This is in response to your memorandum of November 26, 1993.
I have again reviewed Mr. Harrigan's letters of November 12, 1993 and
November 23, 1993, the bid specifications and the bids received by the Town
and, for the following reasons, find no reason to change my recommendation
that Greenblatt's bid be accepted.
First and foremost, Greenblatt's bid was the lowest ($535.70 as opposed
to $535.85). As you are aware and as I understand it, the Town is required
by law to accept the lowest responsible bid.
Second, regarding Mr. Harrigan's complaint about the raincoat and cap,
the bid specifications clearly state that "a substitute for the product
specified will be considered when the terms 'or equal' are used". It is my
judgment that the Fechheimer coat submitted by Greenblatt is acceptable as an
alternative to the Blauer coat proposed by Mr. Harrigan.

Dear Mrs. Terry:
Pursuant to my visit to Town Hall and subsequent conversations
with you. this letter is written to reaffirm my assessment that
Standard Law has provided the only compliant bid for Police
Uniforms. I have inspected all articles submitted by Charles
Greenblatt, Inc. and I have enclosed documentation of their
failure to meet specification requirements. It is my intention
to supply the Town of Southold Police Department with the best
quality garments and service possible. Additionally. as a
homeowner in Southold Town, our level of service is now
more reactive.
Standard Law is the current contractor for the supply of
uniforms to the Southold Town Police Department. Upon receipt
of award, I was informed by Mr. Charters that specific brand
names would only be accepted, without exception. Written
orders that we subsequently received, cited his mandate of
certain brand names only. Copies are available for your
inspection. On occasion, and in the interest of expediency, we
submitted in satisfaction of orders, certain product which met
the specification in all respects. These articles were found to
be unacceptable to Mr. Charters and summarily dismissed.
Replacements were re-issued cheerfully on our behalf and
without comment to the obvious intent. If another vendor is now
permitted to substitute brand names and we were not, I would
question if this decision is arbitrary and capricious.
Your attention is directed to the submission of bid samples by
Charles Greenblatt, Inc. Item 7 -' Raincoat and cap cover'
required, by the detailed specifications, a . Blauer (Mfg)
full-length reversible orange/black raincoat - Model 733. with
matching cap cover. It is no secret to this industry that
Blauer Mfg. Co. Inc. is the premium manufacturer of outerwear.
particularly rainwear. Our sample is Blauer as required. This
season alone I have supplies in excess of $100,000.00 of
orange/black Blauer raincoats to the Suffolk County Police

Department. A quick poll of any other Village/Town police
agency in your area or anywhere would further attest to near
exclusive selection of the Blauer product. It is not a function
of liking the name "Blauer". it is a result of Blauer being the
best product to service the needs of law enforcement. To
facilitate your assessment. I have enclosed a technical
comparison of the required Blauer raincoat vs. the alternate
offering of Charles Greenblatt Inc.; Pro-Tuff. Pro-Tuff
departs from the integrity of the specified Blauer garment in
dozens of features. This analysis is quite evident and
supports Mr. Charters choice of Blauer only.
The specification of Item 1, Spring/Fall jacket has failed to
provide the most essential ingredient, the "fabric" of the
garment. It discusses "acrylic back coated shell material",
fully lined, etc., but in no area does it discuss the quality,
grade or type fabric of the outershell. Therefore. in
compliance of your detailed specification, I have submitted two
Blauer jackets which I have priced below distributor cost in
order to enhance the value of our compliant package. They are
substantially more costly that the $28.95 jacket offered by the
other bidder. In fact there normal selling price is upward to
$100.00 depending on the respective model. The difference in
quality and utility is night and day.
Noticeably, Standard Law is less costly for 10 items of the 15
items in question for this bid. Although the total of both
companies is only 15 cents difference in the aggregate, I
reassert that it is irrelevant as my bid is the only compliant
response.
! respectfully request your objective review of this
correspondence. I would be pleased to meet with you. Mr.
Charters or anyone that you feel would fairly assess our
position. I am not interested in one persons' opinion of
personality compliance, I am interested in the best service and
quality that I can provide to the rest of the police
department.

