The following resolution was adopted by the Southold Town Planning Board
at a meeting held on Monday, November 25, 1996:
BE IT RESOLVED that the Planning Board adopt a reduced bond amount in
the amount of $20,000.00, and recommend same to the Town Board.
The electrical hook-up for the firewell is the last item remaining to be
completed.
As mentioned in the Planning Board's letter of November 8, 1996, the
performance guarantee in the amount of $223,000.00 expires on Monday,
December 2, 1996. An extension of the guarantee, in the reduced amount
($20,000.00) must be submitted to this office before the expiration date.
Due to the timing of the Town Board's meetings and the Thanksgiving
holiday, if the extension has not been received as of today, there will be
a resolution before the Town Board at today's meeting to authorize the
Town to draw on the Letter of Credit if the extension is not received by
Noon of November 29, 1996.

The performance guarantee for the subdivision of Angel Shores (Irrevocable Letter of Credit
#2333 with the Valley National Bank in the amount of 5223,000.00) is due to expire on
December 2, 1996.
Since the improvements have not been completed, you must extend the guarantee for at least
another year. An extension of this guarantee must be submitted to this office before the

Dear Mrs. Terry:
The following resolution was adopted by the Southold Town Planning Board
at a meeting held on Monday, May 20, 1996.
BE IT RESOLVED that the Planning Board adopt a reduced bond amount in
the amount of $223,000.00, and recommend same to the Town Board. The
reduced bond amount includes the following:
1. The May 20, 1996, bond estimate reduction from James Richter in
the amount of $213,000.00.
2. The May 20, 1996, bond estimate reduction as recommended by
the Suffolk County Water Authority in the amount of $10,000.00.
Mr. Laodis has been advised that the performance guarantee expires on
Sunday, June 2, 1996 and that an extension of the guarantee, in the
amount of $223,000.00, must be submitted to this office before the
expiration date. Due to the timing of the Town Board's meetings, if the
extension is not received by noon of May 27, 1996, please put a resolution
before the Town Board at its May 28, 1996 meeting to authorize the Town
to draw on the Letter of Credit if the extension is not received by noon

Dear Mr. Laoudis:
With reference to the water main installation in the Angel Shores sUbljillision, the
connection be~Neen the piping in the subdivision and the waleI' main in the streets needs
to be completed This will eequire an installation of approximately 310 feetJf 8" ductile
iron piping. The cost of the installation is $3,472.00. Once that is completed, the
contractor will have to pressure test the waleI' main to ensure all joints are In proper
condition. He will then halle to disinfect the water main in order to ensure tria system IS

Be it further RESOLVED to adopt a bond estimate in the amount of $944,049.00,
and to recommend same to the Town Board. The bond estimate includes the
following:

amount of $833,450.00.
2. The bond estimate included in the September 27, 1994 letter from

As per your request, I have reviewed the bond estimate for the
above referenced project that was prepared by Henderson & Bodwell,
Consulting Engineers. This estimate has been revised to meet the
minimum requirements of the Town Highway Specifications and a copy
has been enclosed for your use.
During my review of the bond estimate, additional items have
come to my attention that require comment. These items are as
follows:
1. The Water Faci 1 ity proposed for thi s subdivi sion has not
been included in the bond estimate. Your office has
informed me that the Suffolk County Water Authority will
be in control of this facility. It would therefore be
their responsibility for requiring the propper bonds and
construction supervision.
2. I have proposed 9 street lights for this subdivision.
The locations of the lights will be at the ends of all
Cul-de-Sacs and all intersections. I have reviewed this
with Mr. Jacobs and he has agreed with the requiring of
street lights at these locations.
3. The drainage piping through lot # 36 ,will need to be
changed. The existing design runs through the middle of
the bUilding lot which may create future problems. The
drainage pipe coming from the catch basin at the Cul-de-
Sac should extend westerly to a manhole at the property
1 ine of lot II 36. It should then extend in the southerly
direction along the property line of lot # 36 to another
manhole that is connected to the drainage pipe shown on
the plans.

4. If the subdivision is to remain private, the recharge
basins will not require fencing, However, if these roads
and drainage systems are to be dedicated to the Town,
fenclng will be required at both recharge basins before
dedication can be accepted.

Attached please find two estimates 1'01' the above mentioned subdivision. The first
estimate is using 6" pve pipe in the amount of $46,606. The second estimate is using 6"
cement lined ductile iron pipe in the amount of $66,499. The estimate using 6" pve pipe
is for your information only, as the Authority does not allow the use of pve pipe due to
the amount of problems we have had after installation. '
We have made a IInmoer of assumptiolls. For example, ail streets will be dedicated
and the streets where the proposed subdivision is will be paved by the developer and not
by the Authority.
Thel'e is no chal'ge for the installation of fit-e hy{h-ants. However, we ,'cqnire that
the developer prepay 1'01' six years I'ental on the fi...~ hydrants at appnndmatcly $154 each
hydrant. This agreement must be appl'oved hy the local Iir-e department and they in turn
must agree to pay the hydrant rental aftel'\vards.
The Authority docs not charge for the ilIstallatioa of sel'vice Iiucs. However, we do
