In answer to your most recent question, this road was_proposed for improve- ment or widening in order,~.to provide an adequate and safe width of pavement for present day traffic. Although we have not yet done any survey work along the existing route, it was our intention to follow the present course of the existing road. No precise determination can be made until we perform the survey. Due to this fact, we advise you to keep in touch with us periodically. On June 14, 1979, the Fanny Behlen Health Center received approval from the Director of the Office of Health Systems Management to establish and operate an independent, out-of-hos~al and treatment center. The Fanny Behlen application and proposal was :r~l~-~ Health Systems Agency, the State Hospital Review and Planning Council, and the Public Health Council prior to receiving approval by the Office of Health Systems Management's Director. Because of outstanding issues related to facility financing and architectural plans, final approv~l.~ to begin o ' n ~ ~n until the facirTt'y sponsors have submitted evidence which these issues to the satisfaction of this agency. With re~ard to site selection for the fa~ilit_y_, it is the responsibility of lo~a1_ authorities-in S~ff~lk Coun~ ~6--~etermine an~nforce zoning laws. '- Our State Hospital code requires that licensed medical facillties meet all local laws and ordinances. I have not previously been informed about any potentgal zoning problem. This health cen- ter is not to be operated by the county, although the con,unity group proposing to operate the facility would receive soma county assistance, including an ar- rangement by which the county would purchase the site proposed by the Fanny Behlen Health Center Board. This ]and would be transferred to the community group for the purpose of operating a health center. I am bringing your concerns to the attention of the County's Depart]nent of Real Estate, as that department is involved with the purchase of the proposed health center site. I agree that health f~,cilit~es should be snbject to local zoning as set out by the local planning board. I do not know what impact a change in location ¥:ould have on the plans of the ?anl~y Behlen l{e~ith Center Board. I aa~ sure that this will be discussed at the public hearing which you me~tioned. B.) $3.40 per foot from water meter to building. C.) Rates - $19.00 per quarter - minimum charge. Sewer Service line . should be 5" to service your facility. The 8" gravity sewer is on the south side of the highway. This work is usually done by private contractor and inspected by the Sewer Department.
