Dear Melissa,
I refer to the resolution of the South old Planning Board
dated Monday, October 18, 1987, regarding the above referenced
subdivision. On behalf of Edward and I, enclosed please find the
following in satisfaction of the conditions therein:
In respect of condition I, a check in the amount of $1,211
payable to the Town of Southold for inspection fees.
In respect of condition 3, a check in the amount of $13,750
payable to the Town of Southold for the park and playground fee.

Lewis L. Edson being duly sworn, deposes and say: 1 am over
21 years of age and reside at Southold, Town of Southold, Suffolk County,
New York. 1 am duly licensed real estate broker and sole owner of First
Towne Realty of Southold and Cutchogue, New York.
1 have acted in some sales and purchases in the Town of Southold.
1 have also bought and sold real property for my own account at Southold and
elsewhere in the Town of Southold. 1 am well acquainted with real estate
values in the Town of Southold.
On or abount February 24, 1987 the Town of Southold requested
First Towne Realty to make an appraisal of 12.5 acres of vacent property in
the Town of Southold, Village of Mattituck, State of New York. While 1 was
generally familiar with the property, 1 have since carefully inspected all
of the property for the purpose of appraising it.
The parcel contains approximately 12.5528 acres and is located on
Reeve Road, Mattituck, Town of Southold, County of Suffolk, State of New York,

and is bounded on the on the east by Reeve Road, on the south by Harbor
View Road, on the west by Eastside Avenue and on the North by Bailie
Beach Road. The property has some roll to it and has some good size
trees. It is near Bailie Beach and is a desirous parcel for residential
lots.
The 1986 - 1987 Southold Town assessment is:

In my opinion a fair market value for the parcel on May 27, 1987
is $22,000 per acre or $276,161 or $275,000.

QUALIFICATIONS OF LEWIS L. EDSON
I am a licensed Real Estate Broker with an office at Main Road
Southold, Suffolk County, New York.
I have acted in many sales and purchases in the Town of Southold.
I have also bought and sold real property for my own account at Southold
and elsewhere in the Town of Southold. I am well acquainted with real
estate values in Southold.
Prior to opening First Towne Realty in June, 1976, I was with McDonald's
Corporation as Director in Charge of new site development. During my nine
year tenure, I either purchased or approved the purchase of over 300 locations
in the Northeastern section of the United States and Canada.
I have done many appraisals in the Town of Southold for individuals,
attorneys, and I am an authorized appraiser for the North Fork Bank and
Trust Company for commercial properties.
I am a member of the Eastern Suffolk Board of Realtors.
I have also qualified as an expert witness pertaining to real estate
matters, before the Supreme Court of New York and the United States Federal
tax Court.

Dear Lewis:
The Southold Town Board, at their regular meeting held on February 211,1987,
adopted a resolution engaging your services for the purpose of conducting an appraisal
for the subdivision "Oregon Heights", located at Mattituck, so the Town Board may
determine the amount of money to be deposited with the Town in lieu of land for park
and playground purposes, all in accordance with Section A106-38 E(3) of the Code of
the Town of Southold. The subdivision map is' enclosed herewith.
For your information, Sectin'A106-38 E.(3) of the Subdivision of Land reads as
follows: The Town Board shall determine the amount to be deposited based on the
followi ng formula: not less than three thousand dollars ($3,000.) per gross acre of
land that would otherwise be requi red for recreation purposes or five (5%) percent
of the fai r market value of the total acreage proposed for subdivision as determined
by an independent appraiser retained by the town.
