HomeMy WebLinkAboutTB-06/14/1994346 SOUTHOLD TOWN BOARD JUNE 1~. 199~ EXECUTIVE SESSION 9:05 A.M. - On motion of Councilwoman Oliva, seconded by Councilman Townsend, it was Resolved that the Town Board enter into Executive Session. Vote of the B - . oat d. Ayes: Supervisor Wickham, Councilman Lizewski, Councilwoman Hussie, Councilman Townsend, Councilwoman Oliva, Justice Evans. Also present: Town Clerk Terry, Town Attorney Dowd, Chief of Police Droskoski.---The Town Board conducted interviews of three Traffic CSntrol Officer Candidates - Kimberly Bridge, Jason Luhrs, Ryan Springer. The decision was made (resolution no. 27) to hire Bridge and Luhrs. Mr. Springer will be considered .during the next round of interviews on June 21st. 9:30 A.M. - The Town Board met with Daniel Karpen, Engineering Consultant, to discuss the results of the bids for the Energy Conservation Program at Town Hall, Police Headquarters, and Human Resource Center. (Please refer to resolution no. 28 which fully explains the results.) In accordance with the bid results, resolution no-. 29 as placed on the agenda authorizing Supervisor Wickham to execute the grant application. Mr. Karpen recommended that the Town readvertise for bids for energy conservation improvements at Town Hall (see resolution no. 30). Mr. Karpen advised the Board that he anticipates th'e grant funding will be available for several months, offered to prepare a detailed analysis of the ~eeds for energy improvements at the Recreation Center and Highway Department Garage. He will gather the information and submit a wr.itten report to the Board. 10:20 A.M. Supervisor Wickham and Justice Evans brought the Board up to date on progress with the Fishers Island Metal Dump. The decision was made that they.would consider a $200,000 bond resolution to finance complete removal of all metal from the dump. Supervisor Wickham will ask Fagan Engineering to submit a proposal for their services to prepare bid specifications. 10:55 A.M. Solid Waste Coordinator James Bunchuck met with the Town Board to discuss the proposed yard waste composting operation. Supervisor Wickham asked the members whether there would be any interest in the Town going into partnership with one or more private firms on a yard waste composting operation. The Town would supply material, the site, some equipment, and perhaps some manpower. The firm would supply management of the process, and marketing of the product. Supervisor Wickham will discuss this further at the next work session. 11:00 A.M. - Councilwoman Hussie reported the results of the bids for hauling and disposal of solid waste and construction debris. She and members of the Solid Wast~ Task Force analyzed the bids and the Iow bidders were Tully Construction Co. for the solid waste (resolution no. 31), and Star Recycling Inc. for C&D (resolution no. 32). 11:10 A.M. Letter from the Land Preservation Committee recommending a referendum on the November ballot for a $2',000,000 bond for the Farmland Preservation Program. Senior Accountant John Cushman will request bond counsel to prepare the required documents. 11:20 A.M. There was a lengthy discussion with regard to the proposed legislative in~ent for bed and breakfast facilities, and for wineries. Councilman Lizews]<i expressed his objection to minor bed and breakfast as described in a proposed "Local Law in Relation to Bed & Breakfast Facilities". He is against them entirely. Supervisor Wickham explained that a minor - one or two rooms - is an attempt at reducing application fees and red tape. Three or more requires action of the Board of Appeals, and a $250 fee. Also discussed at this time was a proposed "Local Law in Relation to Wineries", which generated a few questions with i~egard to the definitions, and a proposed "Local Law in Relation to Public Entertainment and Special Events", Chapter 27, which would add an application and fee to the Board of Appeals for a winery to hold an outdoor event for profit. These items will be discuss~:l by the Town Board among themselves over the next two weeks. JUNE 14, 1994 3-4 '7- 11:55 A.M. - Thomas Conoscenti met with the Town Board to discuss his proposed role of project leader for the upcoming business study. Mr. Conoscenti is Senior Economic Research Scientist at the Center for Regional Policy Studies at the State University of New York at Stony Brook. He submitted a proposal, at a cost of $43,832, for professional services and research for the business study. Supervisor Wickham said he does not expect the Town to pay for the study, he expects there will be prospective donors in the business community. However, he does not want to solicit donations until he has the Board's approval. The Board reviewed the scope of work, which would include a survey of the economic base of Southold Town, an analysis of the economic composition of the Town beginning in 1980, an evaluation of the economic mix of each sector of the Town's econom¥~ an analysis of the strengths and weaknesses of the local economy, and an analysis of the local economy with respect to the tourist industry. Councilman Lizewski said he does not want iust statistics. He wants identified and concrete recommendations. Justice Evans agreed. Councilman Townsend said that he had envisioned a larger scope to the study. Supervisor Wickham .said ~that over the next two weeks he will met with Councilmen Lizewski and Townsend and go over their criteria 'for the study. % 12:30 P.M. - Recess for lunch. 