HomeMy WebLinkAboutPeconic Land Trust - Mixed use center East Marion RESOLUTION 2006-803 ADOPTED DOC ID: 2213 THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2006-803 WAS ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON OCTOBER 3, 2006: RESOLVED that the Town Board of the Town of Southold hereby retains the Peconic Land Trust to assist the Town in assessment of a mixed use center in East Marion, pursuant to their proposal dated September 28, 2006 at a cost not to exceed $7,000.00, subject to the approval of the Town Attorney. Scope of Work: 1. Facilitate negotiations with landowners: a) Contact landowners and determine if current property owners are interested in selling; and b) Negotiate purchase price with willing sellers. Assuming landowners are willing to sell, the Peconic Land Trust will assist in the following. 2. Facilitate visioning and planning process: a) Assist Town of South old, East Marion Stakeholder Committee, and the community of East Marion with the visioning and conceptual planning process for the land. Towards this end, the Peconic Land Trust will engage in dialogue with the Town of South old Planning Board, the Planning Department, the Land Preservation Department, and other stakeholder/community groups; and b) Assess viability and consensus for a mixed use center (see Principal Components for the mixed use center below); and c) Advise stakeholders regarding planning initiatives to be undertaken. Assuming there is a basis to move forward, the Peconic Land Trust will also assist in the following. 3. Develop a Request for Proposal (RFP) to implement the project: a) Identify potential public and/or private participants to finance project; and b) Advise Town of South old regarding potential legislative changes necessary for implementation of the project; and c) Assist in evaluation and dissemination ofRFP. Town Contact: Under this proposal, the Peconic Land Trust will report to the Southold Town Plarming Board, and through them, the East Marion Stakeholders Committee and other community groups. Principal components for the mixed use center include (not in order of priority): 1. A range of different housing options that incorporate, among other things, affordable housing and environmentally sustainable design 2. Commerical district and/or retail store(s) 3. Walkable areas for East Marion/Town residents 4. Attractive, distinctive appeal 5. Recreational/open space 6. Preservation of open space, natural lands, farmland, and/or other environmentally sensitive lands through a Transfer of Development Rights program Time Frame: Effective immediately, with the goal of completing the first scope of work (negotiating with landowners) in 4 weeks, the second scope of work (visioning and planning) in an additional 4 to 8 weeks, and the third scope of work (developing an RFP) in an additional 4 to 8 weeks. Cost: The Peconic Land Trust will undertake this project at a cost not to exceed $7,000 and 90 hours per the attached rate schedule. Subsequent Work: Through evaluating RFPs, the Peconic Land Trust understands that there may be additional work with regard to plarming and implementing the project.
