended
in the August 30, 2000, report from the Suffolk County Water Authority. The
Declaration must be reviewed and approved by the Planning Board prior to filing
in the County Clerk's Office.
F. Curb cut approval from the New York State Department of Transportation must
be submitted.
The following revisions must be made to the Landscape Plan:
The September 11, 2000, Landscape Plan Review from Chic Voorhis
must be addressed. Changes must be shown on a revised Landscape
Plan.
· In response to comments made by the Architectural Review Committee,
the Planning Board is requiring the planting of Arborvitae to the north of
the maintenance barn to provide screening. This must be shown on the
revised Landscape Plan.
· As noted in the September 11,2000, drainage report from NP&V, the
Native Tree Planting details must be provided, and the planting of non-
play and play areas should be specified in terms of groundcover in the
landscape plan.
The following conditions must be fulfilled prior to the issuance of any building
permit:
As per the September 7, 2000, condition of approval from the Architectural
Review Committee, the location of roof penetrations and catalogue cuts of all
external lighting fixtures must be presented to the ARC prior to the issuance of a
building permit.
B. The steel gate to be located across the proposed 15' emergency access shall be
installed.