2:05 P.M. - Work SessiOn reconvened and Board discussed the proposal to lower the parking fees at the Norman Klipp Marine Park, Greenport. Due to the contract with the State of New York in 1971, whereby the Town accepted funds to build launching and bulkhead facilities at the park, the State feels the non-resident parking fees are too high. The Board agreed it would not be possible to revise the fee schedule this year, but will discuss it again in September during the 1995 Budget preparation process.--- The next items are personnel matters: Placed a resolution (no. 33) on the agenda to advertise for a temporary Clerk Typist while the Trustee Clerk Typist is on maternity leave.---Placed a resolution (no. 34) on the agenda to appoint three new members, and and an alternate, to the Transportation Committee.---Placed a resolution (no. 35) on the agenda to appoint two EISEP Aides and a temporary Day Care Aide.---Asked the Town Attorney to work with Lawrence Healthcare to develop an amendment to our self- insurance medical contract to provide coverage for elected Town Trustees~ and appointed Planning Board and Board of Appeals members, provided they pay the premium, agree to submit to a medical examination, and there is a one year pre-existing condition clause.---Placed a resolution (no. ~36) on the agenda to reappoint two members ~o the Land Preservation Committee.---Placed a resolution (no. 37) on the agenda to advertise for resumes for a new member of the Land Preservation Committee to replace Iongtime member Bud Cybulski who declined to be reappointed~---L~tter from Director of Human Services Venetia McKeighan asking for ~he Board's recommendation on implementation of the new handicapped equipped van. Mrs. McKeighan suggested that a driver could be hired and paid through the Town, to expand senior transportation for handicapped residents as an additional program, or to raise the fee for the Senior Adult Day Care Program to pay for a driver who would work only a few hours per week. The Board concluded that the implementation of a user fee might be the solution. Mrs. McKeighan will be asked to prepared a suggested user fee schedule.---Placed a resolution (no. 38) on the agenda authorizing Police Chief Droskoski to attending a training conference in Albany in July.---Councilman Townsend reported on the June 4th Youth Expo. The event was highly successful in attracting about 50 participating organizations~ and about 450 families. Supervisor Wickham said that the Expo was successful in conveying ~he range and diversity of the many activities available in the Town and thanked Councilman Townsend who promoted the idea ~nd chaired the committee that brought it off so well. Supervisor Wickham said he would like to see the creationo~a Youth Suppor~ Committee to recommend to t~e Board policies and actions it deems to ~upport youth activities in the Town~ and to serve a clearing house function in helping locate resources and financial support important to the success of youth activities provided by clubs, groups and individuals ~n the Town. The Town Board agreed to the proposal, but Councilman Townsend asked that this be held in abeyance until he can wrap up the Expo Committee.---Justice Evans reviewed her vision for conducting the Town Board's Fishers Island meeting this year. She would like to see the meeting in the school gym, as had been the practice some years ago, with areas set aside prior to the meeting for the various departments and agencies to make themselves available to the residents. She will make the necessary arrangements. 3:30 P.M. - Lauren Grant, Supervisor Wickham's secretary, and Chairperson of the Site Selection Committee for an alternative site for a home for the Aide to the Developmentally Disabled, reported that ADD has notified the Town that the previously selected sites are not satisfactory, and invoked the 15 day clause giving the .Town a two week time period in which to locate an. alternaUve(s). She convened the Site Selection Committee and they located two houses which they wish to recommend, one in Indian Neck, Peconic, and one in Oregon View Estates, Cutchogue. The Board approved the proposal, and put a resolution (no. 39) on the agenda to withdraw recommendation of a house on Pacific Street as an alternative site, but included it in--, the next resolution (no. 40) as an alternative site to the ones in Indian Neck and Oregon VieTM Estates. 3:45 P.M. - The Town Board reviewed the resolutions to be voted on at the 4:30 P.M. Regular Meeting. EXECUTIVE SESSION 4:00 P.M.' - On motion of Councilwoman Hussie, seconded by Councilman Townsend, the Town Board entered into Executive Session to discuss the-Zahra litigation. They are at the moment a new set of agendas being photocopied. They'll be brought in in a few minutes. The agenda is being revised in view of the work, that we took up, during the discussion portion of the day, the Work Session. That Work Session mater~al will appear, much of it. as the later resolutions after we finish the ones that .are already scheduled, for which we have the written material. The public"' is welcome to address the Board on matters related to these resolutions before we take them up, and at the end of our meeting we welcome comments, and discussion on other items, anything that you wish to bring to our attention. Here come the agendas right now. As you'll see in looking at the agendas, there's a lot of material that we took during the Work session. That material has to be reworked into the fo~m of esolut!ons.: and ~s put on to our agenda, and that's the reason for the fact that it was dor~e only at a,:15,. 