Particular attention is called to the necessity of thoroughly compacting the back fill, which will be required by the Commissioner of Public Works. j The Commissioner of Public Works shall be given one week's notice by said applicant of the date when it in- tends to begin the work authorized by this permit, and prompt notice of its completion. The said applicant hereby agrees to hold the State, County and Town harmless on account of damages of any kind which may arise during the progress of the work authorized by this permit or by reason thereof. j Applicant certifies all persons concerned with actual work under this permit are duly covered by Workmen's Com- pensation Insurance and the State, County and Town shall be held harmless on account thereof. During the past four years there have been no motor vehicle accidents at that location attributable to traffic in connection with the restaurant or the motel . I share your concern over the potential for problems regarding increased traffic at the location with additional parking across the North Road from the restaurant. The problems with the entrance and exiting of vehicles would be reduced with a clearly defined entrance and exit with interior curbing to deny access to the road- way except at properly designed exits. Consideration should be given to the separ- ation of entrance and exit driveway ramps. I feel that the most serious potential for tragedy lies in the pedestrian crossing to and from the parking field. We are fortunate in that sight distance at that location is quite good. However the roadway favors speed at or about the legal limit of 55 mph. and this would present problems to older or infirm persons who could not cross the street quickly. The county could provide a marked cross- walk at that location and fencing around the parking area could direct pedestrians into the crosswalk. Proper street lighting at the crosswalk should be provided in order to ensure adequate light under dusk and night conditions . I cannot think of any other practical solution which would not be extremely costly. The cars parking on the north side parking area (against the building) do not appear to have been presenting a problem since there is adequate backing up distance before reaching the roadway and normal caution should prevent accidents. The only land for the additional parking is on the opposite side of C .R.27, which is residentialy zoned. I am enclosing a copy of the plot plan submitted with the permit application, on which I have marked in red ink some of the existing and proposed items. The plan speaks for itself as to the problems with the existing parking and setbacks on the North side of C .R.27 I have has some preliminary corrospondence with Mr. Edw. Brown, and Nr Eisenschmeid, and a phone call to somone in the traffic department about this matter, It has been suggested that I write you directly about it. Our Planning Board And Board of Appeals, and I feel this is a very bad traffic hazard area and want to get your thoughts and suggestions to see if we can improve the situation while we have a chance at it. Our Appeals Board is writing to Police Chief Cataldo for accident and traffic reports for the area and his suggestions if any. I have suggested the possibility of prohibiting all parking on the north side of the road, and have all narking on the south side with a pedestrian tunnel under the road OR a pedestrian foot bridge over the road. You will note on the plan many of the present parking spaces are partialy in the road bed of C.R.27, and they are not the 350 Sq Ft area which we require per car under our ordinance . There is a new sewerage dis- osal elan being developed for the restaurant which will have t ) be installed on the south side of the road and will require a permit from County Highway Dent. (S.C.Dept Public Works) to run a line under the road. A permit will be required from D .E.C. as _part of the building will be su;-ported by piling ( see nlan) , over the sea wall. The Appeals Board has approved some parking on the SIS of C-R-27 for Soundview, however I estimate capacity of the addition for public assembly at 185 peo-ple . At i space for 5 seats it will require 37 spaces iw 350 Sq Ft each or 12,950 add-itional Sq Ft of off street Parking. Additional toilets are provided, and exit requirements for public places are met.