COMPARISON OF rACK TRAILS PRO-TUFF
vs.
BLAUER 1733 REVERSIBLE
FABRIC COATING:
The coating used is poly-urethane. about 1 ounce (per square yard) in
weight. The spec coat has nearly 2 ounces 01 poly-uret1ane coating.
and results in 501 higher coating costs. Th@ #733 uses pigmented
coating rather than a clear coating, which prevents the orange fro~
showing-through the black.
COLLAR:
The Pack Trails coat is made without a collar stand. A collar stand
is essential for proper fit around the n@ck. and without it enough
water is sure to enter the neck area to create discomfort. The neck
will leak along the seam as well, because the seam is not sealed. The
collar does not have the specified interlining. Instead of Osnaburg
which is specified, they have used less expensive Pellon. Interlining
adds strength, stability and a crisp appearance to the garment. Also,
there i5 no button or buttonhole at the collar points for closing t~
collar around the neck.
FRONTS:

The fronts have no interlining, therefore the snaps hav~ no added
support and will pull loose. In addition, the coat has poor shape
retention and appearance.
POCKET IIELTS:

The pocket welts are not formed properly. There is no ~dge stitchin9
and the ends are not box tacked. Therefore the pock@ts are held
together by only the pocket bags. Their method saves in labor, bu
one good pull on the pocket or pocket bag and the whole pOCket wil I
rip out. If a belt or weapon snags on the pocket it will rip out.
The construction 01 the pockets and welts is inconsistent with qualJty
manufacturing and do meet spec.
SLEEVES:
The sleeves are on piece raglan type. The requirement fs 2 piece
raglan. A one piece sleeve is inexpensive to make, and does-not
follow the natural forward contour of the arm. It is a poor design
that lads shape, fits poorly, anc! is significantly less comfortable_
STORH HAP:

The stor'm flap has no interlining. The specification c~lls for
interlining to prevent the snaps from pulling out. Tht storm flap is
not properly edge stitched. and they have not been wate"proofed. This
area will, obviously, leak when wet. The storm flap measures only 3
1/2 inches wide, rather than 5 inches as speCified. Th! narrow flap
costs less to make, and will allow wind and rain to blo~ through the
coat.

Badge eyelets are aluminum and not brass. as specified. They are
expenSive and will corrode. Aluminum Is Cheaper than brass.

The coat hem measures only 1/2 inch, rather than 1 1/4 inches, as
speciflld. This light hem saves material. and allows the bottom of
the coat to blow in the wind. The orange side of the coat is too long
in places and "peaks" when the black side is worn. To prevent the
entire orange side of the coat from showing, there is an extra stitch
at the side seams. The proper way to prevent the orange side frOm
showing is to make it slightly shorter, as in the spec coat. This i.
also a more costly method.
SIDE SEIl,MS;
The side seams and sleeve seams are not aligned and the sleeves fit
poorly. To compensate, there is an extra stitch at each side seam
hem. This causes bunching on the black side of the coat creating a
very poor appearance.
SEAM SE~G;
Only one coat of seam sealant has been used to waterprcof the seams,
rather than the three coats of se,tlant or seam tape, as specified.
Although we are sending the coat to be tested for waterproofness, ,~,
impression is that every seam will fail the U. S. Government standard
for waterproofingr.
SIZING:
Pack Trails siZing is small, medium, large, and Xlarge. The
specification calls for chest sizes.

DIMENSIONS:
The Pack Trails coat is cut too small, and does not meet the specif' .
dimensions. The coat is, in our opinion, cut too small to provid'
proper comfort, or mobility when working or running. ~gain, there is
a definite savings of materials and labor. Pack Trails size small vs.

