Pricing for the Town of Southold is based on the current resin price. As you are
aware, the recent hurricanes have caused prices to increase at an
unprecedented rate. We believe toward the end of the first quarter 2006, that
pricing will begin to come down to pre-Katrina levels. In order to be a more
responsible bidder we will offer a de-escalator based on the pricing posted at
plasicsnews.com. This will be in the form of a per/case discount based on the
weight of your cases and any price per Ib decrease between today and the date
of your first order. I have attached a chart showing the dramatic rise of resin over
the past 3 months. The chart is based on the weekly average of LLDPE extrusion
liner film and HAO comonomer extrusion liner film.
We would also like to extend this pricing for the year of 2007 based on the same
benchmark at plasticsnews.com with an escalator / de-escalator clause. Pricing
for 2007 would be reviewed against the 12/6/05 base price. A per case discount
or surcharge would be applied based on the weight of each case and the change
in either direction.
Pricing includes all storage of bags should you wish to hold them in our
Northeast warehouse.

massive polyethylene price
increase. And from the sound
of it, processors may be ap-
proaching a breaking point.
"The greed of the .hunerican ~
[resin makers J is, without a'
doubt, hurting the plastics in-
dustry," a Texas-based PE
buyer said. "There's no way
all of this can be justified."
North American PE prices
went up another 8 cents per
pound, and now are up an av-
erage of 32 cents per pound
since Aug. 1. And while the sit-
uation in polystyrene isn't
quite as extreme, it's also heading up.
Prices there are up 5 cents per pound
since Oct. 1 and another 6 cents is on
the table for Nov. 1.
Makers of PE and PS also are gunning
for more price hikes Nov. 15. PE pro-
ducers are trying to get 5-7 cents on
that date. Dow Chemical Co. and Nova
Chemicals Corp. have announced 7, but
ExxonMobil Chemical Co. has an-
nounced 5. Market watchers are ex-
pecting the attempt eventually to move
to the 5 cent number. PS makers have
another move for 5 cents set for the
same date.
In PE, the intensity of the pricing bar~
rage - fueled by tight supply/demand
balances that were magnified by out-
ages, energy cost increases and trans-
portation tie-ups from Hurricanes Katri-
among city residents. The bag industry
earlier this year launched a $700,000
statewide campaign to oppose taxes and
promote alternatives.

Both the Texas buyer and a buyer in
Ohio were buying almost no resin out-
side of North America before the
storms hit and prices began their as-
cent. Today, the Texas buyer is sourc-
ing 15 percent of his PE needs from Eu-
rope and the Middle East, while the
Ohio buyer is getting 5 percent of his
PE total from China.
"We're trying to buy everywhere we
can because the standard [North Amer-
ican] guys have cut us back," the Ohio
buyer said. "They're just announcing
these increases and saying, 'Take it or
leave it.' "

Romeo RIM Inc. of Romeo, Mich., has ac-
quired the reaction injection molding busi-
ness of GI Plastek of Newburyport, Mass.
No terms were disclosed in the Nov. 3
deal.
Romeo purchased equipment anq tool-
ing at facilities in DevVitt, Iowa, and New-
buryport, including 16 RIM presses and
eight RIM injection metering units. Both
firms use polyurethane and poly( dicy-
clopentadiene) resins in their RIM applica-
tions.
"This is the largest acquisition in
Romeo's history," said Phil Whisman, Rom-
eo president and chief executive officer.
Romeo takes control of the 30,000-
square-foot DeWitt plant and may expand
that site in the near future.

Alcoa Packaging and Consumer Group
of Pittsburgh is being reorganized, with
manufacturing split into two new business
units, and a new research and develop-
ment group being formed.
Sales and marketing will be the respon-
sibility of two new units, and manufactur-
ing plants will focus solely on production,
a model in line with consumer product
companies like Procter & Gamble Co.

structural foam molding operations in

GI Plastek was founded in 1973 and be-
gan operations in Newburyport in 1984.
Earlier this year, GI Plastek lost a contract
to supply poiycarbonate postal cluster-
box components for American Locker
Group Inc. Now GI Plastek is refocusing.

Kevin McCarthy, a stock ana-
lyst with Bane of America Securi-
ties in New Yark, summarized the
PE situation in a Nov. 2 report to
investors. He pointed out that
lost production has reduced the
level of inventory days on hand at
the supplier level from the mid~
.50s to the mid-30s, nine days be-
low typical levels.
"In short, this is a seIlers' mar-
ket, as long as there is product
available to sell." McCarthy
wrote.
PE production remains down at
Texas facilities operated by

In ]999, Romeo purchased the
assets of Vaunguard Inc.'s Owos-
so, Mich.. RIM operation and in
1993 it bought Harris Environ-
mental Joe., an Atlanta-area DC PO
manufacturer of intermediate
bulk containers. In addition.
Romeo acquired a DCPD pallet
business in 2002 when AIlmand
Industries Ine. of Livonia, Mich.,
ceased operations.
Privately held Romeo RIM em-
ploys another 250 in Romeo and
Gaffney and is affiliated with Re-
serve Group, a private equity firm
in Akron, Ohio, that backs mid-
size manufacturing. The relation-
ship between Romeo RIM and Re-
serve goes back to 1982,
Romeo RIM does not disclose
sales.
GI Plastek said it has about 200
full-time employees and annual
sales of about $40 million, Cus-
tomers include CNH Global NV,
Deere & Co. and Caterpillar Inc,

Third-quarter results from pub-
licly held Dow, Nova and Equistar
Chemicals were mixed. Sales in
Midland, Mich..based Dow's plas-
tics unit - including PE, PS and
polypropylene - were up II per-
cent in the quarter and 21 per-
cent in the first nine months of
2005, vs. the year-ago periods.
Most of that gain was accom-
plished through higher prices,
since third-quarter volumes in
pounds were up only 2 percent
and were down 1 percent for the
nine-month period.
Dow's third-quarter pretax
profit in plastics was down 2 per-
cent, but on the year was up 58
percent to almost $1.8 billion.
At Pittsburgh-based Nova, nine-
month PE and olefins sales vol-
umes were down almost 11 per-

· UPC Bar Code to be imprinted on the PAPER band around the sleeve, along with bag size and gallon capacity

DELIVERY AND STORAGE:
Bags shall be delivered not more than 6 weeks from placement of an order by the Town.
Upon receipt of the first delivery of bags, the Town may decide to place an order for the full remaining
estimated inventory of bags, such order to be stored at a vendor-supplied storage facility. Delivery time from
such vendor-supplied storage facility to the Town must be not greater than five (5) business days from
placement of an order by the Town. In such cases, the Town may order any number of bags as it deems
necessary, and would not be subject to any 'minimum' order of bags. BY SUBMISSION OF A BID IN
RESPONSE TO THIS SOLICITATION, BIDDER WARRANTS THEIR ABILITY TO MAINTAIN
