Statement SUPERVISOR RUSSELL: Welcome to tbe September 19 meeting of the Soutbold Town Board. Please rise and join witb me in the Pledge of Allegiance to tbe Flag. Would anybody like to come before the Town Board and address any item tbat is on the agenda? Mrs. Egan? JOAN EGAN: I did my notes on tbe one from tbis morning, so you will have to bear with me. The Justice reports, I spoke to Mr. Krupski this morning and he said he does read tbose police reports. God help that you all should read tbose police reports and find out what is happening to our town. Now I have here on 746, this on the animal shelter, I believe, right? Certainly need to move on that and I think it should be noted tbat in Soutbold, many of these hunters and take their dogs and fire shots, one shot went into somebody's home and they often leave the beagles, their hunting dogs there and just leave tbem and I don't know whether tbey ever get to tbe animal Page 3 September 19, 2006 Town of Southold Board Meeting Minutes shelter or not but whoever would do that to their animals is a disgrace. 1 don't know whether they ever get to the shelter. So, the animal shelter is extremely important. Now, 747, that is highway and 1 spoke to Mr. Harris this morning and thanked him. We got our receptacle back in front of East Marion post office. He is in a bit of trepidation whether it will stay there because people either from the ferry or wherever put their garbage in it or steal the whole container. So I thank him for putting it back and we will see what happens. I said maybe he should not have done it until after the Maritime Festival but he said that he wanted the people in East Marion to have it, you know, for our junk mail. So I thought that was good of him and of course, the now I have on 749, now the roof and the flooring at the Recreation Center on Peconic Lane is in good shape? SUPERVISOR RUSSELL: That would be an overstatement... MS. EGAN: Pardon? SUPERVISOR RUSSELL: That would be an overstatement of the roof. It is not in good shape. MS. EGAN: Well, I know many times I played bridge and one time I went there for dancing and it was frozen. The floor was frozen. So where are we on the other recreation center that you talked about on Peconic Lane? SUPERVISOR RUSSELL: It is an ongoing, ongoing discussion. MS. EGAN: When will we have any conclusion? SUPERVISOR RUSSELL: I hope so. MS. EGAN: When? SUPERVISOR RUSSELL: I can't... MS. EGAN: Christmas? SUPERVISOR RUSSELL: I honestly don't know. It is a substantial amount of money that the Town is looking to spend and you know, those things can't be done willy nilly. You need to do a very thorough review of whether it is going to make sense fiscally and whether we are buying something that the public is going to want to use. I can't speak for the public, the public needs to speak on that as to whether they see it as a benefit. MS. EGAN: Well, I do hope something happens. Now, I didn't quite understand 750. SUPERVISOR RUSSELL: Okay. Actually these tax maps that are used, the GIS space tax mapping system, they are created by the County of Suffolk. We use them under a license agreement with the County of Suffolk. The County of Suffolk wants to protect its own product. This is merely an additional license that allows us, or a sub-license agreement, so that Cornell Page 4 September 19, 2006 Town of South old Board Meeting Minutes Cooperative can utilize the tax maps as well. Cornell has been nice of enough to do an inventory of our road-runoff mitigation program. Crisis areas and things like that. MS. EGAN: Good. Good. Now, 754. This is for Human Resource Center and I have mentioned this here before, with world conditions and what has been going on, maybe Mr. Russell you could ask Southold Police Department to pop in there and check every once in a while that those ladies and it is mostly ladies, women there, that they are all okay. You know, where they park in front or in back or on the side, let people know that we patrol there. I think it is a very important thing and see what happens. Now, of course, you know what I think about the name for the Program for the Aging. Not much we can do about that, probably not. I would presume that all of this 758, that all of these things with the Highway Department and the budget moving up is prepatory for you know, the clean up in the fall and the winter coming on, these are the equipment they might need? Correct? SUPERVISOR RUSSELL: No, we are actually going to table that resolution tonight. That is regarding the purchase of a bucket truck. MS. EGAN: Oh, that wasn't on the final agenda? SUPERVISOR RUSSELL: It was on the final agenda but we decided, had a quick discussion on it that we are going to table it and we are going to have the Highway Superintendent, it is a lot of money and we are going to have the Highway Superintendent come in and clarify things for us. MS. EGAN: Oh, incidentally, I also met a new police officer; have you seen how pretty the front of the police station looks? Have any of you seen it? Well, it looks lovely. I started with a couple of, one good geranium and a couple of small mums and finally got Mr. over there to fix it up, it looks lovely. We need a new bush, we need, we need, we need. Oh, 761, the Justice Court, that building has always worried me and those people have to work so hard, so anything, they could even use more help; so anything that helps their situation, do it. Okay? NICK TSOUNIS: We need to tell people more about the renewable energy conference you had at Town Hall. Can you tell them a little more about it? The townspeople. SUPERVISOR RUSSELL: The Energy Committee, the Alternative and Renewable Energy Corrilllittee that this Town Board had appointed hosted its first of what will be many seminars on public information, dissemination. That particular night was about solar technology and utilizing solar technology for electric generation in the home. We had several vendors here, we had several people who actually had been customers or participants in the program. It was a packed house. And it was a very good, fruitful event and I am very proud of Marie Dominici and the rest of that Energy Committee for what they did. MR. TSOUNIS: Thank you. SUPERVISOR RUSSELL: Mrs. Egan? MS. EGAN: Yeah, Joan Egan, East Marion. I will probably be sending this letter to the local newspapers, so I will give you a preview and you can do what you want about it. "Dear Editor, Solar systems. Last week there was a meeting at Southold Town Hall which really should have been done in the local school. Although it was most informative, it has been running for over two hours on our local station, channel station 22, three times a day. It strikes me that the three companies are basically getting free advertising. Our local energy companies, all gas or electric, should also be entitled to present their case. I think it was a good idea to present the public with what solar systems were about, if they hadn't read it but it really shouldn't have been done here. It should have been done in the school since it had a large commercial aspect to it. So, put that in your thinking cap. Thank you. SUPERVISOR RUSSELL: Thank you.