SU MMAR Y ::
The stitching and workmanship is very poor. There are ~umerous areas
where the operator has run off the hem. there is also bad pleating
and uneven stitching. The pocket and welt construction is shoddy and
unprofessional. and it will not stand up to long-term w~ar. We
estimate that there is a savings of more than $10.00 in the cost of
materials and labor, compared to the specification coat. In closinr

Re: Southold Town Bid - Police Uniforms
Dear Mrs. Terry:
Pursuant to my visit to Town Hall and subsequent conversations
with you, this letter is written to reaffirm my assessment that
Standard Law has provided the only compliant bid for Police
Uniforms. I have inspected all articles submitted by Charles
Greenblatt. Inc. and I have enclosed documentation of their
failure to meet specification requirements. It is my intention
to supply the Town of Southold Police Department with the best
quality garments and service possible. Additionally, as a
homeowner in Southold Town, our level of service is now
more reactive.
Standard Law is the current contractor for the supply of
uniforms to the Southold Town Police Department. Upon receipt
of award, I was informed by Mr. Charters that specific brand
names would only be accepted, without exception. Written
orders that we subsequently received, cited his mandate of
certain brand names only. Copies are available for your
inspection. On occasion, and in the interest of expediency, we
submitted in satisfaction of orders, certain product which met
the specification in all respects. These articles were found to
be unacceptable to Mr. Charters and summarily dismissed.
Replacements were re-issued cheerfully on our behalf and
without comment to the obvious intent. If another vendor is now
permitted to substitute brand names and we were not. I would
question if this decision is arbitrary and capricious.
Your attention is directed to the submission of bid samples by
Charles Greenblatt. Inc. Item 7 -" Raincoat and cap cover"
required, by the detailed specifications, a "Blauer eMfg)
full-length reversible orange/black raincoat - Model 733. with
matching cap cover. It is no secret to this industry that
Blauer Mfg. Co. Inc. is the premium manufacturer of outerwear,
particularly rainwear. Our sample is Blauer as required. This
season alone I have supplies in excess of $100,000.00 of
orange/black Blauer raincoats to the Suffolk County Police

Department. A quick poll of any other Village/Town police
agency in your area or anywhere would further attest to near
exclusive selection of the Blauer product. It is not a function
of liking the name "Blauer". it is a result of Blauer being the
best product to service the needs of law enforcement. To
facilitate your assessment, I have enclosed a technical
comparison of the required Blauer raincoat vs. the alternate
offering of Charles Greenblatt Inc.; Pro-Tuff. Pro-Tuff
departs from the integrity of the specified Blauer garment in
dozens of features. This analysis is quite evident and
supports Mr. Charters choice of Blauer only.
The specification of Item 1, Spring/Fall jacket has failed to
provide the most essential ingredient, the "fabric" of the
garment. It discusses "acrylic back coated shell material",
fully lined, etc., but in no area does it discuss the quality,
grade or type fabric of the outershell. Therefore, in
compliance of your detailed specification, I have submitted two
Blauer jackets which I have priced below distributor cost in
order to enhance the value of our compliant package. They are
substantially more costly that the $28.95 jacket offered by the
other bidder. In fact there normal selling price is upward to
$100.00 depending on the respective model. The difference in
quality and utility is night and day.
Noticeably, Standard Law is less costly for 10 items of the 15
items in question for this bid. Although the total of both
companies is only 15 cents difference in the aggregate, I
reassert that it is irrelevant as my bid is the only compliant
response.
I respectfully request your objective review of this
correspondence. I would be pleased to meet with you. Mr.
Charters or anyone that you feel would fairly assess our
position. I am not interested in one persons' opinion of
personality compliance, I am interested in the best service and
quality that I can provide to the rest of the police
department.

COMPARISON OF PACK TRAILS PRO-TUFF
vs.
BLAUER 1733 REVERSIBLE
FABRIC COATING:
--.-----..
The coating used is poly-urethane, about 1 ounce (per square yard) in
weight. The spec coat has nearly 2 ounces of poly-uret1ane coating,
and results in 501 higher coating costs. The #733 uses pigmented
coating rather than a clear coating, which prevents the orange fror
showing -through the black.
COLLAR:
The Pack Trails coat is made without a collar stand. A collar stand
is essential for proper fit around the neck, and without it enough
water is sure to enter the neck area to create discomfort. The neck
will leak along the seam as well, because the seam is not sealed. The
collar does not have the specified interlining. Instead of Osnaburg
which is specified, they have used less e~pensive Pellon. Interlining
adds strength, stability and a crisp appearance to the garment. Also,
there is no button or buttonhole at the collar points for closing t~
collar around the neck.
FRONTS:
The fronts have no interlining, therefore the snaps hav! no added
support and will pull loose. In addition, the coat haS poor shape
retention and appearance.
POCKET IIEL T5:

