Highpoint Meadows
Gentlemen:
We hereby establish our Irrevocable Letter of Credit #00190
in your favor and authorize you to draw upon this Bank up to
an aggregate amount of Five Hundred Sixty Five Thousand five
Hundred Thirty and 00/100 ($565,530.00) Dollars. Said monies
to the extent necessary to complete the im~rovements
hereinafter set forth and referred to hereln shall be paid
upon demand b~ the Town Board to complete road improvements
to the subdivlsion known as Highpoint Meadows, Town of
Southold, New York.
Funds under this Letter of Credit are available against the
Town's draft on us presented at our office no later than
March 5, 1991. All drafts drawn hereunder must also be
accompanied by the Town's signed statement certifying that
the amount drawn represents sums due under or in connection
with the Performance Bond of Highpoint Meadows.
This Letter of Credit is not transferable.
This credit is subject to Uniform Customs and Practices for
Documentary Credits (1983 Revision) International Chamber of
Commerce Publication #400 except as expressly provided
herein.

The following resolution was adopted by the Southold Town
Planning Board at a meeting held on Monday, December 9, 1991:
BE IT RESOLVED that the Southold Town Planning Board
recommend that the Town Board release the Letter of Credit for
the above mentioned subdivision in accordance with the report
dated November 20, 1991 from Raymond Jacobs, Superintendent of
Highways and the report dated October 23, 1991 from James
Richter, Engineering Inspector.

Dear Mr. Orlowski:
As per your request a final inspection has been completed with
reguards to the above referenced subdivision and my comments are as
follows:
1. The 4 items listed in my last inspection report dated June 6, 1991
have been satisfactorily completed.
A. The Southold Fire District has inspected & approved the 5 Fire
Hydrants. Letter dated 9/11/91.
B. The 2 Streetlights have been installed and are acceptable.
Completed 10/22/91.
C. The Recharge Basin has been regraded, planted & seeded as per
the approved Plan. Inspected 10/23/91.
D. A letter certifying placement of all Concrete Monuments has been
received from Young & Young and is dated 7/26/91.
2. As of today, some of the signs within the subdivision are missing.
All of the signage had previously been installed in an acceptable
manner. There disappearance had nothing to do with on going construction
or related activities. It is therefore my recommendation that the
developer not be held responsible for there replacement.
In conclusion, the above referenced subdivision has been completed
in an acceptable manner and the roads are ready to be accepted for
dedication to the Town.

The following actions were taken by the Southold Town
Planning Board on Monday, November 20, 1989.
RESOLVED that the Southold Town Planning Board accept the
bond estimate in the amount of $565,530.00 and recommend to the
Town Board that they approve same.
RESOLVED that the Southold Town Planning Board refer this
subdivision to the Town Board pursuant to Section 106-38 E (3)
for a determination on the amount of money to be deposited with
the Town in lieu of land for Park and Playground.
