Dear Mrs. Terry:
The following action was taken by the Southold Town Planning Board,
Monday, December 14, 1987.
RESOLVED that the Southold Town Planning Board, following a field
inspection, concur with the report of the Highway Superintendent and the
Town Engineering Consultant firm and recommend to the Town Board that
the passbook for the major subdivision of Paradise-by-the-Bay be released.
All work as stipulated by the bond estimate has been completed.
Enclosed is a copyof the report from the Highway Superintendent,
and a copy of the report from the Engineering Consultants.
If you have any questions, please don't hesitate to contact our office.

I have inspected Paradise - by - the - Bay this morning.
The stop signs, and dead signs have been installed, the gutters have
been cleaned of all debris, and all other remedial work has been complied with.
I feel that the developer has complied with all of the items stipulated
in the report of Inspector Neil Heffernan with regard to the road construction.

6/5/87
Subcontractor, J. Graz began grading swales and placing topsoil in same.
Topsoil from stockpile on site. Work by a 3 man crew, one small dozer
and a payloader. Area covered Rt. side 0+50 to Roxanne Road
.
6/8/87
Same crew and equipment continue grading swales, etc. on left side,
same stations as 6/5/87. R. Mohring on site - discussed with him
future work at this subdivision as follows:
Seeding swales will be started next week.
Lilco will be working in 3 weeks, trenching for electric,
telephone and t.v. All overhead systems to be dismantled. Trans-
former boxes to be adjacent to header curbs. Trenching to be in
pavement area (side as per Lilco) - one crossover for every two
lots. Graz will fine grade roadway between curbs and leave same
high for 1-'2". Graz will also regrade swales, slopes and road after
utility work is finished.
6/9/87
Completed swale grading and placing topsoil both sides frcm Roxanne
Road to turnaround with same crew and equipment.
6/10,11/87
Completed approximate fine grading between curbs with same crew and
equipment as noted above.
R. Mohring now has a caretaker on the site but for night time hours
only.
Fill is being brought in from outside sources to raise existing grades
in Lots 2 & 3. Barricades have been installed at both entrances to
keep out vehicular traffic.

Kimberly Lane. Used same work force and equipment as before.
Concrete placed today, 33 C.Y. Workmanship continues to be
acceptable.
5/26/87 Curb installation continued on Lt. side of Kimberly
Lane from Sta 0+75z to Sta 11+00Z. Used 41 C.Y. of concrete.
Work continues to be satisfactory.
5/27/87 Curb installation completed today.

Total concrete used 113.5 C.Y. Concrete used on 5/18/87 was

called for. Expansion joints were used at 40 ft. intervals.
The total curb was wheel measured today at 3384 L.F. Plan
takeoff was 3327 L.F. Provided this curb can be maintained
in its present condition, the pavement should have good riding
qualities.

5/5/87 Homestead Acres
Resumed grading and fine grading on south section of Willow
Drive. South Fork Asphalt Supt: in charge with a 3 man crew,
Equipment grader, backhoe and roller. Recycled concrete
delivered from Lizza, 300 tons today. From grades set on
curbs for a 3" reveal the base is low in several areas and will
require additional material. Exit and entrance from Willow
Drive into Inlet Pond Road has not been followed as to instruc-
tions forwarded to South Fork Asphalt on March 12, 1987. Some
revision will be required.

5/4/87 Paradise-by-the~Bay
Drainage installations and excavation for sand swales started.
Contractor has excavated test holes throughout in the swales.
The existing material is not uniform in depth. Swales along
Roxanne Road required 5 ft.~ excavation to sand (see adjacent
test hole #3 on plans). Test hole #2 on plans, east of the
turnaround, shows fill and bog in the first 4.5 ft. Contractor's
test hole in the turnaround swales showed loamy fill for 4 ft.t,
meadow bog for 2 ft.+ with white sand @ 7 ft.~ from surface.
No ground water at 7 ft. depth at turnaround. Test hole #1 on
plans about 100 ft. east of L.B. @ Sta 3+00 Lt. indicated
ground water 7 ft. below Elev. 4.9. Top of L.B. castings at
Sta 3+00 is Elev. 3.50. Ground water is 2.2 ft.t below castings
in these L.B.'s.

South Fork Asphalt placed additional base course material in
low areas today. R. Panchak notified Planning Board re this
operation. There was no inspection on the work.