4:30 this afternoon. Are there any comments from the audience? FRANK CARLIN: Frank Carlin. The supplements I think is wrong. Every time I come to a Board meeting in the afternoon, the Board meeting starts, and the agenda is only coming in being updated. I could only read twenty-six, and I didn't have time to study the rest of these fourteen. whatever it is, To me it doesn't seem like something is organized here. I would suggest that either when you have a Board meeting in the afternoon, that you have your Work Session the day before, or if you don't want to do that. i'd suggest have both of them in the evening, because when the people come here they have an ample amount of time to be able to read these resolutions. You can't be reading the resolution, when you say anybody want to speak, come here. and.be able to read them at the same time. When you start the Board meeting they're coming off the press here. It's not organized. Tom. I can see. when I reviewed this so far. I have two of them. I have two resolutions i want to question. It's not right. Having a meeting, and not even having an updated agenda, so people can tell you before anybody want to speak on it. It's annoying. Have it the day before, or have the both of them. like we used to. at night. It ain't going to hurt anybody to work a little extra. Resolution #8. what d° we need to pay a man for Insurance Consultant for $21.000.007 What do we need that for? SUPERVISOR WlCKHAM: Frank. the Board also had some questions about that, and we decided not to take up that resolution tonight. We're going to hold that one back, FRANK CARLIN: Eliminate it for tonight, right? SUPERVISOR WlCKHAM: Number 8 will not be under consideration this afternoon. FRANK CARLIN: I'm not asking. I'm asking you the question. Tom. why do we need to spend $2i.000.00 for a Insurance Consultant? COUNCILMAN TOWNSEND: Frank. the Insurance Consultant.. FRANK CARLIN: You're an insurance man. too. arenJt you. Joe? COUNCILMAN TOWNSEND: That's right. FRANK CARLIN: Are you going to vote on this resolution? You better not. It would a conflict of interest. COUNCILMAN TOWNSEND: Why. because I'm in the insurance industry? FRANK CARLIN: That's right. COUNCILMAN TOWNSEND: If I were a consultant it would be a conflict. since I'm not a consultant... FRANK CARLIN: You're still in the insurance business. Same as you consult people, and you go to their houses. Don't you consult them. how much life insurance to take. or what you should do with your house. JUNE 14, 1994 351 COUNCILMAN TOWNSEND: Do you vote in national elections? FRANK CARLIN: Huh? Yes. COUNCILMAN TOWNSEND: If you're an expert on politics, why do you vote ~n the nabonal electrons. FRANK CARLIN: Why does anybody vote in the national election? Okay? COUNCILMAN TOWNSEND: Let me just explain what the Insurance Consultant does. In this instance, he reviews the policies annually. He keeps himself abreast of what s happening in the insurance' industry to find oUt Whether there might'be an advantage in going to bid on the insurance, to see if he can reduce our premium. Mr. Mullen, over the years, has saved .the Town hundreds of thousands of dollars, so I'm told, in various suggestlons~ going,.to bid at the appropriate time, and so forth. He's also invotved in risk management. Every time there's a new program, he evaluates it. In the Rec Department, for instance, he evaluates that program to dete. rmlne ~he~ther we re liable to law suits from something that .might happen, m :relat~ior~- to exposure to the town, so that we don't have increases in our insurance premiums, because of the fact that we have a lot of claims, we don't become an uninsurable, because we have a lot of claims· ~going. I do have some question on this, also, and that the Board hold the resolution. It's quite uite a few hours. FRANK CARLIN: He probably does, but don't tell me you we've never seen the effect on that In obr taxes every year. COUNCILMAN TOWNSEND: You did. When they went to Lawrence Healthcare, how much did you save on that? COUNCI:LWOMAN HUSSIE: A quarter of a million dollars. FRANK CARLIN: What I'm saying is, you don't understand what t'm saying, when I get my tax bill every year I don't see much of a difference in it. Number 19, what does that mean that 1/4% sales tax? What does that mean the :County wants to do here, Tom? What are you talking about? SUPERVISOR WICKHAM: Under provisions of County law a quarter of one cent of alt sales tax monies accrue into an environmental trust fund, and that fund is turned over for purchases, and for work in the various towns of the County. The Town of Southold has a right to it's quota of that fund. Our quota can be used for two purposes. The smaller amount can be used for landfill reclamation, recycling, work at our Landfill. The larger amount can be used for the acquisition for open space and farmland. The County of Suffolk in the next few days, or the next week, is due to take up a resolution duly authorizing the disbursement of these monies to the various towns. The purpose of this resolution is to endorse the County to do what it should do. FRANK CARLIN: One final thing, again, you change some kind of system, where we don't have to go through this every time. Go back to both meetings in