Discussed status and inquiry. (appointment – Robert Schiavetta, President of Southold Shores Homeowners Association) Bob Schiavetta attended meeting representing Southold Shores Homeowners Association. Supervisor Scott Russell was in attendance during this discussion. Mr. Schiavetta gave an overview of the subdivision, canal design, drainage issues and drainage pattern. He asked LPC to recommend that the Town Board purchase the remaining vacant lots bordering the Main Road to preserve the existing drainage pattern. He noted that additional buildings on the vacant sites are likely to make an existing problem worse. LPC members explained the Committee’s policy of looking for significant bargain sales, or community partnership when reviewing whether or not to purchase single building lots. LPC explained that the Committee needs to look at the overall costs and benefits to the public when reviewing single building lots. LPC was in favor of purchasing the lots, but at a value significantly below market value in keeping with a similar purchase price paid for the other lot recently purchased by the Town in that area. It was recommended that Mr. Schiavetta contact members of his community to see if there is any possibility of the community partnering with the Town on a potential purchase. It was suggested that he contact the Peconic Land Trust to explore fund raising potential. The Committee asked Melissa to review the drainage situation with Jamie Richter, Town Engineering Inspection. Applications: EXECUTIVE SESSION. The Members entered into ?? Melissa noted that County is ready to make offer to landowner. County is proceeding as a partnership acquisition. Melissa asked the County to hold off on offer until the partnership commitment was reviewed by LPC. Committee previously had reservations in regard to partnering on this project due to the fact that County farmland committee in addition to Town LPC must review future review of uses on the property. Melissa Spiro and Supervisor Russell are to meet with the County within the next few weeks to discuss County/Town partnerships in general. Determination on Matthews property to be postponed until meeting results discussed with LPC. ?? Reviewed appraisals for 27acre farm lot and 5 acre adjacent lot owned by Robert Rowehl. ENDED EXECUTIVE SESSION to discuss further agenda items during absence of Lillian Ball. RETURNED TO EXECUTIVE SESSION MOTION was made by Ray Huntington, seconded by Chris Baiz, to direct Melissa Spiro to present a purchase offer to the landowner for a development rights easement on approximately 24 acres of the large farm. MOTION was amended by John Sepenoski to also include a development rights easement on the 5 acre adjacent lot. Addition discussion ensued and motion, as amended, was not voted upon. MOTION as originally made by Ray Huntington, was amended by Ray Huntington, seconded by Lillian Ball, to direct Melissa Spiro to present a purchase offer to the landowner for a development rights easement on approximately 24 acres of the large farm parcel and, as amended by John Sepenoski, to include the entire 5 acres of the five acre adjacent lot. Motion carried 6/0. MOTION made by Eric Keil, seconded by John Sepenoski, that the LPC had reviewed the potential site in regard to allowances for future agricultural structures within the proposed easement area and determined that no restrictions in regard to future placement of agricultural structures would be made a part of the easement language. Uses and location of future agricultural structures would be subject to LPC review and all applicable regulations of the Town Code. Motion carried 6/0. END OF EXECUTIVE SESSION ?? Stephen Searl of Peconic Land Trust updated LPC on meeting he and Tim Caufield (PLT) had with J. Macari, Sr. and J. Macari, Jr. Conservation subdivision calculations and several designs for the subdivision were discussed with the Macaris. LPC has appraised this property several times in the past. LPC would like to see the entire property preserved. LPC gave ballpark number for PLT to discuss with Macari prior to another appraisal being ordered for this site. General: ?? Town Board Agenda Item: Targeted Farmland Preservation Fund. Referred to LPC for comments. Stephen Searl (PLT) has been researching different programs in regard to the affordable farmland concept for PLT. Melissa asked Stephen to share his research with LPC. Discussed leases (long and short), options to purchase, and other concepts. Applications continued: ?? Melissa gave update that LPC has received application from FI Garbage District to purchase easement on property. Originally, Melissa was told that the property was appraised previously with a building area. It appears that there may have been a building area, but that once the landfill was capped, the actual cap eliminated any potential building area. Melissa discussed this with Barry Bryan of Fishers Island. He is gathering additional information as to what uses are allowed within the site. LPC is not interested in purchasing the landfill for liability reasons. ?? FISHERS ISLAND SCHOOL DISTRICT PROPERTY (Silver Eel Cove): SCTM #: 1000-9-8-1 Zoned: R-80 Location: Reservoir Rd, Fishers Island CPF: Yes Total Acreage: ±1.99 acres PDR Acreage: ±acres Reviewed status. Melissa noted that she heard that the school district may again be interested in selling the property (the application had been dormant for some time); however, she had not heard directly from the school. At this point, LPC does not feel that it is necessary to update the prior appraisal. ?? NEW SUFFOLK LAND CO. (f/k/a Campbell) SCTM # 1000-55-1-8.3 Location: 5455 Youngs Avenue, Southold Total PDR Acreage: 22.56 acres Reviewed letter to Town Attorney re: LPC’s agricultural structure determination. Melissa noted that the Town Attorney’s office had received a letter from landowner’s attorney stating that they had been retained to seek a compromise or judicial intervention. LPC noted that they would be willing to discuss the request with the landowner or someone in a decision making position. General continued: ?? Ag & Markets Update (per John Sepenoski). Melissa handed out 9/14/06 Ag and Markets document to Supervisor and ZBA in regard to J. Guild decision. The decision did not involve PDR land. John Sep gave quick update. Al Krupski noted that the Town Board had discussed this matter earlier in the day at their work session and that it was going to be scheduled for a Code Committee meeting. ?? Adamowicz property clean-up report (per John Sepenoski). John noted that the Adamowicz property had been cleaned up, but not very well. EXECUTIVE SESSION. The Members re-entered into ??
