Also, there are several homes presently under construction. To date, this Board is completely unaware of the status of these fire wells. In order to provide these homes with adequate fire protection, it is necessary that we be kept current on the status of these fire wells. This Board would also appreciate being kept current on all future minor and major sub-divisions within the Orient. Fire District. Thank you for your cooperation in this matter. Davis Date: October 2, 1986 Re: Reduction of bond estimates (letters of credit) for Grandview and Hillcrest Estates - Section I Comments: Grandview: No work has been done on this subdivision for a considerable length of time. The percentages of work completed (82.3%) and work not completed (17.7%) shown in report of August 20, 1986 can be used. The original bond estimate of $400,000 was reduced by $75,000 to $325,000 provided the work was done in one year. This amount was further reduced to $171,000 as approved by the Southold Town Board as of April 9, 1985. Remaining work (17.7%) amounts to $52,270. Would recommend say $104,500 as bond r_,L~.l~u for uncompleted work. Hillcrest Estates - Section I (Bond Estimate $400,000) From field inspection and updated quantities, work completed is now $158,870-(49.1%) and work remaining is $164,690 (50.9%). The bond estimate, now a letter of credit is recorded at $325,000. Work as shown in the bond estimate has been completed with exception of the following: I. Asphalt too course on all roads. Asphalt pavement was not estimated for this project. It was based on the Tow'll standard 36 ft. width pulvermix road. Asphalt paving was not considered in 1981 when the bond estimate was done. The standard road is shD',m at $ III ,000. The road as constructed is 28 ft. in width with an asphalt top and binder course on a pulvermix base. This was to allow the developer to maintain road requirements to the minimum to allow construction of the subdivision without having to re-do the road after every house was built. These roads were to be kept up to the point where emergency vehicles could safely pass. If ever, in my or a building inspector's opinion, these roads were below these simple requirements, then a stop-work order would be issued or the Planning Board would be notified and a field in- spection by the Board would make a judgment. Both these steps were used with 1) Grand View and 2) Highpoint, Section One. This procedure now, for one reason or another, does not seem to be workable. There are a number of contractors that have been stopped in Grand View since February 16th. I feel that because of conditions this was justified. But the way Highpoint Sect. One was handled and with the Town now being vulnerable to possible court action, I have no choice but to ask for written guidelines immediately or I will have to revert to a full 280a law require- ment before any construction. The Highpoint incident was on April 19th. Both of these sub-divisions were addressed by the Town Board of May 8th. cc: Town Board members
