Recommendation of Bid on New Wheel Loader
I hereby recommend the Town accept the bid of George Halvese & Co., Inc. for
the John Deere 744 E Wheel Loader. The one lower bid received, on a Samsung
SL250, submitted by Trius, Inc., was incomplete as it did not include any
information on repair costs or guaranteed repurchase price, as required by the
specifications. Trius, Inc. indicated to me by phone that they have decided
not to submit this information.
I recommend the Town Board exercise its right to waive informalities on those
aspects of the Halvese bid which differ from the bid specifications published
by the Town. Any differences are minor or, in light of the John Deere factory
warranty on both the full machine and drive train, in the Town's interest to
accept.

WARRANTY
Shall be full, parts and labor for first six months, with an
additional 30 months part and labor on the powertrain
(engine, transmission, etc.). Any transporting of the
machine to and from the successful bidder's place of
business, for warranty purposes, is the responsibility of
the town. warranty not to exceed 5000 machine hours.
MACHINE HISTORY
Bidder must supply documentation verifying that there are at
least (6) six machines of the model and dimensions that is
being bid, working presently in sanitation applications, in
the Nassau-Suffolk area, at the time of bid.
MANUALS
Vendor shall supply two (2) sets of parts, repair and,
service manuals.
COLOR
Manufacturer's standard
VENDOR REOUIREMENTS
The vendor shall be authorized representative of the machine
manufacturer. The vendor shall have a full service facility
including field service capabilities. The vendor shall main-
tain inventory of parts for the machine offered.
BID SUBMISSION
The vendor shall include in the bid submission the printed
specifications for the offered machine. A warranty statement
shall be included.

SPECIFICATIONS FOR ONE NEW 220 HP WHEEL LOADER
The requirement called for in this specification shall be a
new 1994 wheel type loader, the standard product of one
manufacturer, with all components manufactured by the
manufacturer of the loaders frame and chassis. Loader shall
have complete vandal protection.
ENGINE
1. 6 cylinders, minimum
2. No less than 638 cubic inch displacement
3. Diesel, four stroke cycle and liquid cooled

up to normal setting before any engine starting

TRANSMISSION
Shall be planetary type, powershift four (4) forward and
four (4) reverse speeds, capable of attaining 24 MPH
forward. Shall have special modulation systems to permit
unrestr icted speed and direction changes under full load.
Torque converter shall be single-stage, single phase. Four
wheel drive shall be constant. Transmission control shall
be with one lever. Left brake pedal shall neutralize trans-
mission as well as brake the machine, whichever operator
desires. Transmission must be manufactured by manufacturer
of the loader.
STEERING
Shall be center point articulation, with no more than 35
degrees in each direction. Steering cylinders shall be
controlled by a steering wheel operated metering pump.
Turning radius shall be no more than 22'3". Steering
cylinder shall be at a minimum 4.0" bore diameter and be

activated by a vane type, hydraulic pump. Machine shall
have and adjustable steering column. Operator's station
shall be mounted on rear frame of machine, with the engine
and transmission.
BRAKES
Service
Four wheel drive, hydraulically activated wet disc type,
internal, adjustment free. Must have air drying apparatus.
No asbestos material will be allowed. Brakes shall be
located in the differential housings.
Parkina
Shall be mechanical shoe type, mounted on transmission out-
put shaft. This brake shall be manually applied.
Emeraencv

The brake shall apply automatically at such time as the air
pressure drops to an unsafe level. In addition, there shall
be an audible alarm. Operator shall be able to apply this
brake manually, if need be.
AXLES
Front must be fixed, rear must oscillate no less than 13
degrees allowing 19.5" of wheel drop and rise. Axle housing
must be composed of no less than four (4) sections. Axle
shaft seals must be duo cone type, with trash guards to
prevent foreign material intrusion. Axle housing must
contain planetary drive, conventional differential and
service brake mechanism. Axle lubricant shall be no heavier
than 30 SAE.
FINAL DRIVES
Shall be planetary type located in each axle housing, and
using full floating bronze sleeve type bearings.
HYDRAULICS
The pump must be vane type for consistent GPM. At 2092 RPM,
1000 PSI, the pump output must be no more than that 79 GPM.
Cycle time (raise, dump, lower, loaded bucket) must be no
more than 11.5 seconds. Lift cylinder bore shall be no less

