The original proposal was for a major subdivision. However, during the review process, the proposal was changed to a minor subdivision of three residential lots and one limited business lot. The Planning Board does not require Park and Playground fees for minor subdivisions. Consequently, a fee was not required. Please let me know if you require any additional information. The Board deleted the 2.0 acres of business property from their computations, and set $8,750.00 to be deposited, based upon the 5.6 acres of residential property at 5% of the appraised value of $175,000. We understand that an appraisal was made of the entire parcel and that the fair market value of the total acreage was determined to be $360,000.00. This parcel, however, contains 1.818 acres of business-zoned property for which a park and playgrou~d deposit would be inappropriate and the value of which should not be considered in ~etermining the amount of this deposit. We secured the professional opinion of Lewis L. Edson, licensed real estate broker and appraiser, and. he advised that business property, generally, has twice the value of residential property. Based upon this information we have recalculated the $360,000 appraisal as follows: 1) 5.774 acres residential property @ $38,250 per acre 2) 1.818 acres business property @ $76,500 per acre Total appraised value $ 220,860.00 139,140.00 $ 360,000.00 If you agree with these figures, the park and playground deposit would be $11,043.00 (5% of $220,860.00). The Board feels that commercially-zoned property should not be included in the appraisal. It is considered to be a very good comparison to the subject property. . This comparable would have to be adjusted for the time of sale and the size of the property. 11 . . Located very near to the subject property. Zoned for Residential Use. This comparison would have to be adjusted for the amount of acreage and the date of the sale. . II . . Comparable Correlation . Comparables were difficult to locate due to the lack of similar sales in the past year. Due to the unique character of the subject property appraised, the value will be broken down according to the Zoning. Example: Residential "A" - 5.6 Acres. Business "B" - 2.0 Acres Comparables were chosen to reflect comparisons to each Zoning. . The comparables for Residential "A" acreage range, after adjustments for size, shape, date of sale, etc. as follows: From $165,000. to $175,000. It is in this appraiser's opinion that $175,000. best reflects the six acres of the subject's residential property. The comparables for Business "B" acres range, after adjustments for size, shape, date of sale, etc. as follows: From $175,000. to $185,000.
