4"'AY~ yet, Sidney Bowne's report of JUly 1, 1988, stated that the
cr'--' stone blend riding surface was placed satisfactorily and they
recommended acceptance.
2. Long Pond Estates, Section 1
Trees have been replaced, but some do not appear to meet with the
caliper size required by the Highway Specifications. Further,
they do not appear to be healthy. Many of the root balls are
exposed and need to be Covered.
The recharge basins are screened only on the street side by a
single row of cedars. Additional screening should be planted on
the other sides of the fences. EVidently screening was not
required by the bond. However, Section AI08-27 of the Highway
Specifications sets forth minimum landscaping specifications for
Type A recharge basins. These specifications have not been met.
3. Angel Shores
A path has been cleared directly from Main BaYView to the well
site. This area is shown as open space on the proposed plan.
Cleared area should be replanted with evergreens.
4. MOhring, Peconic SCTMi 1000-75~6-7
Pond area is very overgrown. It did not look like any work was
done recently. There is one catch basin that appears to be piped
to the ponding area. The second drain where concrete rip rap
was present could not be located due to the heavy plant growth in
the area. A review by the Town Engineers may be in order.
5. Gristina Vineyard
Mr. Gristina was on the site and submitted a new plan changing
the location of the parking lot. This plan will be reviewed in
the office. The protection of the existing drainage swale on
the property needs to be considered in the review of this
application.
6. Community Christian Fellowship SCTMi 1000-108-1-3
The eXisting site does not reflect the approved site plan. The
parking lot is larger than that shown on the plan and also, there
is no concrete walk on the east side of the parking area as shown
on the plan. An amended plan should be filed showing the parking
lot as it has been installed.
Trees as shown on the plan must be planted.
~he drainage area must correspond to the plan, includ~hg the
~nstallation of the drainage pipe from the parking area to the
sWale area on the northeast corner of the lot.

NEGATIVE DECLARATION
March 7, 1983
Pursuant to Article 8 of the Environmental Conservation Law
State Environmental Quality Review Act and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that Southold Town Planning Board as lead agency for
the action described below has determined that the project will not
have a significant effect on the environment.
DESCRIPTION OF ACTION
The minor subdivision of Richard J. Cron is a four lot subdiv-
ision located near Greenport.
The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which
indicated that no significant adverse effects to the
environment were likely to occur should the project
be implemented as planned.
Because there has been no response in the allotted time
from the New York State Department of Environmental
Conservation it is assumed that there is no objection
nor comments by that agency.
Because there has been no response in the allotted time
from the Suffolk County Department of Health Services
it is assumed that there is no objection nor comments
by that agency.
The project will meet all the requirements of the Code

Pursuant to Article 8 of the Environmental Conservation Law
State Environmental Quality Review Act and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that Southold Town Planning Board as lead agency for
the action described below has determined that the project will not
have a significant effect on the environment.
DESCRIPTION OF ACTION
The minor subdivision of Richard J. Cron is a four lot subdiv-
ision located near Greenport.
The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which
indicated that no significant adverse effects to the
environment were likely to occur should the project
be implemented as planned.
Because there has been no response in the allotted time
from the New York State Department of Environmental
Conservation it is assumed that there is no objection
nor comments by that agency'.
Because there has been no response in the allotted time
from the Suffolk County Department of. 'Heal th Services
it is assumed that there is no objection nor comments
by that agency.
The project will meet all the requirements of the Code
of the Town of Southold Subdivision of Land Regulations.

Dear Mr. Raynor:
The purpose of this letter is to indicate to the Board my com-
plete disagreement with the ruling of the Suffolk County Planning
Commission as indicated in the letter of Charles G. Lind, Chief
Planner, dated December 3, 1982, in which it is indicated the Suffolk
County Planning Commission disapproved the above minor subdivision map
for the reason that a right of way running from Maple Lane to provide
access to rear lots was considered to be poor planning due to the fact
that a conflict might arise between the owners of said lots. Needless
to say, I am utterly amazed at such reasoning in that on numerous
occasions the Suffolk County Planning Commission has recommended
common driveways between adjacent lot owners. In those instances,
at no time did the Suffolk County Planning Commission indicate that a
conflict might arise between such owners.
The Southold Town Planning Board has reviewed this minor sub-
division on numerous occasions and has seen fit to approve same as so
indicated on the minor subdivision map. A review of all factors in-
volved in this minor subdivision will, to the contrary, indicate that
the layout of the right of way constitutes sound planning with respect
to this specific minor subdivision. In this regard, the right of way
comes directly off Maple Lane (a private road) in lieu of providing
access from the main highway to Lot #1. Secondly, all of the lots on
the proposed minor subdivision are furnished with public water from
the Greenport Village Water District. Thirdly, the proposed right of
way is not a public road but merely to provide ingress and egress for

Lots 1 and 4. Finally, any possible conflict between lot owners
relative to any right of way, remote or otherwise, is of no justifi-
able concern to the Suffolk County Planning Commission.
For all of the reasons above indicated, I would respectfully
request that the Southold Town Planning Board override the recommenda-
tion of the Suffolk County Planning Commission to disapprove the
subject minor subdivision map.

Dear Mr. Raynor:
The Suffolk County Planning Commission at its regular meeting on December I,
1982, reviewed the proposed subdivision plat entitled, "Minor Subdivision -
Richard J. Cron", referred to it pursuant to Section 1333 of the Suffolk County
Charter. After due study and deliberation it resolved to disapprove said map for
the following reason:
The proposed access by means of a right-of-way over two lots is considered
to be poor planning and can result in conflict between lot owners over maintenance
and use.
The Commission also offers the following comment on the map for your use and
consideration:
It is suggested that the subdivision be redesigned using a road or a panhandle

(1) No grading, other than foundation excavation for a
residential building is proposed.
(2) No new roads are proposed and no changes will be made in