the evening, especially in the summertime. Give the people a chance to read the agenda, and know what's going on. SUPERVISOR WICKHAM: Thank you, Frank. I think we'll be more prompt next time. Any more questions from the audience? HARVEY ARNOFF: Good afternoon. Mr. Wickham. You all know me. I'm Harvey Arnoff. I live here in Southold. I'm here to address Resolutions 14 and 27 as they appear on your agenda, and more particularly as they relate to one individual, a young man who was supposedly considered under both of those resolutions at one point, Ryan Springer. I would like to address that from several points of view. He happens to be my stepson. Okay? Let us all know the relationship, and why I'm here. He spent two years as a Beach Attendant for the Town. At the conclusion of last year. he said. yes. I'll come back. He has to this date never received any communication from anyone in the Town saying, do you want to come back? I spoke to Mr. Reeves personally this afternoon, and he said. oh. I guess I forgot. The records down here are terrible, and I guess we just didn't get around to Ryan. So. here was a young man. and I think you know from what went on this morning, who had two applications in before this municipality, or so he thought. Now. the other application involved the job as a Traffic Control Officer. and I think it's interesting to note that this is probably the first time in my recoilection, that the Police Chief hasn't had the ~bility to Select, them. and, he not only told this young man he had' job. he had this Young man fitted for a uniform, which han~s in our home as of this moment, specially fitted with taxpayers' money, with ali the other accoutrements of the job. So. 'here I now have a young man. who has no employment, and do you know what I was~,told by Ken Reev, es? Well.. tough., too bad. he says.maybe we'll consider him if somebody quits. Now. here's something that's rotten in the State of E)enmark. or if you prefer, in the state o~ South°Id. the Town of Southeld. for this to happen to this young man. Now.'~l don't want to say that. because !' was the~To~n Attorney wil~ another administration, that there's a spin-off here to' this young man. I don't want to imply that. but I don't know. and we, have done our best in the last two or three hours this afternoon to' call all the other Beach Attendants. that Ryan 'knew. some of whom are returning from college, and some. of them got letters, that said. we don't want you back :at all. don~t bother applying, and I'd be glad to furnish the name of that person, who .got that letter, and others who said. do you want to come back or not? Yet. we're' still waiting for that letter. Now. under the circumstances. I would ask this Board to not pass on these resolutions, and reconsider them. or caucus, because I feel that it is not the purpose of government to single out an individual in this manner. I might point out. he was also an original member of the Southold Town Youth Board. who is active in that. I don't think-he missed a day of employment in two years as a Beach Attendant. and there was never a shortage in the box. when he turned it in. I think this is a Hell of a rotten reward for a youn, g man. who is a life long resident, born and raised in this town. I'm asking you to not pass on these resolutions this evening, or reconvene, and reconsider. SUPERVISOR WICKHAM: I would like to address briefly one of the two positions, that he has applied to. and I think it will explain what the Board is doing: and why we're doing it. I'm going to address the question of his application as a Traffic Control Officer. I don't know the facts and the comments you made about his dealings with the Recreation Department. HARVEY ARNOFF: Those are the facts direct from Ken Reeves. I think you all know 'that. when I say something I'm on relatively firm ground. I don't come up with statements... SUPERVISOR WICKHAM: I don't doubt that. but I need to look into it a little bit on my side. and find out why this lapses have occurred, and how we can keep them from occurring in future, and how we can deal with it. because occasionally there are time when we don't respond properly. We need to get on top of that. I want to address the Traffic Control Officer question. As you said in the past the Police Chief has made these appointments, it is the view of this Board. and not every Board member agreed with it. but the consensus of this Board was that if the Board is going to make an appointment the Board had ought to interview people, and we really in interviewing people had ought to go to advisement for it. and we shouldn't just lead this to just somebody. HARVEY ARNOFF: Shouldn't someone have told the Chief this at some point early on. before he went through this process? There has been a change of policy in the last few months with this new Board. and the Police Chief came to know it. and now he understands it. and there was a period of a shift where the policies haven't fully caught up with the shift. They have now caught up with the shift. In that process the Chief went ahead, and made his designations. This Board when it found out said. wait a minute. We're not quite comfortable With that. and we'd at least lik. e to go to advertisement, and we'd like to interview the people. The Chief said. gee. we got to have our people on deck quickly. So. this morning we met.' and we interviewed the people, and we did. in fact. as you see in resolution 