SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON MAY 9, 1989:
RESOLVED that the Town Board of the Town of Southold hereby determines
that the amount of $17,290.00 shall be deposited with the Town in lieu of
land for park and playground purposes with respect to the subdivision of
Elijah's Lane Estates, Section 2, located at Mattituck, New York, of which
sum $100.00, being the appraisal cost, shall be deducted and payable to the
General Fund, and the balance deposited in the Park and Playground Trust
Account.

Lewis L. Edson being duly sworn, deposes and say:
over 21 years of age and reside at Southold, Town of Southold,
Suffolk County, New York. I am a duly licensed real estate
and sole owner of First Towne Realty of Southold and Cutchogue,
New York.
I have acted in some sales and purchases in the
Town of Southold. I have also bought and sold real property
for my own account at Southold and elsewhere in the Town
of Southold. I am well acquainted with real estate values
in the Town of Southold.

On or about January 4, 1989 the Town of Southold requested
First Towne Realty to make an appraisal of 18.2 acres of vacant
property in the Town of Southold, Village of Mattituck, State of
New York. While I was generally familiar with the property, I have
since carefully inspected all of the property for the purpose of
appraising it.
The parcel contains approximately 18.2 acres and is located
off Elijah's Lane, Mattituck, Town of Southold, County of Suffolk,
State of New York, and is bounded on the East by Elijah's Lane Estates
Section 1, on the South by Elijah's Lane Estates Section 2, on the
West by Grabowski and on the North by Long Island Rail Road. Subject
Property is a flat piece boarded by the Long Island Rail Road and
other vacant farm land to the West and built up residential property
to the East. The property is farm land that has not been farmed for
some three to four years. It is an easy property to develop as it
is flat as a "pancake".
The subject parcel is a portion of a larger parcel of 38.5 acres.
The below assessment and taxes reflect the larger parcel. The Southold
Town assessors will prorate the assessment and taxes.
The 1988 - 1989 Southold Town Assessment for the entire
parcel is:

In my opinion a fair market value for the 18.2 acre parcel on
May 3, 1989 is $19,000 per acre or $345,800.

I am a licensed Real Estate Broker with an office at Main Road,
Southold, Suffolk County, New York.
I have acted in many sales and purchases in the Town of Southold.
I have also bought and sold real property for my own account at Southold
and elsewhere in the Town of Southold. I am well acquainted with real
estate values in Southold.
Prior to opening First Towne Realty in June, 1976, I was with McDonald's
Corporation as Director in Charge of new site development. During my
nine year tenure, I either purchased or approved the purchase of over
300 locations in the Northeastern section of the United States and Canada.
I have done many appraisals in the Town of Southold for individuals,
attorneys, and I am an authorized appraiser for the North Fork Bank &
Trust Company for commercial properties.
I am a member of the Eastern Suffolk Board of Realtors.
I have also qualified as an expert witness pertaining to real estate
matters, before the Supreme Court of New York and the United States Federal
Tax Court.

LIMITING CONDITIONS
This appraisal is subject to the following limiting conditions.
The legal description furnished is assumed to be correct.
I assume no responsibility for matters legal in character, nor do
I render any opinion as to title, which is assumed to be marketable.
All existing liens and encumbrances have been disregarded and the property
is appraised as though free and clear under responsible ownership and
competent management.
I have made no survey of the property and assume no responsibility
in connection with such matters.
Unless otherwise noted herein, it is assumed that there are no encroachments,
zoning violations or restrictions existing in the Subject Property.
Information, estimated and opinions contained in this report are
obtained from sources considered reliable, however, no liability for
them can be assumed by the appraiser.
Possession of this report, or a copy thereof, does not carry with
it the right of publication, nor may it be used for any purpose by any
but the applicant without the previous written consent of the appraiser
or the applicant, and in any event only with proper qualification.

Dear Lew:
The Southold Town Board, at their regular meeting held on December
27, 1988, adopted a resolution engaging your services for the purpose of
conducting an appraisal for the subdivision of "Elijah's Lane Estates, Section
2", located at Mattituck, New York, so the Town Board may determine the
amount of money to be deposited with the Town in lieu of land for park and
playground purposes, all in accordance with Section A 106-38 E (3) of the Code
of the Town of Southold. The subdivision map is enclosed herewith.
The Town Board will determine the amount to be deposited based on the
following formula: not less than three thousand dollars ($3,000.) per gross
acre of land that would otherwise be required for recreation purposes, or five
(5%) percent of the fair market value of the total acreage proposed for sub-
division as determined by an independent appraiser retained by the Town.
When you have completed your appraisal, please file same with this office.

by Elijah's Lane Estates Section 3. Subject Property is a flat piece
of farm land that has not been cultivated in three or four years.
The subject parcel is boarded to the West and South by other
uncultivated farm land and built up residential to the East. The
property will make a nice subdivision.

THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED BY THE
SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON DECEMBER 27, 1988:
RESOLVED that the Town Board of the Town of Southold hereby engages
the services of Lewis Edson for the purpose of conducting an appraisal of
the major subdivision of Elijah's Lane Estates, Section 3, located at Mattituck,
so the Town Board may determine the amount of money to be deposited with
the Town in lieu of land for park and playground purposes, all in accordance
with Section A 106-38E (3) of the Code of the Town of Southold, Subdivision of
Land.

Planning Board on Monday, September 12, 1988.
RESOLVED that the Southold Town Planning Board refer
Elijah's Lane, Section Two and Three to the Town Board for a
