The following resolution was adopted: WHEREAS, this proposed site plan, to be known as site plan for Periwinkle Furniture, is to construct a 2,660 square foot storage building; and WHEREAS, Lori Feilen is the owner of the property known and designated as Periwinkle Furniture, Route 25, Southold, SCTM#1000-62-3-38; and WHEREAS, a formal application for the approval of this site plan was submitted on March 14, 2001; and WHEREAS, the Southold Town Planning Board has determined that this action is a Type II Action and not subject to review under the State Environmental Quality Review Act, (Article 8), Part 617; and WHEREAS, this site plan, last revised April 3, 2001, was certified by the Building Inspector on April 9, 2001; and Periwinkle - Pa,qe Two -4/17/01 WHEREAS, the $outhold Town Planning Board, pursuant to Chapter 58, Notice of Public Hearing, has received affidavits that the applicant has complied with the notification provisions; and WHEREAS, all the requirements of the Site Plan Regulations of the Town of Southold have been met; be it therefore RESOLVED that the Southold Town Planning Board authorize the Chairman to endorse the final surveys, dated April 3, 2001, subject to a one year review from .date of building permit. The question of whether an acti~)n may be significant is not always easy to answer. Frequent- ly. there are aspects of a project that are subjective or unmeasureable. It'is also understood that thos~ who determine significance may have little or no formal knowledge of the environment or may nqt be technically expert in environmental anaJysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project or action. Full .EAF Components:. The ful! EAF is c.omprised of three parts: Part 1: Provides objective data and informatlc~r~'~'bout a giveh p~'oject and'its site. By identifyin~ basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. They aiso had input from other neighbors. The new building met all the requirements of the Town Code and was approved by the Architecturai Review Committee. The Planning Board made the decision to approve the site plan. I will reply to all of your comments that you made in your letter. The numbers below refer to the numbers in the letter: 1. The Planning Board received proof that letters to all neighboring landowners were sent more than seven (7) days before the meeting, in accordance with Town Law. Signs were aiso posted on the property that were visible fi.om Main Road and Town Harbor Road. The driveway location existed before Periwinkle occupied the site. 2. The Town Engineer inspects ail site plan applications for drainage. The site plan showed sufficient drainage to handle ail development. 3. It is a one-story building, aithough it does have a peaked roof~ The highest point is 24 feet, with the average elevation at 18 feet high. 4. No specific numbers were required. The building is not expected to generate much new traffic. It is replacing an existing smailer building and will aiso store some furniture now let~ outside. 5. The new building is for storage, and not retail use. There should be limited use by customers. The store aiready displays items outside for saie. of 6. The Planning Board did not address the use of the sheds. They are too small to produce any significant impacts. They were existing on the site before Periwinkle. 7. The relocated shed is being moved because the new building is taking its current location. 8. There will be no outdoor lighting adde& 9. The new building is not expected to generate enough garbage to require a dumpster. There is landscaping around the perimeter of the property, and some additional landscaping will be required. The architectural style of the building does not look like a warehouse. The materials and style fit in with the historical community. Storage Building, which will be directly in my backyard. I have reviewed the plans for this structure, which according to plans, 24 feet high and 60 fr in length and 40 tL wide. This is a very large building, it will be obtrusive from my point of view in my backyard, taking up almost the entire length. I feel I will lose all my sense of privacy, along with a great deal &sunlight to my yard. Since this piece of property borders Residential Zones and a Business Zone, I feel it would be more appropriate for any building structures to border the Business Zone areas, staying primarly closer to the Main Road. Residents should not have to lose their privacy and standard of living. My other concerns with this large building has to do with the fact that once the structure is built what happens if this particular business is sold and the future owners wish to do other things with the building other than furniture related, perhaps use it for a nightclub or restaurant. This will forever change the integrity of this neighborhood. I am also concerned with the lighting this structure would require and the noise level. As it is last summer on many occasions during the day, a loud radio playing music all day long can be heard while inside my home. This was coming from the Periwinkle yard. I am sure this structure will also require some kind of lighting, my baekyard is already almost completely lit up from the Seven-Eleven lighting, additional lighting to my backyard will be completely unacceptable. With a soon- to- be Parking Lot across the street from my home, I lose the abilty to enjoy my front yard and porch, my backyard being my only sanctuary. Now I feel it would be very unfair to me as a resident that I also lose all the privacy in my backyard to another business. I find it very ironic that Periwinkle Furniture states in their advertisement, "How do you make your house into a comfortable and inviting home ? Let us show you", using a photo ofa backyard with open views and space. Their large Storage Structure in my backyard does not make my home very comfortable or inviting. It goes against their philospophy and inviting photo. As you can see a large structure bordering my property will greatly affect the integrity to my home. I will lose a great amount of privacy, sunlight, and airflow, not to mention what this will do to the value of my property. A large business building structure in a backyard is not usually an asset that future home owners desire. So I urge you to please consider my opposition for this Building Structure. And understand that once this large building is built, it will remain for a long time, out living the life ora Furniture Store, possibly to house another type of undesirable business in a residential area. By requiring the applicant to erect the sign provided by the town, which shall be prominently displayed on the premises facing each public or private street which the property involved in the application abuts, giving notice of the application, the nature of the approval sought thereby and the time and place of the public hearing thereon. The sign shall be set back not more than ten (10) feet from the property line. The sign shall be displayed for a period of not less than seven (7) days immediately precedln~ the date of the public hearing. The applicant or his/her agent shall file an affidavit that s/he has complied with this provision. C.