The pocket welts are not formed properly. There is no ~dge stitching
and the ends are not box tacked. Therefore the pockets are held
together by only the pocket bags. Their method saves in labor, bu
one good pull on the pocket or pocket bag and the whole pocket wi. I
rip out. If a belt or weapon snags on the pocket it will rip out.

SLEEVIOS:
The sleeves are on piece raglan type. The requirement Is 2 piece
raglan. A one piece sleeve is inexpensive to make, and does not
follow the natural forward contour of the arm. It is a poor design
that ladS shape, fits poorly, ant! is significantly less comfortable_

The storm flap has no interlining. The specification ~3lls for
Interlining to prevent the snaps from pulling out. Th~ storm flap is
not properly edge stitched, and they have not been wa'e"proofed. This
area will, obviously, leak when wet. The storm flap measures only 3
1/2 inches wide, rather than 5 Inches as speCified. Th! narrow flap
costs less to make, and will allow wind and rain to blo~ through the
cOat.

BADGE EVELETS:

Badge eyelets are aluminum and not brass, as specified. They are
expenSive and will corrode. Aluminum is cheaper than brass.

The coat hem measures only 1/2 inch, rather than 1 1/4 inches, as
specififd. This light hem saves material, and allows the bottom of
the coat to blow In the wind. The orange side of the coat is too long
in places and .peaks . when the black side Is worn. To prevent the
entire orange side 0' the coat from showing, there is an extra stitch
at the side seams. The proper way to prevent the orange side frOm
showing is to make It slightly shorter, as in the spec coat. This i.
also a ~ore costly method.
SIDE SEAMS:
The side seams and sleeve seams are not aligned and the sleeves fit
poorly. To compensate, there Is ~n extra stitch at each side seam
hem. This causes bunChing on the black side of the coat creating a
very pOOr appearance.
SEAM SE~~
Only one coat of seam sealant has been used to waterprcof the seams,
rather than the three coats of se~lant or seam tape, as specified.
Although we are sending the coat to be tested for waterproofness, ,w.
Impression is that every seam will fail the U. S. Government standard
for waterproofi ng.""
SIZING;

Pack Trails sizing is small, medium, large, and Xlarge. The
specification calls for chest sizes.

DIMENSIONS:
The Pack Trails coat Is cut too small, and does not meet the speci" .
dimensions. The coat is, in our opinion, cut too small to provid'
proper comfort, or mobility when working or running. ~galn, there is

SUMMARY::
The stitching and workmanship is very poor. There are ~umerous areas
where the operator has run off the hem. there is also bad pleating
and uneven stitching. The pocket and welt construction is shoddy and
unprofessional. and it will not stand up to long-t~rm w!ar. We
estimate that there is a savings of more than $10.00 in the cost of
material, and labor, compared to the specification coat. In closin~

SPECIFICATIONS FOR POLICE DEPARTMENT UNIFORM CLOTHING
I. GENERAL CONDITIONS AND REQUIREMENTS:
A. No bid5 will be considered from individuals, firms or corporations in
bankruptcy or in the hands of a receiver.
B. A substitute for the product specified will be considered when the terms
"or equal" are used. The bidder must submit with the bid satisfactory
proof that any substitute offered is equal to the standard specified.
C. All bids will be F.O.B. destination and include inside delivery.
D. No charge shall be made for boxing or packing.
E. If any bidder does not fully understand the specifications or conditions
here, or is in doubt as to the intention of the same, he shall satisfy
himself by inquiry in writing before bidding. After the contract ,has been
entered into, the interpretations of the specifications by the Town of
Southold shall be binding.
II. SUBMITTAL OF BID:
A. The bidder shall furnish all the data required on the quantity and
specification sheets
B. The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM
BID" on the outside of the container.
III. A. The Town Board of the Town of Southold reserves the right to reject any
or all bids which do not comply with the invitation to bidders, the
specifications, instructions to bidders, or other herein contained
requirements to waive any informality in bids, and to accept the bid which
it deems most favorable to the interests of the Town of Southold.
B. I t is understood and agreed' that the acceptance of the foregoing bid by
the Town of Southold shall therei:;ly constitute a contract between the Town
of Southold and the bidder, comprising in its entirety the invitation to
bidders, the specifications, the requirements, the instructions to bidders,
the terms and conditions, the bid ano the acceptance of the bid by the
Town of Southold.