27. we have. tentatively we have for resolution, the appointment of two people, but not al of the people, and we are still at the same time in advertising in the newspapers, we will be interviewing peopte, including Mr. Springer. and others, and will take them under consideration. There are still openings available for them. He will be There is still an opportunity to use the for him. Tom. although you say that. it seems to me that if someone has interviewed somebody today in an interview process with others~ that are going to take place in a week. and tell them. oh, by the way. you have to come back for another interview, that makes nonsense. First of all. it's not something that the Board members won't remember. He~s not someone you'll forget about, and certainly I would hope your powers of retention extend beyond a week or two. so for purposes of why would~ he be back in =fox 'another interview process a w~ek or two fro~ toda~iWhen yob,re :nOw going to interview a few other People agair~st, his qualifi~ati°ns. SUPERVISOR WlCKHAM: This is not a political issue, and I think it will be dealt with justly.' Joe? COUNCILMAN TOWNSEND: I'd like to address the issue only because think yoU'd 'be Surprised who was pushing. HARVEY ARNOFF: No. I think I know. COUNCILMAN TOWNSEND: My feeling is that on the overall issue, once again. I'm just going to address the Police thing, because I wasn't aware of the Recreation Department's relationship. I feel that the Town Board. especially on temporary help. should not have to interview every temporary employee, t feel that Department heads are perfectly adequate, if we provide them with policy. Basically. testifying there's no conflict of interest on their part. and so forth. For temporary help it seems to me that the 'efficient way to run it. I'm the minority on the Board. The other issue, as far as your stepson is concerned, frankly I think it may have been mentioned to me. that your stepson was applying for that position. but I had no idea that the person that was not chosen today was your stepson. I don't think most of the Board did either. The reason they chose to go with the other two people first was they were four years older. and two years older. They were out of high school. They had experience in Police justice. That was the reason I came up with it. It had nothing to do With politics, or your involvement with the administration that may have opposed my election, or whatever. I can honestly say that. If it was up to me he would have been hired because it's a process that doesn't serve the Town in my opinion, but given the fact that we were doing that. they needed these two people for emergency purposes, mainly for this weekend. and that's why they hired those first two. The North Fork Animal League is having some kind of building fund, or something, where they're going to build a new animal shelter in 1995, Tom, i believe it is. They're planning on building another animal shelter. You're aware of that, right? SUPERVISOR WlCKHAM: That is the proposal. FRANK CARLtN: Does the Town have any plans on giving them any kind of financial support? SUPERVISOR WICKHAM: The proposition is that the Town would undertake a long term lease of a portion of the property behind the Police Station for that. The Town would still consider annual contracts, as we have now, by which the League would undertake the day to day maintenance of the animals. FRANK ~CARLIN: You have no plans on giving them any kind of financial support, donation, or whatever? Right? SUPERVISOR WICKHAM: For the construction of the work.. FRANK CARl_IN: building. Construction of the shelter I'm talking about, the SUPERVISOR WICKHAM: At the moment that is not planned. There may be some work such as provision of water, or well. or a cesspool that's connected with existing buildings, that might come from the Town. But there is no plan at present for the Town to finance any part of the structure itself. FRANK CARLIN: You know why. back in 1986 when they started to build that animal shelter, and it fell through the tubes, when they got done there was about $54,000.00. that the Town had floating around towards that animal shelter. I suppose it's got blown away with the wind. but it's a shame that the Town can't give them a little financial support. where you spend some much money on these other things, studies, and whatever. you have. I want to recommend today that I believe that North Fork Animal League is doing a wonderful job on the animals, and I give them all the credit there is. There are doing a wonderful job with those anima~ls.i 'and they have my full support, one hundred percent. ! feel if we can Sp,,end money on other things, we can give them a little bit of support. when' it comes to'the financial end of it. Now, for my main agenda. I'm going to be addressing Councilwoman Hussie. and Councilman Lizewski. I hate to chew on the same bone all the time, I'm 9oin9 to do it one more time tonight. This should be the end of it. unless it's necessary. Councilwoman Hussie. you said the cost of the studies back in 1985 for the Southold Utility Company. Southold power takeover, the study cost $15.000. You're off $15.000. It was $30.000. The study was done by R. W. Beck and Associates. tf that would have went through, it would have been by a general obligation bond. Why are you tellin9 me cable under, ground from Northeast Utilities in Connecticut. Block Island. or Plum Island. or whatever