Comments:
J. Graz, Inc., grading contractor for owners, continues
grading subgrade for pavement and also necessary grading
outside the sand swales. Delivery of sand for swales from
outside sources now completed. Quantity based on load
delivery tickets, 3994 C.Y. Due to conditions as found by
test holes throughout in the swales it was not necessary
to use the estimated amount of 5000 C.Y.

Installation of concrete header curb was started today by
Long Island Concrete Construction Corp. Crew and equipment -
backhoe & operator, 6 man crew. Concrete from Ready-Mix
Supply Corp. Placed 20 C.Y. of 3000 lb. gravel mix concrete
on Rt. side of Roxanne Rd. and from Sta 9+00 to Sta 12+50
on Rt. side of Kimberly Lane. To date the curb construction
appears acceptable. Subgrade for curb being consolidated
with a mechanical tamper.
Curb titakeout being done by Peconic Associates.

The Southold Town Board at their regular meeting held on April 21, 1987
adopted the following resolution with respect to the bond for Paradise-by-the
Bay":
RESO LVED that the Town Board of the Town of Southold hereby accepts the
bond estimate of $200,000.00 for roads and improvements in the major subdivision
known as "Paradise-by-the-Bay" located at Southold, all in accordance with the
recommendation of the Southold'Town Planning Board, Superi ntendent of Highways
Jacobs and Engineer Lawrence Tuthill; and be it further
RESOLVED that the Town Board hereby releases the passbook of William F. LaMorte,
in the amount of $106,000.00 to the Southold Savings Bank for transfer to Mohri ng
Enterprises. Inc. and updating to $200.000.00; and be it further
RESOLVED that the Town Board hereby directs that an additional inspection fee of
$5,760.00 be paid to the Town, which sum represents the di fferel'ltial between the
$106,000.00 bond and the $200,000.00 bond.

Dear Mrs. Terry:
The following action was taken by the Southold Town Planning
Board, Monday, April 13, 1987.
RESOLVED that the Southold Town Planning Board accept
and refer to the Town Board the updated bond estimate for
the major subdivision known as "Paradise-by-the-Bay" located
at Southold and request that the Town Board release the passbook
to the bank in order to have it transferred from LaMorte to
Mohring in the amount of the updated bond estimate of $200,000;
with an inspection fee, to be paid on the differential in the amount
of $5,760.
Enclosed is a copy of the bond estimate for your review.

above, in reference to the correspondence with Southold

property in question and has been assigned the certificate
of deposit which serves as security for performance of the
subdivision improvemen~ required by-the Town. As you know,

Met R. Mohring, Jr. and his grading contractor on the site
to go over the clearing item. Sand swales are called for
on this project which requires clearing for the full width of
the 60 ft. R.O.W. Clearing was not done for that width
throughout.
Found 6 medium and large size trees in the swale area. Agreed
to leave 3 in place as they were in the swale only 3 ft.!.
The others were in the swale and in cut sections and will be
removed.

Rough grading continued. Drainage work to be started next
week. Contractor will use ]8" concrete pipe instead of
18" C.M.P.

4/22/87 Long Pond Estates - No work today
4/22/87 Homestead Acres
Placing recycled concrete base on area fine graded yesterday.
Material from Lizza. Placed 15 loads @ 40~ tons = say 600 tons.
Material to be compacted tomorrow with a vibratory roller. Crew
and equipment (South Fork Asphalt) 3 man crew, payloader, grader
and small roller.
Found discrepancy in curb elevations - side to side on curve that
turns into Inlet Pond Road. Contractor will check difference in
curb heights.

4/22/87 Paradise-by-the-Bay
Continue rough grading - 3 man crew with dozer. Discussion with
owner's superintendent on clearing limits. Stake out shows a few
trees have been left within the 60 ft. R.O.W. which will be in
conflict with the sand swales. Will have meeting with R. Mohring
and his superintendent to resolve this matter. Provided the above
trees are not entirely within the 12 ft. width of the swale, I would
recommend leaving them in place.

4/21/87 Long Pond Estates
Owner started removal of damaged and poorly graded header curb today
using a small backhoe and a 3 man crew. Curb marked for replacement
is 1298 L.F. of which about 50% was done today. Additional lots
have been staked out on Long Creek Drive. Will probably see builders
moving in again.
4/21/87 Homestead Acres
South Fork Asphalt started rough grading between curbs with a payloader,
grader and a 3 man crew. Excess material being stockpiled on the site.
Will bring in base material tomorrow.

4/21/87 Paradise-by-the-Bay
Excavation contractor continues to strip and stockpile topsoil. Clear-
ing has been 90% completed.