B. The bid,der hereby proposes to furnish al} the necessary uniforms, clothes,
linings, buttons, braids and all other m~terials and labor to complete the
uniform requirements at and for the price named, according to the
specifications that are contained herein and as required by the Town of
Southold.
C. All bids will be submitted as per "Unit Pricell, per shirt, trousers, etc.
D. All garments shall be tailored to each individual to insure proper fit. The
necessary measurements and fittings' as required are to be made at the
time and place as designated by the Chief of Police.
E. Any and all necessary adjustments and alterations shall be made within
one week as not to inconvenience the Town of Southold Police Department.
F. Delivery of all items shall be made within 30 days after receipt of the
measurements.
G. The finished garment shall be clean, well made and tailored, pressed, and,
be free of any defect which may affect appearance or serviceability., .
H. The contractor shall thoroughly inspect the finished garment, etc., for
compliance with the Town of Southold specifications prior to inspection by
the chief of Police, and prior to delivery to the Town of Southold Police
Department for final inspection.
I. All materials and workmanship contracted for and ordered under this bid
will be subject to acceptance or rejection by the Town of Southold after
inspection and/or tests to determine whether or not the materials and work
performed by the contractor meet the requirements set forth in the
invitation and specifications.
J. The Town of Southold will furnish an official emblem to be sewn" on both
shoulders of each winter shirt, summer shirt, blouses, jackets, etc. Rank
insignia, when required, will be furnished and sewn on by the successful
bidder.
K. Delivery will be a major factor as consideration in award of this bid.
L. Failure of the contractor to supply uniforms as stated within the conditions
herein shall result in procurement of items from another source with the
additional monies incurred by the Town of Southold charged back to the
contractor.
M. Primary consideration to awards will be given to bidder's ability to
complete all orders within specified time periods. Vendors are' cautioned
to note the conditions herein and their ability to fulfill this contract.
N. Period of contract: January 1, 1994 to December 31, 1994.
o. Female garments must be made, on a female pattern for shirts and trousers.
Male trousers altered to fit females will not be acceptable.
V. A.
Failure to submit samples of all items with bid proposal shall be cause for
rejection.

GENERAL TRIM INSTRUCTIONS
GENERAL
The following emblems, braid, insignia, chevrons, etc., shall be attached to
all uniform coats, shirts and trousers as indicated. They shall conform in style and
quality as described in detailed specifications or be equal in all. respects to those
in use. They shall be furnished at the bidder's expense except for embroidered
departmental shoulder emblem, which will be furnished by the Police Department.
LIEUTENANT
Shall wear on the prescribed uniform the prescribed band of lustrous
black braid, 1 inch wide, placed with its lower edge 3-1/2 inches
above the bottom sleeve and on outside seam of trousers from cuff
to waistband.
SERGEANT
Shall wear on each sleeve six (6) inches below the shouldet seam
a three (3) stripe prescribed chevron on both sleeves to be in line
with the center lower part of the departmental insignia.
On the trousers on the outside vertical seam, a black 1/2 inch wide
braid, from cuff to waistband.
POLICE
OFFICER
Trousers to have a black 1/4 inch soutache cord on the vertical seam
from cuffs to bottom of pocket.

It is imperative that this garment be constructed according

All sewing shall be with dacron core thread to match shirt
fabric.
The collar and cuffs are to be single stitched 1/4" from
edge. The pockets and flaps shall be single stitched on
the edge.

