Box 23 Mattituck, NY 11952 Re: Proposed lot line change for Edward and Virginia Thorp SCTM# 1000-37-6-2.1 & 3.1 Dear Ms. Moore: The following took place at the April 10, 1995 Planning Board public meeting: The final public hearing for the lot line change for Edward and Virginia Thorp was closed. WHEREAS, Edward and Virginia Thorp are the owners of the property known and designated as SCTM# 1000-37-6-2.1 & 3.1 located on Oak Court in East Marion; and WHEREAS, this lot line change, to be known as lot line change for Edward and Virginia Thorp is for a lot line change to subtract 2,625 square feet from a 16,920 square foot parcel and add it to a 9,380 square foot acre parcel; and WHEREAS, the Southold Town Planning Board, pursuant to the State Environmental Quality Review Act, (Article 8), Part 617, declared itself lead agency and issued a Negative Declaration on December 12, 1994; and WHEREAS, a variance was granted by the Zoning Board of Appeals on March 1, 1995;and . . SEaR 617.21 Appendix A State Environmental auallty Review FULL ENVIRONMENTAL ASSESSMENT FORM Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may be technically e.xpert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3: Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. . Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important. Page 2 SEQRA Negative Declaration - Edward and Virginia Thorp December 12, 1994 Reasons Supporting This Detennination: This project involves a lot line change that will result in a non-conforming lot becoming larger; thus the change will not be a more intensive use of the land. The applicant will have to comply with the requirements of the Suffolk County Sanitary Code (SCSC) and all relevant standards of water supply and sewage disposal systems. Design and flow specification, subsurface soil conditions and site plan details will have to be approved by the Suffolk County Department of Health Services (SCDHS). This impact is not considered significant due to the anticipated project compliance with established requirements of the SCSC and the SCDHS and the required relevant permits. An Environmental Assessment Form has been submitted and reviewed, and it was determined that no significant adverse effects to the environment were likely to occur should the project be implemented as planned.