you did. there's more to it then just runnin9 a cable under the Sound. and pulling a switch. There's a lot more involved in it. Councilwoman Hussie. you said that the study in maybe almost completely done. Well. what do we need another one for? Why we got to spend the taxpayer's money again for? Here's one I don't figure out. May l lth, Suffolk Times, you said it would cost around $24,000,000 for transformers, and power lines. A month later in the Suffolk Times, June the 8th issue, you said it would cost $20,000.000. Now. what are you talking 3 6 8" JUNE 14, 199~~ about? Which is right? There's more to a utility company than meets the eye. I'm going to name them off to you what I believe is the run of a utility company. Supposing we had a disaster, a hurricane, and the power lines went down. Some of them were down from Laurel to Orient Point. With the crew you're going to have. how are you going to maintain those lines, and get them back up? You wouldn't have lights in this town for two weeks. You think LILCO is going to drop their people, and customers, to come here. and put our lights up for us? No way. Think about it. TO run the line in to. say Connecticut. you need distribution. You need a substation. You need people-people to operate the the substation. Think about it, How about the personnel? You need personnel. You need computers. You need meter readers. All money, trucks, cherry pickers, you need money, You need a lot of money. They don't cost $5.00. believe me. I've been checking on 'this already. It cost a lot of money. Substation, I mentioned that. , Salaries, how about salaries? These people will be union people usually. They're union people. They don't work for cheap. You don't expect people to climb utility poles, and work with 13.000 volts for $10.00'an hour. Union. that's part of the union. Medical? How about your medical expenses? You ever figure out your pension funds for these people, the cost of living increases? Those are a~l the things you have to take into-consideration. and don't say there that. well. we can get half of the price of the rate. that we can provide the people with half of the rates they're paying LILCO now. So. take these facts into account, and you'll see what you're going to do. I don't know what you people, what kind of crystal ball, that you people are watching, that crystal ball, that you people are gazing through sometime when you come up with these ideas. I say to the Board. forget this study. Please, don't spend the taxpayers' money anymore. We can't handle a utility company. We got other more important things to do. May. 1995 is coming mighty close for the Landfill to be closed. That you probably should be working on right now. That's what you should be doing, and I say this. too. if it ever happened that we have utility company..l'm going to say something, youJre going to laugh at me. If we had a utility company, but funny things do happen in the town. I suggest you sell Fishers Island. and we use Fishers Island to pay for the utility company. That way the taxpayers won't have to pay for it. How does that sound? Believe me. don't even put the taxpayers' money into a study. It would be useless. We can never support a utility company here. We'll never do it. You're wasting your money, and you're wasting the taxpayers' money. Believe me, think of all the items, that I've said to you right here. this alone, these five items, salaries, union, medical. pension, cost of living alone. You don't get these lineman to work for $10.00 an hour. I'il tell you that right now. I know. You need all round the clock, and emergency standby people. You need people in the office. You need all this involved kind of operation. People ride. you got to supply a car for the people to read meters. There's more to it than meets the eye. There's more to it than just laying a cable under the the Sound. into Plum Island. pulling the switch, and that's it. boy, we got lights. I lust hope if we ever have it. that we don't a disaster, because some people will be out of lights here for two weeks, because we'll never have enough crew to support it. and when the crew gets done on the west end, they'll be out here. and it will be two weeks before we have electricity. If I'm correct. I think that I brought into account the fact that it wouldn't cost much more because money was so much tess.expensive now. but some of the things that are considered. Mr. Carlin. were the purchase of the property, the cost of getting the whole thing started, the office work. and all of that. the cost of severance, working capital, initial cost. legal engineering, and financing, and a certain amount. $2,000.000 for reserve. There is no way-that I, or you, ca~ project how much that's going to cost today. If the paper said twenty, or the paper said, forty-three, I have. no control over that. That's not a numbe~ that came from me. The number that I'm using is the one from the previous study. FRANK CARLIN: Right. and that was $23.500.000. but what I'm trying to say here is. you don't realize what you're trying to take on. I'm adding it ' m one nutshell. Running a utility company is not easy. and it's not cheap. Just because you can get the rates cheaper, doesn't mean you can maintain the company at the cost that it would be for a bigger company to maintain. That's all l'm trying to say here. and I don't think you understand how a utility company works. That's what I'm trying to say. SUPERVISOR WICKHAM: Thank you, Frank. Is there anyone else in the audience, that would like to address the Board on any subject? Mr. Flynn? F.M.FLYNN: F.M. Flynn. a resident of Southold. I hadn't intended to mention, this. but with respect to public utility companies. I've had some experience with them. and this question of whatever the range is. 20. 