CREASING:

COLLAR:
The shape and style of both leaf and stand shall conform
to the TT89 Collar. The points, medium spread. are to
be approximately 3" in length. The back of the stand is
to measure 1-1/2".
The leaf shall be made of four pieces; two pieces of self
cloth. one whole lining, and one piece of strip lining which
is to be fused to collar lining. Both pieces of lining to
be fused to top collar. (Navy blue and brown shades to
have Dacron lining. no top fusinq.)
Permanent collar stays of proper length are to be sewn
through bottom leaf. The stand shall fasten with one

cuff. The top facing for this opening is to be 1-1/4" wide.
and the bottom facing to finish about 1 /2" wide. Button
is to be placed on sleeve opening with corresponding button-
hole.

The sleeves must be secured to the body of the shirt by
means of a merrow stitch with a safety stitch so as to
properly strengthen the stitch. The same stitch must be
used on the side closing seams as well.
The front shall have a center facing 1-1/2" wide extending
from the collar stand to bottom of shirt and be made of the
same material as shirt fabric with two rows of stitching 7/8"
apart.
The center front shall contain six (6)' vertical Reece
buttonholes paced 3/4" from edge and 3-1/2" apart.
The button stand, 7/8" wide, shall be self-lined and placed
on right side extending from collar stand to bottom of
shirt. Buttons shall be securely attached to the button
stand and shall correspond to the buttonholes on the center
faci ng.
There is to be yoke composed of an outer piece of the same
material as the basic shirt, and an inner piece of poplin.
To have two breast pockets with mitred corners to finish
5-5/8" wide and 6" long. The left breast pocket to have
a pencil compartment about 1-1/4" wide. Both pocKets to
have 1-1/2" box stitching top and bottom to prevent spreading.
To have two scalloped flaps to finish 5-3/4" in length, 2-
3/4" in width at center, and 2-1/2" in width at sides.
Flaps to be secured to front of shirt with two rows of
stitching approximately 1/4" above top of pocket. The left
flap to have a pencil opening about 1-1/2" in width. Flaps
to be interlined. There will be a matching button and a
buttonhole sewn on the flap.
The side points of the flaps are to be secured to the
pockets by means of velcro fasteners sewn onto the flaps
and pockets.
To be reinforced on inside of the shirt by means of a strip
of material 1-1/2" wide stitched and folded so that no raw
edges show. The reinforcement strip is to extend from
the flap setting stitch to the joining seam at the front of
the yoke. To have two small (horizontal) buttonholes, 1-
1/4" apart with the bottom. buttonhole 1-1/2" above top of
left flap.
The shoulder straps shall be pointed at the end toward the
neck. of the shirt. The other end shall be sewn in sleeve
head seam. The pointed ends shall be fastened with one
matching button. The straps shall measure 2" at sleeve
and taper to 1-3/8". Straps to be set about 1/2" from the
collar. Shoulder straps shall be box stitched to shoulders
with row of cross stitching 2" from sleeve head seam.

PERMANENT CREASES: Shirt to have five (5) permanent military creases; which
are to be applied via a pneumatically controlled application
of silicon sealant, so as to give permanency to the creases
for the life of the garment. One. crease in each front
extending from hem to joining seam. Three(3) vertical
creases in back; middle crease on center back line; side
back creases spaced equally from center crease.
COLLAR STAYS: The collar stays shall be of good quality Stalar vinyl, 2-
3/4" in length and 3/8" wide.
INTERLINING: Top center to be lined with 52 Pellon. Flaps to be 6800
crease and tack. Bands and cuffs to be 3.75 weight mellopress.
SIZE MARKING:
Neck size and sleeve length shall be marked with indelible
ink on a size loop attached to basic label in yoke and on
outside of left front tail.
BUTTONS:
All buttons shall be made from thermo-setting polyester
material and must match fabric.
PRESSING AND
PACKING:
Shirts shall be carefully pressed by hand in first class manner
and individually packed in polyethylene bags. Shirts to
be shipped in strong boxes so as not to be damaged in
shipment. Shirts to be packed two to a box with the sizes
marked on the outside of the box at the one end.
All shirts to be Union made and to carry the Union label.

