The Board of rire Commissioners of the Orient Fire District would like to request
any information your Board might have regarding the installation of previously
designated fire wells in the following two sub-divisions within the Orient Fire
District; ioe., Hillcrest Estates and Grandview Estateso Both have homes that
have been completed and are currently being occupied. Also, there are several
homes presently under construction. To date, this Board is completely unaware
of the status of these fire wells. In order to provide these homes with adequate
fire protection, it is necessary that we be kept current on the status of these
fire wells.
This Board would also appreciate being kept current on all future minor and major
sub-divisions within the Orient. Fire District.

Dear Mr. Reese:
It has come to our attention that required fire wells have not been
installed to date in the above mentioned subdivisions.
The bond for Grandview includes two fire wells, one shallow and one
deep; and, the bond for Hillcrest, Section I, includes one fire well.
Please note, the Town can not release the letters of credit on these
subdivisions until the fire wells are in and approved by the engineer.
Please call our office if you have any questions regarding this
matter or to arrange for an inspection of any work completed.

Gentlemen:
We hereby establish our Irrevocable Letter of Credit #M-8686 in your favor
and authorize you to draw upon this Bank up to an aggregate amount of One
Hundred Four Thousand Five Hundred and NO/lOO ($104,500.00) u.s. Dollars.
Said monies to the extent necessary to complete the improvements
hereinafter set forth and referred to herein shall be paid upon demand by
the Town Board to complete road improvements to the subdivision known as
Grandview Estates, Town of Southold, Orient, New York.
Funds under this Letter of Credit are available against the Town's draft on
us presented at our office at 9025 Route 1125, Mattituck, New York, no later
than January 21st, 1988. All drafts drawn hereunder must all also be
accompanied by the Town's signed statement certifying that the amount drawn
represents sums due under or in connection with the Performance 80nd of
Ronald Reese, Christine Reese and Harold Reese, Jr.
This Letter of Credit is not transferrable.
This credit is subject to Uniform Customs and Practices for Documentary
CreM ts (1984 Revision 1 International Chamber of Commerce Publication 11400
except as expressly provided herein.

Dear Mrs. Terry:
The following action was taken by the Southold Town Planning
Board, Monday, October 20, 1986.
RESOLVED that the Southold Town Planning Board accept
Inspector John W. Davis' report No. 540 with regard to the
work completed for the subdivision of Grandview Estates located
at Orient and recommend that the letter of credit be reduced
to $104,500 for the remaining work.

and Hillcrest Estates - Section I
Comments:
Grandview:
No work has been done on this subdivision for a considerable length of
time. The percentages of work completed (82.3%) and work not completed
(17.7%) shown in report of August 20, 1986 can be used. The original
bond estimate of $400,000 was reduced by $75,000 to $325,000 provided
the work was done in one year. This amount was further reduced to
$171,000 as approved by the Southold Town Board as of April 9, 1985.
Remaining work (17.7%) amounts to $52,270. Would recommend
say $104,500 as bond r_,L~.l~u for uncompleted work.
Hillcrest Estates - Section I (Bond Estimate $400,000)
From field inspection and updated quantities, work completed is now
$158,870-(49.1%) and work remaining is $164,690 (50.9%). See bond
estimate sheet attached.
Would recommend 2 x 164,690= say $329,400 as bond - ~ "^R amount for
remaining work.

Reduction of letter of credit

The bond estimate dated November 8, 1981 was submitted for $400,000.
$75,000 of this amount (increase costs over a 3 year period) was deleted
provided the work was done in one year. The bond estimate, now a letter of
credit is recorded at $325,000.
Work as shown in the bond estimate has been completed with exception of the
following:
I. Asphalt too course on all roads.
Asphalt pavement was not estimated for this project. It was based on
the Tow'll standard 36 ft. width pulvermix road. Asphalt paving was
not considered in 1981 when the bond estimate was done. The standard
road is shD',m at $ III ,000. The road as constructed is 28 ft. in width
with an asphalt top and binder course on a pulvermix base. The top
course for the length of 3700 ft. as shown and 28 ft. wide, would be
11,510 S.Y.~12=959 tons.
959 tons at $35/ton amounts to say..................... ....$ 33,500
2. Integral curbs - Not used with asphalt pavement.
3. Recharge basin excavation - 407. to be done.................$ 6,000

Sub-division Road Requirements
As you are all very well aware, last year the Planning Board
and myself, as head of the Building Department, agreed to a course
of action that seemed logical in handling road conditions within
approved major subdivisions which are bonded. This was to allow
the developer to maintain road requirements to the minimum to
allow construction of the subdivision without having to re-do the
road after every house was built. These roads were to be kept
up to the point where emergency vehicles could safely pass. If
ever, in my or a building inspector's opinion, these roads were
below these simple requirements, then a stop-work order would be
issued or the Planning Board would be notified and a field in-
spection by the Board would make a judgment. Both these steps
were used with 1) Grand View and 2) Highpoint, Section One.
This procedure now, for one reason or another, does not seem to
be workable.
There are a number of contractors that have been stopped
in Grand View since February 16th. I feel that because of
conditions this was justified. But the way Highpoint Sect. One
was handled and with the Town now being vulnerable to possible
court action, I have no choice but to ask for written guidelines
immediately or I will have to revert to a full 280a law require-
ment before any construction. The Highpoint incident was on
April 19th. Both of these sub-divisions were addressed by the
Town Board of May 8th.