23 million dollars, whatever it cost. there are certain base costs. There's going to be a cost of obtaining LILCO's transmission and distribution equipment, and their stationary sites, and this is based on their rates. and the public utility company have a public service that actually determines that. so I'm just curious how much of that figure is represented by LILCO's rate base for the Town of Southold? COUNCILWOMAN. HUSSIE: I don't know the answer to that. F.M.FLYNN: Because I suspect that, that would be a very large percentage of this projected figures, and the difference to LILCO's stockholder, they can't sell for less than their rate base, and actually are permitted by Public Service Commission to sell for up to 10% more than their rate base, so I think that's really the basic figure that you would 369 37 0 JUNE 14, 1994 have to ascertain before you even consider going forward with this. Now. the other question ! would like to ask, would you please repeat for me the exact reading of Resolution 167 SUPERVISOR WICKHAM: Resolved that the Town Board of the Town of Southold hereby ~authorizes and directs the Town Clerk to advertise for bids for the purchase of one (1) used 1987 Ford Dump Truck for the Superintendent of Highways, all in accordance with the bid specifications. F.M.FLYNN: if I may, I think this constitutes a bid for a specific truck, and hence no bid at all. The specifications are tailored for a seven or eight year old truck, and how many seven, or eight year old trucks meeting those specifications are available, and further, were this more broadly worded, perhaps somebody could come along with a 1989 truck for the same price. I think this is wrong to, as I say, slant this toward a specific year truck, and that's the extent of what I have to say. Thank you. SUPERVISOR WICKHAM: Thank you, Frank. We'll look into that. COUNCILWOMAN OLIVA: One thing, i would just like to thank Joe and his whole committee for the Youth Expo. I attended it. It was extremely well attended, and I thought they all did a terrific job, in fact people like it so much, people were telling me that this is the first hopefully of many. It was really excellent, and from that we did receive a lot of good information, and we'll be putting it to good use in the next few weeks. But, congratulations to you and your committee. It was great. SUPERVISOR WICKHAM: I'd just like to respond very briefly to the questions about our personnel policies. This is a period of adjustment. I can'l~'-pretend that the Town has handled every application properly of every person. We will look into questions about our procedures. My office will be lOOking into it beginning tomorrow, and I believe everything has been done properly, and I want to reassure myself, and the Board that it has. i'd like to turn Very briefly to a couple of items, that were on our Work Session agenda. One of them of them was the proposition of considering a Farmland Preservation bond issue, and putting on for a referendum this November a item for a 1.75 million dollar bond. The Board took that under consideration today. There was active discussion, and we wilt be preparing for a resolution to consider in two weeks time. We haven't taken that decision yet, but it's under active consideration at this time. Yes, Frank, would you like to address the Board? FRANK CARLIN: When you float a bond, you have to pay that back, and you pay interest on that bond.- By paying interest on that bond, you're using the taxpayers~ money. Why would you want to float a bond to support a Farmland Preservation for? What good is that going to do me? SUPERVISOR WICKHAM: There are many things, that a Farmland Preservation purchase does for you, and for the Town, not just for the farmers, it is a 'recommendation of the Stewardship Task Force. It's a recommendation of a number of other planning groups, and it's consistent with attracting i~usiness, and tourism, and retaining the quality of life, that many people feel is important for this town. That's what is in it for us. But, also, in the long run pays for itself by keeping taxes down, because open space requires much less in the way of government FRANK CARLIN: I don't see why the taxpayers should support this bond, and pay this kind of interest out. SUPERVISOR WICKHAM: Frank, you'll have ample opportunity to discuss this to bring it to the attention of the Board. The purpose of my commenting on it tonight is to get it out in the open, since it wasn't a part of our adopted resolutions tonight, and to encourage you and others to give thought to it, to convey to us your feelings, to let us know how you think about it, so that the Board can take an appropriate decision on this at future meetings. JUNE 14, 1994 FRANK CARLIN: What you said about the Stewardship Task Force Committee. forget it. because to me they're running this town. not the Town Board. i told you that before. SUPERVISOR, WICKHAM: Now I'd like to turn very briefly to a couple of other meetings that I've had in the last few weeks. One was a meeting that was with the New York State Department of Transportation. in