right side of the left pocket, 1-1/4" wide. Both pockets
to have a 1-1/2" box pleat stitched top and bottom to
prevent spreading. '
To have two scalloped flaps to finish 5-3/4" in length, 2-
3/4" in width at center and 2-1/2" in width at sides. Flaps
to be secured to front of shirt with two rows of stitching
approximately 1/4" above top of pocket. The left flap to
have a pencil opening about 1-1/2" in width. There will
be a matching button and buttonhole sewn on the flap. To
be lined with 6800 crease and tack interlining.
The side points of the flaps are to be secured to the
pockets by means of velcro fasteners sewn onto the flaps
and pockets.
To be reinforced with a strip of material 1-1/2" wide,
turned and stitched so that no raw edges are showing on
the inside of the shirt. This strip is to be securely caught
in the shoulder joining seam and the flap setting stitch.
There are to be two horizontal buttonholes 1-1/4" apart,
with the bottom buttonhole 1-1/2" above the left flap.
The shoulder straps shall be pointed at the end towards
the collar of the shirt and shall be fastened with one
button. The other end shall be secured in the sleeving
seam.
Shoulder straps shall measure 2" at sleeve head and taper
to 1-3/8" at button end. The pointed ends shall be
fastened with one': button. The shoulder straps shall be
box stitched 2" from the sleeve head, with a single stay
stitch, with a diagonal stitch from each end of the stay
stitch to the' sleeve head'seam. Straps to be set about 1/2"

and one ply of 0331 top fuse lining. Collar stay to be
attached to bottom collar. (Navy blue and brown shades
to have Dacron lining, no top fusing.)
Inner stand and inner yoke to be made of matching 65%
Dacron Polyester/35% Combed Cotton, 4.2 ounce per square
yard, 106 x 58.
Sleeves are to be straight and whole and have a 1" hem.
These shall be graded in length so as to finish from the
shoulder seam as follows:

It is imperative that this garment be constructed according
to the principles set forth in the specifications.. All
stitches must be of proper tension and size so as to avoid
puckering after shirt has been laundered,' and to give best
durable press performance.
The front and back 'of the shirt shall be c;ut perpendicular
to the selvage so as to minimize puckering on military
stitching.
All sewing shall be with dacron core cotton wrapped thread
to match shirt fabric.
The collar is to be single stitched 1/4" from edge. The
pockets and flaps shall be single stitched on the edge.
Fabric to be #2174 Open Weave Poplin, 65% Dacron
Polyester/35% Combed Cotton, finest vat dye. Fabric must
be sanforized and mercerized with permanent press finish
and a soil release finish. The fabric must meet or exceed

Convertible collar shall be one piece and to measure 3-1/4"
long at points and 1-5/8" wide at back. The collar shall
be made with permanent collar stays. There must be tie
space of approximately 1/4" when thc- collar is buttoned.
Collar to be lined with 100% Dacron.
Sleeves are to be straight and whole with 1" hem and shall
finish 9-1/2" in length.
The sleeve must be secured to the body of the shirt by
means of a merrow stitch with a safety stitch so as to
properly strengthen the seam. This same stitch must be
used on the side closing seams as well.
Each front shall have a facing 3" in width extending from
neckline to bottom of shirt provided by a turnunder of
material. The left front shall also have a lined box pleat
1-1/2" wide finished, running full length of the shirt and
shall be topstitched 1/4" from both edges. The center
front shall contain six (6) vertical buttonholes placed 3/4"
from edge and 3-1/2" apart.

