On March 14, 1978, resolutions were adopted by both the Southold Town Planning Board and the Town Board fix- ing the bond in the sum of $195, 000. 00 for Centennial Manor, Section One. You can appreciate the difficulties that have arisen with respect to a bond estimate of such magnitude. In the light thereof, and pursuant to Section 276, subdivision 5, of the Town Law, we would request in behalf of the owners of the subdivision two additional periods of 90 days each in which to submit the map in its final form for signature to the Board. Tuthill, Town Engineer, dated January 30, 1978, relative to the proposed bond for Section One of the Centennial Manor Subdivision. A review of Section One of this subdivision will indicate ® that it is comprised of fourteen (14) lots. On the basis of the bond proposed, this would represent a cost applicable to each lot of $13,928.57, a sum which is probably greater under present fair market value Conditions of each lot in the proposed subdi- vision. We would request that this matter be promptly reviewed to determine if a more realistic relationship might be established between the amount of cost per lot and its actual fair market 1 value in terms of the proposed bond. In the meantime, we shall request that the developers furnish to us their figures on the roads and drainage in the proposed subdivision. Finally, we have indicated in the past and we would again indicate, that we do not feel that there is sufficient justifi- cation to impose the inspection fee on those items consisting of administrative costs and increased costs'-over a three year period, estimated in the proposed bond to be in the sum of 034,560.00. Dear Mr. Wickham: The Suffolk County Planning Commission at its regular meeting on February 1, 1978, reviewed the proposed subdivision plat entitled "Map of Centennial Manor-Section One" referred to it pursuant to Section 1333 of the Suffolk County Charter. After due study and deliberation it resolved to approve said map subject to the following conditions deemed necessary to protect the drainage ditch along the southerly boundary of the sub- division and to prevent any possible deleterious impact upon Eugene's Creek: 1. No sanitary disposal facility shall be constructed or installed within 100 feet of the drainage ditch. 2. Restrictions shall be placed upon clearing, grading, and development of the subdivision and each of the lots to insure that no eroded soils and other deleterious materials will be carried into the drainage ditch. The Commission also offers the following comments on the map for your use and consideration: The alignment of the proposed streets should be brought up to generally accepted standards. It is, therefore, suggested that the layout be revised to provide hori- zontal curves in Independence and Constitution Drives to eliminate the sharp bends in those roads and to alter the proposed intersection of Concord Lane with Stillwater Avenue so that the intersection angle is closer to 90 degrees. Dear Mr. Wickham: In accordance with your request, the staff has examined the proposed layout for the subdivision of a 49t acre tract of land reputedly owned by Albert J. Luglio and others and offer the following comments on it for your consideration. Out Parcel (Proposed Business Parcel) Careful consideration should be given to the impact that this parcel can have on the proposed residential subdivision should the proposed change of zoning be granted. Commercial land use is seldom compatible with residential land use as it detracts from residential amenities. In order to provide some separation between the two land uses, a planted buffer strip and screening should be provided. Pro- viding such a strip will alleviate some of the problems created by commercial land use; such as, the visual ugliness of the rear of commercial buildings; garbage and other storage; dirt; wind carried paper and other litter; improperly designed and aimed lighting fixtures and standards; and noise. Traffic flow and parking can also be a problem if access to the site is not restricted and adequate and prop- erly placed parking for both cars and trucks is not provided. Vehicular access from the subdivision to the commercial parcel, specifically from Arlington Lane, must be restricted. Otherwise, traffic generated by the commercial activities may be encouraged to use the residential streets to reach the residential areas to the southwest. Should only pedestrian access to the commercial area from Arlington Lane be provided, that street may become congested with parked cars. Unless suitable permanent vehicular barriers are provided, there may be an attempt to jump the curb coming and going from the commercial land use. If the change of zoning is not granted, how will this parcel be subdivided? It has been the policy of the Commission to disapprove any subdivision that does not restrict vehicular access to an interior street system. The subdivider should be required to show how this parcel can be laid out and coordinated with the pro- posed subdivision for the balance of the tract in the event the change of zoning is not granted. Preliminary Map •Centennial Manor • Town of Southold Page 2 - ------------------------------------------------------------------------------- Whether or not the parcel is granted a change, there are two aspects of its development that is of concern; vehicular access from Main Road and storm water runoff. If residentially developed, then access must be restricted to the inter- ior street system. If it is commercially developed, then access must be limited and coordinated with the commercial properties on the north side of Main Road. There is evidence that storm water ponds in the northeast portion of the parcel. This storm water will have to be contained on the parcel and is not to be permit- ted to flow out onto the state road. Interior Street System The proposed street system requires modification of those intersections cre- ated by Concord Lane. All proposed streets should enter existing and proposed streets at an angle as close as possible to a perpendicular, or a radial where there is a curve. This will eliminate difficult turning movements that can re- sult in potential traffic safety problems. Skewed intersections have been found to have generally higher accident rates than those intersecting at 90%. Storm Drainage Systems While the drainage plan (see "Preliminary Road Profiles" dated September 16, 1976) is preliminary, there are several elements on it that should be clarified before accepting it. We have noted that the catch basins at the intersection of Concord Lane and Independence Drive are not tied into the 18 R.C.P. The plan also fails to indicate the profile for the second drainage line into the sump located between Lots 12 and 13. On Concord Lane it appears that the pipe be- tween the manhole at Sta. 5+0 and the catch basin at Sta. 6+0 is pitched the wrong way. While the recharge basin at the northeast corner is necessary due to the topography of the site, small basins such as this one scattered throughout the town can increase the Town's maintenance problems. Consideration should be given to enlarging this basin so as to include the runoff that will be created by the development of the proposed commercial parcel. A question also arises as to whether or not this recharge basin as designed with such a narrow width will have the required maintenance ramp to the bottom of the basin. The plans do not show the proposed design of either recharge basin. It is usual, in engineering practice, to design a recharge basin that is rectangular in shape. Basins having this shape are easier to construct and main- tain. Lately, there has been a tendency to design naturalized basins. These basins have a free form such as natural ponds have. They are landscaped and planted to attract and support wildlife. The proposed basin at the southerly end of the subdivision has been laid-out to maximize lot yield and to take ad- vantage of the slope for its south wall. This dam-like condition should be care- fully checked against the possibility of overflow or blow-out. Renaming of the roads in the subdivision. 2. Elimination of South Spur and replacement with a 20 foot right-of-way to park and playground and to recharge basin. i 3. Relocation of entrance of Stillwater Avenue to the south slightly for required roadside slope. As shown, this intersection would be extremely dangerous because of lack of sight distance. 4. Whit I am saying is that you will be required to build a highway to town specifications for any further development of your property in this area as we told you and I am sure you are aware of the cost of highway construction today.
