'! r..! C'erk '.\., ,: . 6:00 PM A meeting of the Southold Town Conservation Advisory Council was held Wed., August 16,2006 at Down's Farm Preserve. Present Were: Don Wilder, Chairman Jack McGreevy, Member Peter Young, Member James Eckert, Member Dave Bergen, Trustee Lauren Standish, Secretary Absent Were: Tom Schlichter, Member Joyce Grigonis, Member Jacob Smith, Student Member CALL TO ORDER Chairman Don Wilder called the meeting to order at 6:00 PM CHAIRMAN'S ANNOUNCEMENTS REPORTS Member Jack McGreevy attended the recent Stormwater Run-Off Committee meeting and will provide a copy of the priority list to the members of the CAC at the next meeting. As a member of the LWRP Committee, Member Jack McGreevy also reported that a meeting was going to be set up between the Town and the Dept. of State to discuss any conflicts with administering the LWRP. 2 Trustee Dave Bergen reported that the meeting already took place and it was extremely informative, especially with regards to dredging. Dave elaborated on the dredging process with the County. The CAC expressed an interest and would like to present a recommendation to the Town Board and the Trustees the need to dredge certain creeks and the impact not dredging them would have. Trustee Bergen also stated that Jay Schneiderman has proposed legislation to change the dredging criteria reviewed by the dredge screening committee. Chairman Don Wilder reported on the Laurel Lake Committee meeting held on August 1, 2006 and provided a list of items that were discussed, as part of the management plan of the park. APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Peter Young, to Approve the Minutes of July 17, 2006. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Don Wilder, seconded by James Eckert, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL of the Wetland Permit application of PHILIP & JENNIFER STANTON to demolish the existing residence and rebuild a new residence, no closer than the existing setbacks. Located: 522 Town Creek Lane, Southold. SCTM#64-1-14.7 Inspected by: Don Wilder Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by James Eckert, it was RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of KEN CHILDS to remove and replace the existing bulkhead l' higher and with vinyl sheathing. Located: 530 South Oakwood Dr., Laurel. SCTM#145-3-6 Inspected by: James Eckert, Peter Young The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes:AII Motion Carried 3 IRWIN SEIGEL to construct an addition to the existing residence and to repair the existing residence. Located: 17327 Main Rd., East Marion. SCTM#23-1-14.1 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Peter Young, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH CONDITIONS of the Wetland Permit application of MICHAEL & ROBIN DREWS to demolish the existing residence and construct a new residence 71.3' from the existing bulkhead and add 10'X 20' decking landward of bulkhead. Located: 7425 Nassau Point Rd., Cutchogue. SCTM#118-4-2 Inspected by: Jack McGreevy, Don Wilder The CAC recommends Approval of the application with the Condition of a 20' non-turf buffer additional to the existing buffer, the proposed driveway is realigned or keep the existing driveway, and to save the oak trees between the road and the house. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Peter Young, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of RUSSELL McCALL to construct 85 If. of new vinyl seawall 15" in front of existing concrete seawall, and backfill with approx. 31 cy. ofsand. Located: 10140 New Suffolk Ave., Mattituck. SCTM#116-6-3 Inspected by: Jack McGreevy, Don Wilder, Peter Young The CAC recommends Approval of the application with the Condition of a 20' non-turf buffer along the entire length of the concrete wall. The CAC has a concern with the 15" bump-out and questions whether the bulkhead has been replaced in front of the existing in the past. Vote of Council: Ayes: All Motion Carried STEVEN BENFIELD & SHEILA PATEL to renovate and construct additions to the existing residence, construct a new swimming pool, terraces, fence, and accessory building. Located: 19965 Soundview Ave., Southold. SCTM#51-4-5.1 The CAC did not make an inspection, therefore no recommendation was made. 4 Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to recommend to the South old Town Board ofTrustees DISAPPROVAL of the Wetland Permit application and Coastal Erosion Permit application of SUSAN S. RENTCHLER to excavate and re-grade area landward of the crest of the bluff and remove +/-6,000 cy. of sand. Located: Private Rd., Fishers Island. SCTM#8-1-6.6 Inspected by: Jack McGreevy, Peter Young, James Eckert The CAC recommends Disapproval of the application because the project would cause erosion of the bluff, have a negative impact on the wildlife, and is located within the Coastal Erosion Hazard Area. Vote of Council: Ayes: All Motion Carried MARC RUBENSTEIN to construct an addition, deck, and terrace onto an existing single- family dwelling and to construct an addition and porch onto an existing cottage. Located: Madeline Ave., Fishers Island. SCTM#6-7-7 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to TABLE the Wetland Permit application of WILLIAM & ALICE LEHMANN to construct a two-car garage. Located: 725 Rabbit Lane, East Marion. SCTM#31-17-17 Inspected by: Don Wilder The CAC Tables the application until the culvert pipe is completely removed. Vote of Council: Ayes: All Motion Carried Moved by -X\cK McGreevy, seconded by James Eckert, it was RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetland Permit application of NOL, LLC to construct a single-family dwelling. Located: Private Rd., Fishers Island. SCTM#10-5-13.3 Inspected by: Jack McGreevy, Peter Young, James Eckert The CAC recommends Approval of the application with the Condition of a 20' non-turf buffer and the leaching pools are relocated. 