Dear Mr. Orlowski:
We are in receipt of your correspondence of February 10, 1989
including the copy of Mr. Lark's letter and survey pertaining to the
above referenced project. The survey map di d not contai n any further
information than did the previous map submitted. Subsequent to the
previ ous map submi ss i on, we had expl ai nedthat the data shown was
insufficient and detailed what we thought was reasonably expected.
An inspect i on of the site made on thi s day i ndi cates that the
excavation operation has resumed. For this reason we believe it would
be proper to insist upon the necessary survey information from the
developer. If the information is not forthcoming immediately, we would
then recommend steps be taken to halt the operation until the developer
complies. .
Please let us know if you require further details regarding this
matter.

Wetlands
Dear Mr. Murphy
As per the Board's request and the Town Trustees' request
I inspected the above-captioned development on December 28, 1988.
With respect to the wetlands I have the following to report.
1. A field inspection of the site was carried out of the entire
site to determine the presence of wetlands on the site.
2.
lagoon
Sound,
Two wetlands were observed, a northern coastal wetland of the
type (pond and emergent marsh), behind the shore of Long Island
and a centrally located kettlehole wetland.
3. The latter wetland is a swamp type wetland containing typical
swamp species, including red maple, pepperidge, swamp azalea and other
wetland woody species, in addition to marshy species assigned to the
rushes and sedges. The size of the maples and pepperidge indicate
that the wetland is at least 50 years old and, probably, much older.
4. The wetland has been grossly disturbed on one side by clearing
with heavy equipment. Consequently, the quality of the wetland and
watershed forest feeding it has been impaired.
5. The wetland edge in the area of the disturbance and for some
distance on either side of the disturbance was marked by myself with
pink survey.-ribbons.

Dear Mr. Raynor:
Please let this confirm the following actions taken by
the Southold Town Planning Board, Monday, September 15, 1986.
RESOLVED that the Southold Town Planning Board override
the resolution of the Suffolk County Planning Commission
of July 2, 1986 for the reasons stated by the agent for the
developer in correspondence dated July 18, 1986.
RESOLVED that the Southold Town Planning Board approve
the site plan for "~he Breakers at Lands End" located at
NYS Route 25, Greenport for construction of 350 condominium
units and amenities as indicated on the site plan dated December
2, 1985 (sheets 1-25) by Steve Hyman, subject to:
1. Covenants and restrictions filed with the office
of the County Clerk that the roads within this development
will remain private and will not be offered for dedication
and will not be under the jurisdiction of the Southold Town
Highway Department.
2.

Posting and acceptance by the Town Board of a performance
the approved amount of $100,000 for bluff plantings
Long Island Sound bluff stabilization and erosion
on the site.
3. Receipt of an insurance policy naming the Town as
an additional insured with regard to the unfenced ponds.

prior to the issuance of a certificate of Occupancy.
It was noted that this project has been certified by the
Building Department; and has a signed contract with the

protrude above the adjacent paveMent. If any of these protrusions
exist in a non-travel lane prior t.o a snm> and ice condition, then
temporary asphalt ramps must he placed so that for everyone inch
of rise, there is a six foot run of ramp.

The provision of a left turn lane at the site' s entrance will necessitate
reconstruction of the entire "idth of Route 25. The impact of shifting the .
travel lanes closer to the south curb line must he addressed.
Table ^ SUMmarizE'S capacity analyses improvE'T!Ients and indicates that Level of
Service increases from E to B. He question this. The capacity analysis only

our final decision regarding three color traffic signal operation at the Route
