SUPERVISOR MURPHY: Number 26 is to accept the Water Advisory Committee's
"Proposal for a Water Management Program for the Town of Southold", and refer
the same to .the Southold Town PlanniAg Board for implementation by our Town
Planner Valerie Scopaz, with our thanks. I offer that resolution.

Caprise to the position of Scale Operator, from the Suffolk County Department
of Civil Servtce Certi fi cation of Eligi bles, effective July 1,. 1987, at a salary of
$18,948.00 per annum.

Dear Mr. Bruer:
The following action was taken by theSouthold Town Planning
Board, Monday, August 10, 1987.
WHEREAS,' a formal application for the.approval of a subdivision
plat, entitled Minor subdivision fPapadopolous and Maragos, was
submitted to the Board on July 7, 1987 (final application) and
filing fee of $125 was paid, and
WHEREAS, a final public hearing was held on said subdivision
and plat at the Southold Town Hall, Main Road, Southold, New
York on July 27, 1987, and,
WHEREAS, the requirements of the Subdivision Regulations
of the Town of Southold have been met by said subdivision plat
and application,
NOW, THEREFORE, BE IT RESOLVED that the application of Papadopolous
and Maragos for approval of said subdivision plat prepared by
Rod Van Tuyl and dated June 17, 1987 be approved subject to the
following conditions, to be completed within six (6) months from
the date of this resolution: SCTM # 1000-59-3-17:
1. Placement of fire wells, if required by the Southold
Fire District.
2. Covenants and restrictions stating no further subdivision
of Lot No. 3 to be filed in the Office of the County Clerk
with a certified copy of same to the Office of the Planning
Board.

Lewis L. Edson being duly sworn, deposes and say: I am over
21 years of age and reside at Southold, Town of Southold, Suffolk
County, New York. I am duly licensed real estate broker and sole
owner of First Towne Realty of Southold and Cutchogue, New York.
I have acted in some sales and purchases in the Town of Southold.
I have also bought and sold real property for my own account at Southold
and elsewhere in the Town of Southold. I am well acquainted with real
estate values in the Town of Southold.
On or about April 23, 1987 the Town of Southold requested First
Towne Realty to make an appraisal of a 14.4 acre parcel of property in
the Town of Southold, Village of Southold, State of New York. While I was
then generally familiar with the property, I have since carefully inspected
all of the property for the purpose of appraising it.
The parcel contains 14.374 acres with 886 feet on Kenney's Road and
a depth of 701 feet and is located on Kenney's Road, Southold, Town of
Southold, County of Suffolk, State of New York and is bounded on the east
by Venetis, on the north by Rapp, on the south by Spyropoules and on the
. .
west by Kenney's Road. The property was recently farmed and has now
started to overgrow.
There is a 50 foot high power easement through the depth of the
property which has a great affect on value. It is not an interesting
property.
The 1986 - 1987 Southold Town Assessment is:

In my opinion a fair market value for the parcel on June 1, 1987
is $15,000 per acre or $215,610 say $215,000.

I am a licensed Real Estate Broker with an office at Main Road
Southold, Suffolk County, New York.
I have acted in many sales and purchases in the Town of Southold.
I have also bought and sold real property for my own account at Southold
and elsewhere in the Town of Southold. I am well acquainted with real
estate values in Southold.
Prior to opening First Towne Realty in June, 1976, I was with McDonald's
Corporation as Director in Charge of new site development. During my nine
year tenure, I either purchased or approved the purchase of over 300 locations
in the Northeastern section of the United States and Canada.
I have done many appraisals in the Town of Southold for individuals,
attorneys, and I am an authorized appraiser for the North Fork Bank and
Trust Company for commercial properties.
I am a member of the Eastern Suffolk Board of Realtors.
I have also qualified as an expert witness pertaining to real estate

Dear Lewis:
The Southold Town Board, at their regular meeting held on April 21,1987,
adopted a resolution engaging your services for the purpose of conducting an
appraisal for the subdivision of Papadopoulos and Maragos, located on the easterly
side of Kenney's Road, Southold, so the Town Board may determine the amount of
money to be deposited with the Town in lieu of land for park and playground purposes.,
all in accordance with Section A106-38 E. (e) of the Code of the Town of Southold,
Subdivision of Land.
For your information, Section A 106-38 E. (3) of the Subdivision of Land reads
as follows: The Town Board shall determine the amount to be deposited based on
the followi ng formula: not less than three thousand dollars ($'3,000.) per gross
acre of land that would otherwise be required for recreation purposes or five (5%)
percent of the fai r market value of the total acreage proposed for subdivision as
determined by an independent appraiser retained by the town.
When you have completed your appraisal, please file them with this office.
