Dear Mr. Wickham: In accordance with your request of August 30, 1976, the staff has examined the proposed subdivision for a 56.723 acre tract reputedly owned by Louis Hodor, et.al. , and offer the following comments on the layout for your consideration and use. It is felt that the layout will be satisfactory provided that: 1) Ingress and egress to Lots 23-29, inclusive, from North Road be pro- hibited by a note on the final map. 2) Storm water runoff resulting from the development of this tract and the improvement of its lots is prevented from flowing out onto the right-of- way of the county road. 3) Short radius curves are required for all corner lots. It is also felt that consideration should be given to the following ele- ments: Widening strip An offer of dedication of this strip of land to either the County or Town should be made. This will help to reserve this land for future highway purposes. Should the plans for reconstructing and improving North Road be abandoned, a clause in the offer of dedication could allow the land to revert to adjacent Property owners. Preliminary M*f Sound Shore Acres Page 2 f Buffer A planted buffer of 50 feet in width should be required along North Road. Not only will such a buffer help to preserve the rural nature of the road, it will help to enhance the residential amenities of the lots bordering on the road. The buffer will also help to shield these lots from the adverse impact of the road. Lots fronting on a major road are subjected to noise, pollution, debris, and visual intrusion. In some areas of the country the adverse impact has resulted in the lowering of the economic value of the property. The trees that are selected for planting within the buffer should preferably be deciduous so that shadows that are cast upon the road during the winter will not be so dense as to retard the melting of ice on the road surface. Evergreens are acceptable only on the northerly sides of east-west road where they act as a wind screen. Ponds It is noted that there are two ponds on the tract. The Commission will question the effect of the subdivision of the tract upon them. Information should be supplied with the final referral indicating the nature of these ponds, whether or not they are worth preserving and whether or not they will be preserved. It is obvious that one will not be preserved as it falls with- in a proposed recharge basin. Staff comments on a preliminary map do not constitute a review. When this map is in the final stage of preparation, it should be referred to the Suffolk County Planning Commission for review pursuant to Section 1333 of the Suffolk County Charter.
