SCTM # 1000-046-1-2.1 DATE: November 25, 1991 557'east of 9th Henry Raynor has been retained by Nicholas Aliano to explore development options for this site. At this Board's suggestion, Mr. Raynor has met with Jim McMahon, Southold Town's Community Development Director, and Bessie Swann, Executive Director of the North Fork Housing Alliance to discuss affordable housing needs with the Town. According to Mr. Raynor, Mrs. Swann is recommending the construction of one and two bedroom rental apartments. There is a documented need for this type of housing. And, there are state and federal funds available for this type of affordable housing in the form of low interest loans and grants. Mr. Aliano has expressed an interest in constructing an apartment complex, with a live-in manager on the premises. The property encompases 3.7 acres. Allowable density in the Hamlet Density district is four units per acre with public water and sewage. Mr. Aliano is requesting a density increase to ten per acre in order to make project financially feasible. Since 1984, Mr. Aliano has been attempting to obtain a yield of forty units on the site. However, the initial project was for a motel, not an apartment complex. The Hamlet Density zone does not permit a motel use. Rental rates between three and four hundred a month. Live-in manager, preferably in separate building or house. 320 Love Lane Mattituck, NY 11952 October 11, 1991 Bennett Orlowski, Jr., Chairman Southold Town Planning Board Main Road Southold, NY 11971 RE: Nicholas Aliano property at Main Road, Greenport Dear Mr. Orlowski: Pursuant to a conversation earlier this week with Valerie Scopaz, Town Planner, we have discussed the following; At a meeting with Miss Scopaz on September 9, I requested the Planning Board review the zoning on this four acre parcel. As you are well aware, this parcel is situated between a lumber yard to the west, a high density residential apartment community, Driftwood Cove to the east, a 7-11 store to the north and the Long Island Railroad to the south. We asked the Board to review the zoning as this parcel had been singled out for a zone change from business to hamlet density. In no way do we feel this is a compatible use or one that belongs in this neighborhood. As a result of this meeting, it is my understanding that the Planning Board has reviewed this and is not unfavorable of endorsing a change of zone recommendation. I have discussed with Miss Scopaz the additional reason for again requesting the Board to review this. As a result of our most recent conversation, it is my understanding that the Planning Board would support a high density residential use - one that would be geared towards the town's affordable program. We would seriously consider this proposal, however, the Village of Greenport has emphatically told us there will be no extension of the sewer system in the near, i.e. five to ten years, future for any hookups. On the basis of this, it would be impossible to pursue a high density residential project as per the proposed use discussed by your Board. We would again request a review in light of this information with regard to a change of zone application on this matter. Our file reflects correspondence of June 14, 1984 from Mr. Hindermann to your office indicating that the 40 units will meet the density requirement of Article XI, Section lO0-117, and that a site plan showing proposed dimensions would be submitted by Mr. Aliano when he has established building height, etc. (as amended June 14, 1984). Gentlemen: This is to correct an error made in review of site plan for the above on March 22, 1984. The density of 18 units was calculated based on the criteria of 9000 sq. ft. of land per unit. This unit den- sity applies to multiple residence, Art. XI Sec. 100-116 and not to a motel. Mr. Aliano has submitted to our office copies of letters from the Village of Greenport, dated Feb. 1, 1984, stating that he has contracted with the Village for public sewage and water supply for a 40 unit motel. In view of this, under Sec. 100-117 of Art. XI a 40 unit motel would meet the density requirement. The building separation shall be twice the height of buildings. Site plan states only that buildings are two stories, the actual dimensions are not given. Mr. Aliano was made aware of this and stated he would amend site plan spacing the buildings to conform to this requirement when he has established the building height. (2) 9/12/83 Mr. Garrett Strang met with the Board for a presubmission confer- ence to discuss amendments to the site "North Fork Bank at Cutchogue. Mr. Strang explained that the present layout is presenting problems with the traffic flow of Cutchogue Fire Department during emergencies. The Board suggested the egress from the bank should be placed as far south as possible for stacking space to the traffic light. The Board also requested that the teller's island be relocated and planting to be placed to direct traffic in a circular flow around the teller's stalls. The Board questioned the necessity of three stalls; Mr. Strang stated the bank anticipated increased customers due to the re- cently approved "M" Zone in Cutchogue. Mr. Strang stated a curbing was proposed to separate the bank property from the fire department's property. Mr. Strang will submit revised maps. /_M * * * * * * * * * * - - r. Mr. Raynor stated if Village sewer and / water is to be supplied 24 or 25 units would be permitted. Mr. Aliano was advised to contact the Village Planning Board with regard to ~ ~and sewer. This plan will be held in abeyance. Cranberry Acres - This item was removed from the agenda at Mr. William Smith's request. Mr. Smith attended and advised the Board that a copy of title had been submitted to the secretary, along with a letter from Henry Moisa, regarding the area on the map "dock area". Mr. Smith stated he would forward maps and Mr. Roderick Van Tuyl's computa- tions for clustering this area. Cutchogue Library - The Board reviewed and discussed correspondence from the Building Inspector's Office regarding clarification of the certification dated July 25, 1983. It was the concensus of the Board that this site plan be held in abeyance until the approvals necessary for the plan are granted by the Zoning Board of Appeals. It was also noted the proposed plan encompasses property not pres- ently acquired by the Cutchogue Library, and Gary Flanner Olsen, Esq. had contacted the office regarding the filing of an application for a set-off in the near future. Just to claify our discussion on Nicholas Aliano's property in Greenport, it is now our understanding that the density permitted, which we discussed at a Prior meeting with your board, it is the current feelinq of th~oard that the intensity is not justified. With respect to the current thinkinc of the board that this is an over-intensification, we respectfully revert to our original proposal of a motel use on the property and would request the board to forward to us the current criteria necessary to activate this site plan. I have also informed Mr. Aliano that we will proceed with revising the major subdivision at Peconic, addressing building lines of not less that 160' south of Route 48.
