Melissa told LPC that she had made verbal offer to landowners as authorized by LPC. Landowners
wanted to know if Town interested in purchasing another parcel they own (121-3-7.5). This parcel is a thin
strip including Kirkup Lane and does not fall under preservation program. Landowners wanted to make
sure that easement would allow for future expansion of greenhouse operation They were told that
easement would not restrict future expansion as long as in compliance with Town Code.
LPC discussed fact that there is a trailer on the property, and whether or not this should be allowed
within the development rights easement. Landowner said that trailer had permit for security housing and
that it was now empty, but in future ag worker will live there.
LPC in favor of allowing ag worker housing within easement area as long as all required permits are in
place. LPC reviewed Southampton’s language and is in favor of similar language. Melissa to review
further.

LPC discussed field inspection. All structures, greenhouses, etc., appreared to be used for agricultural
uses. Three units for ag worker housing located on property. LPC in favor of allowing ag worker housing
within easement area as long as all required permits are in place. LPC reviewed Southampton’s language
and is in favor of a similar language. Melissa to review further.
PDR easement would not include approximately 0.5 acre around Girards’ residential structure.

Melissa told LPC that she had met several times with Deerkoski family. They are interested in proceeding
with easement on majority of property. They are proposing to reserve area around existing house instead
of subdividing it from farm. They want to be able to use the property in the future for equestrian related
uses.
LPC had lengthy discussion on what types of equestrian related uses are allowed or not allowed within
Town development rights. Discussed riding lessons, horse shows, stable, etc. Melissa discussed Town’s
current Code and also PDR easement language from Easthampton and Southampton. Further discussion
and review needed. LPC was not opposed to limited riding lessons. It is likely that a Reserve Area will be
designed for some of the equestrian related uses. Melissa to continue review and discussion with
landowners as to what uses they want.

LPC reviewed projects within Pipes Cove Area (what was completed/pending, Town, County, partnership)
and decided that County should proceed on this project without Town partnership.