POCKETS:
There shall be two pockets, with mitred corners, 5-5/8"
wide and 6" deep. There shall be a pencil stitch in the
right side of the left pocket, 1-1/U." wide. Both pockets
to have a 1-1/2" box pleat stito::hed top and bottom to
prevent spreading.
FLAPS:
To have two scalloped flaps to finish 5-3/U." in length, 2-3/U."
in width at center and 2-1/2" in width at sides. Flaps to
be secured to front of shirt with two rows of stitching
approximately 1/U." above top of pocket. _The left flap to
have a pencil opening about 1-1/2" in width. There will
be a matching button and a buttonhole sewn on the flap.
Flaps to be lined with 6800 crease and tack interlining.
FLAP CLOSURE:
The side points of the flaps are to be secured to the
pockets by means of velcro fasteners sewn onto the flaps
and pockets.
BADGE TAB:
To be reinforced with a strip of material 1-1/2" wide,
turned and stitched so that no raw edges are showing on
the inside of the shirt. This strip is to be securely caught
in the shoulder joining seam and the flap setting stitch.
There are to be two horizontal buttonholes 1-1/U." apart,
with the bottom buttonhole 1-1/2" above the left flap. -
SHOULDER STRAPS:
The shoulder straps shall be pointed at the end towards
the collar of the shirt and shall be fastened with one
button. The other end shall be secured in the sleeving
seam.
Shoulder straps shall measure 2" at sleeve head and taper
to 1-3/8" at button end. Shoulder straps to be set about
1/2" from collar. Straps shall be box stitched to shoulders
with row of cross stitching 2" from sleeve head seam, and
diagonally across from each end of seam to the sleeve head
seam.
PERMANENT CREASES: Shirt to have permanent military creases. Creases to be
stitched in shirt only, not thru pockets and flaps. One
crease in each front extending from hem to joining seam.
Three (3) vertical creases in back; middle crease on center
back line; side back creases spaced equally from center
crease.
BUTTONS:
All buttons to be made from thermo-setting polyester
material and shall match shirt fabric.
COLLAR STAYS:
The collar stays shall be of good quality Stalar vinyl, 2-
1/2" -in length and 3/8" in width.
SIZE MARKING:
Size shall be marked with black indelible ink on a size loop
attached to basic label in yoke and on outside of left front
tail.

square yard (60" width) with a minimum 78 x 64 count.
Pocketing must have a durable press finish and the color
of the pocketing must be black.
The two side pockets will have a minimum opening of 6-
1/2" and a minimum depth of 5-3/4" measured from the
bottom of the pocket opening. Side pockets shall have firm
straight bartacks. at top and bottom of pocket openings.

of basic cloth inserted into the top welt with bartacks at
the top and bottom of the tab to form an opening for a
button. A button shall be located below the bottom welt
corresponding in location with the tab.
The watch pocket shall be located on the right front
dropped 3" below bottom of waistband and placed 2-1/2"
from pocket opening. This pocket shall have a minimum
opening of 3-1/2" and depth of 4". The front of the

(3) strand Snugtex to keep shirts tucked in.. The
waistband closure shall be accomplished with a crush-proof
hook and eye. The hook and eye shall be reinforced with
stays made of a non-woven fabric that are anchored by the
topstitching for the fly facing and curtain. This
topstitching must be to the top of the waistband. There
is to be topstitching 1/16" below the waistband seam for
added strength.
FLY:
BELT LOOPS:
Trouser shall have a metal memory lock ziper. There shall
be a French Fly tab closure on the inside of the right fly.
The tab shall be double ply made of the basic cloth (tabs
made of pocketing material or a "grown on" French Fly will
be cause for rejection). The right fly shall be lined with
the sal)1e fabric as the waistband curtain and pocketing.
The fly lining shall be sewn to the left fly below the zipper
in a neat and durable manner. A button shall be located
on the left fly corresponding with the French Fly tab to
provide a clean and comfortable closure. There shall be
a firm straight bartack at the bottom of the fly going
through the zipper tape. The crotch shall be lined in front.
There shall be a minimum of seven 3/4" wide interlined belt
loops. All loops (except for the back center loop) must
be sewn into the bottom of the waistband ("dropped" belt
loops are cause for rejection) and the top of the belt loops
shall be caught into the waistband curtain seam with a
rocap machine. The bottom of the center back loop shall
be tacked to the trouser and the top of the loop tacked
to the outside of the waistband.