which the New York State Department of Transportation in response to requests from Southold Town. and Southampton. and other towns, have put together a package of support for the various East End towns here. The primary element of this package is support for dealin9 storm water runoff from State roads, mainly Route 25. In the Town of Southold there is about eight or ten key points, where storm water is running off of Route 25 into our creeks. Jockey Creek is a prime case. James Creek in Mattituck. and a series of six .or eight other ones. The cost of remediatin9 a of these key crossing points, where storm water runoff is contaminating our creeks. and reAulting in Closure of our creeks to the normal shellfishing, and fishing. :occupations. The cost of all those improvements is on the order of one n~illi0n dollars, and at a meeting late last week the State of New York has agreed to finance that improvement effective immediately to the extent of in Southold Town. and roughly comparable figures in Ri and some of the other East End towns. In addition ~o that ~he Town of Southold has been askin9 for support also from the Department of Transportation two other initiatives', One-is :for a that the Town feels, that I 'feel~ and many 'of us in the town )een promoting it. we feel that there is a potential problem: in this town. All one has to do is go to the South Fork. effect of traffic over there, particularly on weekends in A traffic survey financed by the State of New York to help the Town of Southold deal with an incipient traffic congestion here i,s. I,think. an important priority for this town. and I believe the State. while not committed to it yet. has gone a long ways towards finding funds to help us finance that study. Finally. also before the New York state DePartment of Transportation is a proposal to finance aPlannin for bike trails. There would be one bike trail alon9 the Sound. nd another one albn9 the Bay with some interconnecting links, and a planning survey for that bike trail has also been put to the State for support, and we believe that our prospects of support in that are quite good. That is one meeting. The last one I'd like to refer is a meeting this noon today with the Commissioner of Agriculture of the State of New York. and the first Board meetin9 of the East End Economic and Environmental Institute. which is an umbrella organization pulling the various towns on Eastern Long Island together, so that we can act in some reasonable harmony. Amon9 other things the East End Institute has put up a proposal for funding also from the State, 9overnment of $500.000. which was inclUded dget that was passed last week by the State. That budget calls for other things, support for a Peconic County study. and at today's the East End Institute met with it's directors, and each Supervisor East End towns is a Director of that Institute. A resolution was introduced, taken up, and unanimously endorsed to go ahead with the study of the feasibility of Peconic County. Now, that doesn't mean that Peconic County is necessarily going to happen. It means that a study will be undertaken, and the Town of Southold has appropriated $10,000 to finance that study. The State of New York has appropriated $50,000, and the other towns have appropriated various amounts to make up that total $100,000 figure. In addition to that there will be an international wines symposium financed out of this here in Southotd Town on the dates of July 31st, August 1st, 2nd, and 3rd of this year. It will be a very e×citing event. Gristina Vineyards is coordinating it, but the other vineyards will also be involved, and it will help to put the North Fork on the map for an international competition, and tasting, and expertise of all the different facets of great production in wine. There are many other aspects of this East End Initiative. I'm not going to take more time to do it tonight. It will be in the paper I imagine, but to me it's an important reflection of working together among the different towns of Eastern Long Island where I think we can achieve more than each town wOrking independently. Yes, sir. one comment. FRANK CARLIN: Is the wineries sponsoring it? SUPERVISOR WICKHAM: The wineries will be financing a part of it. 371 3 7 2 JUNE 1,, 199. FRANK CARLIN: One more question. Talk about the Department of Transportation, has the Board ever considered about trying to request from the Department of Transportation for a traffic light at the A&P Shopping Center, and King Kullen Shopping Center, where the both are needed~. I know you did a study there two years ago, and the State said it wasn't feasible, but can't the Town write something, type a letter to the Department of Transportation, because there are fender benders in that area. SUPERVISOR WICKHAM: Thank you for that suggestion, Frank. The Town has pursued it, and we will continue to pursue it, and I think there is some prospects for something. FRANK CARLIN: There's one thing I don't understand. You can have nine traffic lights, approximately, on Route 25, and no walk sign, no walk light sign on Route 25 here I guess for the raccoons across the road, why can't you have at least one, or a couple of them in the King Ku|len, you have nine of them on the Main Road 25, and the secondary road Cox Road, Cutchogue. Something don't look right to me there. SUPERVISOR WICKHAM:'~ Are there any other comments from the Board? [No response.) Is there a motion to adjourn?