than 7.00" and stroke shall be no more than 29.8". Hydraulic
system shall function on engine type oil if necessary. All
bucket functions must be accomplished with no more than (3)
three hydraulic cylinders. The tilt cylinder must extend to
effect bucket roll-back. A third hydraulic valve must be
available for additional implements.
FRAME
Front frame must provide large cut-out areas to allow easy
cleaning of possible trash build-up. Both frames must be
joined mid-way, by double tapered roller bearings in both
upper and lower hitch points.
Machine shall be equipped with the following guarding:

Shall be no less than 4 3/4 cubic yard capacity, must have
bolt-on type cutting edge, shall have no less than two
hydraulically operated logging clamps attached to it. These
clamps are to be curved, and must contact the cutting edge
when fully closed. When fully opened, full access to load
the bucket must be maintained. Both clamps must be operated
by individual hydraulic cylinders, double acting, with
lubricating fittings at all bearing points. Cylinders must
have a bore and stroke of no less than 4.5" x 14", and a rod
diameter of at least 2.5". Bucket must be no wider than
120", and have a dump clearance, at 45 degrees discharge
angle, of no less than 9'4". Bucket hinge pin height must
be no less than 13'6". Clamps must be located outside of
lift arm pin area. Lift arms must be one continuous piece
of metal, from frame attaching point to the bucket attaching
point.

WARRANTY
Shall be full, parts and labor for first six months, with an

MACHINE HISTORY
Bidder must supply documentation verifying that there are at

being bid, working presently in sanitation applications, in

All costs of operating this machine will be used to compute
this figure with the exception of the following items:

obligation at the required times. This bond must be

SUBJECT. Funds For Excavating Fishers Island Metal Dump
In a conversation today with the DEC solid waste facility inspector
who handles our transfer station, he mentioned to me that the New York
State Energy Research and Development Authority (NYSERDA) has a grant
program through which funds ar~ available for escavating old
landfills. He suggested that whoever is handling the Fishers Island
project (Fagan?) contact NYSERDA to inquire about applying for grant
monies. Grants in the hundreds of thousands of dollars have
apparently been awarded to some municipalities.

In follow up to my presentation of June 28, I have outlined below some
additional information concerning the pur-chase of a truck and
payloader for the Transfer Station.
RE. PURCHASE OF TRACTOR TRUCK
Pr-oposal is to purchase a new trucrto haul our own recyclables
instead of paying recycling firms to truck them. Cost of vehicle
approx. $70,000. This would save approximately $25,000 per year over-
curr-ent arrangements.
Board Action. The Board wanted, to know if private firms other than
those we are currently using would haul our recyclables
for less money than we now pay.
Finding. 1)
Recycling firms' trucking rates take into account the
value of the recyclable (current arrangement). On-
Island Haul rates by trucking fir-ms not engaged in
recycling start at $275 per trip, plus the tip fee, if
any, for dropping the recyc1ables. If town-owned
trailers were ~sed the cost would be approx. $200 per
trip. As proposed, the cost for the Town trucking its
own recyclables would be less than $200 per trip,
including labor, fuel, and debt service on the vehicle.
2) The disposal area has l1m1tedstoragecapac1ty for
recyclables and therefore scheduling pick-up requ1r-es
great flexibility. Private haulers, especially those
not in the recycling business, are not always available
when needed.
3) Recycling/Sol1dWaste firms....inluding some that take'
Southold's recyclables do not do business with certain
private haulers.
The town would save in trucking and labor costs and benefit
from improved flexibility if it tr-ucked its own recyclables.

Two of the three items are no longer of use to the
Town. One of these (bulldozer) is currently in need of
a $30,000 repair before it can be used again.
3 ) Time Frame
Board action at this time would enable delivery of new
equipment in October at the earliest. There would be
no additional spending requirement of '94 budget.
CONCLUSION
Request 1) permission of Boar~ to develop specifications for above
items proposed, and 2) the Board to authorize securing the necessary
bid bond.
