King, President Board of Trustees Southold Board Of Trustees Meeting July 19,2006 Application for Administrative Permit for Repairs and Rebuilding to Wibehieben-Larsen Residence 1000 Sound Beach Drive Mattituck, NY 11952 Suffolk County Tax Mao Number 18W99-1-5 Description for the Permit for the Administrative Application to proceed with emergency repairs to Witschieben-Larsen Residence. A " Stop Work Order" was issued on June 28, 2006 due to mistake by contractor during the excavation process for an extension for which the Town issued a Building Permit, by removing the existing den and foundation on the spot when contractor concluded the area required immediate repair to the foundation and rebuilding of that room. Because of this error, an opening has been left to the main home approximately 3' by 6', a large hole has been left by the excavation of the area and foundation to the existing family room has been exposed to the elements. Consequently foundation of that room is eroding and in need of immediate repair. As a result of this error, applicants for the Administrative Permit respectfully request the following as discussed during the site visit on July 13: 1. Immediate repair to the foundation of the existing family room due to exposure of the site and impact of the rains for safety reasons. 2. Approval to rebuild the pre-existing den "in kind" within the 15 foot set back, in order that the house can be closed and made more livable. 3. Approval to rebuild the pre-existing cement patio "in kind" that was removed by contractor at the same time the den was demolished, within the 15 foot set back. 4. Approval to bury oil tank behind the existing bedroom on the Cyprus side of the house where it was previously located. Additional Pending Permits (in progress): • Amended DEC Permit issued in 2004, expiring in 2009; • Board of Health Permit E JUL • Building Permit to be issued by Town upon receipt of Trustees Administrative Permit to repair existing family room foundation, rebuild foundation of den, den and cement patio (within 15 foot set back) and replacement of oil tank. • New Building Permit to be applied for by July 30th 2006 for newly revised smaller extension design. • Trustee's Permit to build newly revised extension—application to be filed by owners prior to July 30, 2006. Our family discovered the delights of the North Fork early in 1900 when our grandfather, a Civil Engineer dredged the modern Greenport harbor and Mattituck Inlet, spending summers m Southold Town from 1910 to the present. Our last 34 summers have been enjoyed in this home in Mattituck. Now, we are hopeful that the 5 h generation of our family will have the advantage of growing up in this wonderful home that rings with cherished memories of family and friends, just as my sister and I, her children and our parents and grandparents did. The " Stop Work Order" issued on our home has caused us considerable hardship, both emotional and financial (thousands of dollars have already spent on several building plans, excavation, septic and other costs), including the loss of the ability for us to reside in this home as we had planned towards the end of July. We are investing our savings in this home, because we both love this area and have always wanted to spend our retirement years in Mattituck. We are distraught over this situation and the wont'that my sister may not have a place to live until this is settled. There are limited funds remaining to complete our house, yet we are so anxious to begin living here. In this week since we have become aware of the building issues, we have done everything possible to set things right and to design a new building plan. We have learned a hard lesson and will not delegate oversight of the building of our home to anyone going forward. One of us will be present at all times during construction and remain fully involved. By your visit and upon completion of the"site"review of our property today, we respectfully ask you for your expedited and administrative approval and issuance of a Trustee's Permit to: 1. Rebuild our den"in kind", as soon as possible so that we can proceed with living in this home on a full time basis. 2. Proceed with the necessary repairs to the foundation on the side of the den area and under the family room as quickly as possible. The engineer and building department have indicated this can be accomplished easily by laying a strong concrete foundation. 3. Rebuild "in kind" cement patio, deck and deck roof. 4. Build our revised plan for the extension to our home. This plan provides for the construction to be on pilings to be flood compliant and meet required building codes upon approval and receipt of building permits issued by the Town. The draft of the new plan is attached and will be submitted to the Town for approval by the end of the week. The building department has indicated that they will expedite this process to the extent possible to help relieve the hardship and worry that has been imposed on us, due to no fault of our own. We understand the difficulties involved, but we ask your indulgence and approval to expedite this process so we can proceed with enjoying our lives in our wonderful and much loved home in Mattituck. Due to the problems resulting from the "Stop Work Order" issued June 29, 2006, during the completion of the excavation for the extension to said residence referenced above, we respectfully request that the Southold Town Trustees visit the work site at the residence at 1000 Sound Beach Drive to view the project on Wednesday, July 12, 2006. We request this visit to obtain your approval for an administrative trustee permit to expedite the repairs required to the building, since the east side of the house is partially exposed in addition to the foundation, According to the engineer, these repairs should be done promptly. We respectfully request that the Trustees do everything possible to expedite this process for us, and also the ability to proceed with the building of the extension of our home as soon as possible. My sister and I wish to thank you in advance for your time and kind consideration and cooperation in this matter.
