Dear Mr. Kinzler:
On November 18, 1992, Ken Abruzzo met with Melissa Spiro of
this office to review the status of the above mentioned
subdivision. He told Ms. Spiro that he is preparing revised
maps to be submitted to the Suffolk County Health Department.
Two or three lots will be eliminated in order to provide
additional acreage for a water facility for the subdivision.
Mr. Abruzzo asked if the Planning Board would notify
any additional information that must be shown on the map.

1. The topography must be shown at 2' intervals.
2. The bluff line and the Coastal Erosion Hazard Area
must be indicated on the map.
3. Building envelopes must be shown for all sound front
lots.
4. The Planning Board will be proceeding with the SEQRA
review for Section Two upon submission of the revised
maps. However, the Long Environmental Assessment Form
must be revised to reflect the changes that will be
made to the subdivision map.

Dear Ms. Cannazaro:
The Planning Board has reviewed your letter dated May 21,
1990, in regard to dedicating to the Town all roads, drainage
areas and open space for the above mentioned subdivision.
The filed Declaration of Covenants and Restrictions
indicate that a Homeowner's Association is to be formed for the
Open Space areas and the Park and Playground area. The Planning
Board is not in favor of accepting dedication of the above
mentioned areas, and requests that the Homeowner's Association
be established.
Enclosed in a copy of the procedures for road dedication.
Please contact the Town Clerk's office if you have any questions
regarding the process.

SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON MARCH 13, 1990:
RESOLVED that the Town Board of the Town of Southold hereby approves
and adopts the following amendments to Chapter 108, Highway
Specifications, from the Code of the Town of Southold, all in accordance
with the - recommendation of Superintendent of Highways Jacobs: _
I. Chapter A-IDS (Highway Dedication) of the Code of the Town
of Southol~ is hereby amended by adding Article IV as set
forth below:

ARTICLE IV - PROCEDURE FOR FINAL DEDICATION OF ROADS
If dedication of a road is being offered at some point in
time after the performance bond has been released, this
, procedure should be followed:
1. Dedication papers shall be submitted to the Town
Clerk and shall include:
a. A dUly acknowledged dedication and release, together
with the required County Clerk's recording fees, if
any.
b. A survey map of the property which shall show the
actual location of the highway area within the
highway right-of-way and a metes and bounds descrip-
tion of _the right-of-way.
c. An abstract of title certified to the Town Board by
a reputable title company.

Upon reC~Ving all of the aforesaid~dication papers,
the Town Clerk shall refer the papers tc the Town
Attorney for review.
3. When the Town Attorney deems the papers to be in proper
legal form, he shall so notify the Town Clerk, and for-
ward the papers to the Superintendent of Highways.
4. The Superintendent of Highways shall ask the Town
Engineer to conduct an inspection of the road to be
dedicated, the costs of'which are to be assumed by
applicant. The Town Engineer shall submit a written
inspection report. The report shall itemize any work
that remains to be completed in order to bring the
road up to Town Highway Specifications.
5. The Town Engineer's report shall be submitted to the
Highway Superintendent for his review~
6. If further work is needed to bring the road up to
specifications the Highway Superintendent shall so
notify the applicant in writing and copy to the Town
Clerk.
7. After the work is deemed complete by the Highway Super-
intendent, he shall advise in writing the Town Clerk ,
to submit the dedication papers to the Town Board for
accepbance at its next regularly scheduled meeting.

8. The name of such highway may be proposed by the owner
or owners of property dedicating such highway but the
proposed name shall be subject to he approval of the
Town Board and the Planning Board, primarily to avoid
duplication.
9. Before any' highway shall be accepted by the Town of
Southold, as a town highway by dedication, the
as~essed value of the buildings and structures on the
land on both sides of such highway (as shown on the
current tax roll of the Town of Southold) shall have
an assessed value of not less than forty thousand
($40,000) dollars per mile proportioned at that rate
if more or less than a mile.

The Board of Fire Commissioners of the Orient Fire District would like to request
any information your Board mi9ht have re9arding the installation of previously
designated fire wells in the following two sub-divisions within the Orient Fire
District; i.e., Hillcrest Estates and Grandview Estates.. Both have homes that
have been completed and are currently being occupied. Also, there are several
homes presently under construction. To date, this Board is completely unaware
of the status of these fire wells. In order to provide these homes with adequate
fire protection, it is necessary that we be kept current on the status of these
fire wells.
This Board would also appreciate being kept current on all future minor and major
sub-divisions within the Orient Fire District.

The following action was taken by the Southold Town Planning
Board on Monday, January 11, 1988.
RESOLVED that the Southold Town Planning Board recommends that
the Town Board renew the Letter of Credit for Hillcrest Estates, Section
I for a one-year period from January 21, 1988 to January 21, 1989.
It is also stipulated that all of the improvements as noted in the bond
estimate must be completed on or before July 21, 1988 failing which the
Planning Board will recommend to the Town Board that the Letter
of Credit be called.

Dear Mr. Reese:
It has come to our attention that required fire wells have not been
installed to date in the above mentioned subdivisions.
The bond for Grandview includes two fire wells, one shallow and one
deep; and, the bond for Hillcrest, Section I, includes one fire well.
Please note, the Town can not release the letters of credit on these
subdivisions until the fire wells are in and approved by the engineer.
Please call our office if you have any questions regarding this
matter or to arrange for an inspection of any work completed.

Gentlemen:
We hereby establish our Irrevocable Letter of Credit #M-8685 in your favor
and authorize you to draw upon this Bank up to an aggregate amount of
Three Hundred Twenty-Nine Thousand Four Hundred and NO/lOO ($329,400.00)
U.S. Dollars. Said monies to the extent necessary to complete the
improvements hereinafter set forth and referred to herein shall be paid
upon demand by the Town Board to complete road improvements to the
subdivision known as Hillcrest Estates, Section I at Orient, Town of
Southold, New York
Funds under this Letter of Credit are available against the Town's draft
on us presented at our office at 9025 Route #25, Mattituck, New York, no
later than January 21st, 1988. All drafts drawn hereunder must all also
be accompanied by the Town's signed ~tatement certifying that the amount
drawn represents sums due under or in connection with the Performance Bond
of Harold Reese.
This Letter of Credit is not transferrable.

Comments:
Grandview:
No work has been done on this subdivision for a considerable length of
time. The percentages of work completed (82.3%) and work not completed
(17.7%) shown in report of August 20, 1986 can be used. The original
bond estimate of $400,000 was reduced by $75,000 to $325,000 provided
the work was done in one year. This amount was further reduced to
$171,000 as approved by the Southold Town Board as of April 9, 1985.
Remaining work (17.7%) amounts to $52,270. Would recommend 2 x 52,270=
say $104,500 as bond reduction for uncompleted work.