5 Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL of the Wetland Permit application of MATTHEW KAR to remove and replace 170' of timber bulkhead with C-Loc vinyl wall. Establish 10' non-turf buffer behind new wall. Raise elevation of new wall 12". Located: 750 Little Peconic Bay Rd., Cutchogue. BORNSCHEIN to construct first floor additions and a second-floor addition to the existing single-family dwelling, and to extend the rear of the existing garage 3'-10" to meet the house. Located: 560 Oak St., Cutchogue. SCTM#136-1-44 WITHDRAWN Moved BY Don Wilder, seconded by James Eckert, it was RESOLVED to TABLE the Wetland Permit application of CAROL WITSCHIEBEN & JANET WITSCHIEBEN LARSEN to construct a two-story addition to the existing one- family dwelling on pilings; construct a one-car garage; enlarge the existing patio by 3' in width; re-build the existing covered porch; install a 14'X 30' gunite swimming pool with cement walkway around pool; repair/rebuild existing driveway with asphalt and stone; convert part of the pre-existing driveway into a cement patio around pool; install new stone circular driveway; re-Iandscape property with trees, grass, shrubs and flowers; replace existing cement walkways removed during demolition work; and replace the existing outdoor shower. Located: 1000 Sound Beach Dr., Mattituck. SCTM#99-1-5 Inspected by: James Eckert The CAC Tables the application because the project was not staked and the project was unclear. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was 6 RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetland Permit application of EUGENE DANERI to demolish the existing dwelling, existing dilapidated accessory wood frame structure and existing shed and construct a new 46'X 55' two-story frame dwelling with 1 O'X 46' porch attached to the southern side, and to install a new sanitary system and detached 24'X 36' garage. Located: 200 Terry Path, Mattituck. SCTM#123-6-14 Inspected by: Jack McGreevy, Don Wilder, James Eckert, Peter Young The CAC recommends Approval of the application with the Condition the bulkhead is replaced, a 10' non-turf buffer is installed landward of the bulkhead, drywells and gutters are installed to contain the roof run-off, and the Holly Tree is re-Iocated. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL of the Wetland Permit application of JOSEPH & CATHERINE GENTILE to construct a second- story addition over existing first-floor of dwelling. Construct two second-story balconies and upgrade the sanitary system. Located: 685 Oakwood Court, Southold. SCTM#90-4-21 Inspected by: Don Wilder Vote of Council: Ayes: All Motion Carried MICHAEL & TERESA SMITH to construct access stairs to the beach. Located: 1405 Terry Lane, Orient. SCTM#14-3-2 The CAC did not make an inspection, therefore no recommendation was made. Moved by Peter McGreevy, seconded by James Eckert, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH CONDITIONS of the Wetland Permit application of GRACE BURR HAWKINS to construct a single-family dwelling, sanitary system, porch, and walk and parking area. Located: Peninsula Rd., Fishers Island. SCTM#1 0-4-1 0 Inspected by: James Eckert, Peter Young, Jack McGreevy, The CAC recommends Approval of the application however urges scrutiny to the location of the sanitary field. Vote of Council: Aves: All Motion Carried 7 Moved by Don Wilder, seconded by James Eckert, it was RESOLVED to recommend to the South old Town Board ofTrustees APPROVAL of the Wetland Permit application of CHARLES & AMY SCHARF to construct additions to the existing single-family dwelling including a new screened porch, new open front porch, and new extension to the existing brick patio. Exterior upgrades including siding replacement and roofing material replacement. Located: 750 Paradise Point Rd., Southold. SCTM#81-3-25.1 &26 Inspected by: Don Wilder The CAC recommends the Landmark Preservation Committee reviews the project. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Peter Young, it was RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH CONDITIONS of the Wetland Permit application of ADRIENNE LANDAU to renovate, partially restructure, and expand the existing one-story, three-bedroom dwelling into proposed two-story, four-bedroom dwelling; replace existing pool patio; relocate and upgrade sanitary system; and install drainage system of drywells. Located: 855 Soundview Ave., Mattituck. SCTM#94-1-7 Inspected by: James Eckert, Peter Young, Jack McGreevy The CAC recommends Approval of the application with the Condition drywells and gutters are installed to contain the roof run-off and there is no change to the natural buffer. Vote of Council: Ayes: All Motion Carried The next meeting of the Conservation Advisory Council has been set for Wed., September 13,2006 at 6:00 PM at Down's Farm Preserve.
