Young 34 Sunrise Avenue Riverhead, New York ll901 Re: Horton Farms Town of Southold Dear Mr. Young: The subject realty subdivision plan has been reviewed by our General Engineerin~ Services Unit and it is not being processed for approval for the following reasons. There are 19 lots in this realty subdivision, said lots being more than 40,000 square feet in area each. The proposed method of water supply and sewage disposal is indicated to be by individual systems on each lot. The subject subdivision plan is not being processed for approval since it does not meet the requirements of this department. These standards require that a realty subdivision which is to be served by private wells must demonstrate by test wells that a potable and adequate water supply is available on each lot. Test wells installed on this tract indicate the presence of nitrates in excess of drinking water standards. It is therefore the determination of this department that public water supply service must be provided for this realty subdivision. We would like to bring to your attention that there is an appeal pro- cedure whereby an applicant may request a variance from these standards. In order to apply for a variance, it is necessary to write a letter to this department stating the reasons why such a variance should be granted. YOUNG September 12, 2977 Planning Board Town of Southold Southold, New York Attention: Mrs. Brush Re: Horton Farm Estates Gentlemen: In response to a memorandum to Mr. Raymond Dean from Lawrence M. Tuthill, P. E., I would refer to the memorandum dated May 17, 1977 also from Mr. Tuthill wherein he recommends that "since the ground water table appears to be at elevation 2.0 it is recommended that the bottom recharge basin be raised to elevation 5.0 and 'the area of the basin be enlarged to acco~ate this loss in volume". After receiving this memorandum dated May 17, ].977, I instructed my field crew to excavate a test hole in the area of the recharge basin and had said test hole data shown on a preliminary subdivision map. This test hole indicates that the actual ground water elevation is 1.h and not 2.0 as Mr. Tuthill had assumed. Therefore since the bottom of the recharge basin was 0.6 feet above groLmd water we saw no necessity to raise the bottom elevation of the recharge basin. If Mr. Tutblill or the Board insists that we be I foot above ground water elevation as reflected in his memorandum of May 17, 1977 and the Board's resolution dated May 25, 1977 the volume lost would be approximately 5,600 cubic feet and since we have over designed the recharge basin by approximately 9,000 cubic feet, it would not be necessary to amend the lines of the recharge basin or any of the lots. It is the opinion of the staff that the layout for the subdivision of the tract will be satisfactory provided that no storm water runoff will enter the drainage channels on the property to the west. According to our information (see enclosed topo map) these channels eventually flow into East Creek. Staff conanents on a preliminary map do not constitute a review of the map by the Suffolk County Planning Commission. It is a little involved and I will try to explain but, if it doesn't m~ke sense, give either Ray or me a call. ~T~wn has been experiencing a drainage problem in the vicinity of the Wells Estate property. Some time ago, Mr. Yo~d agreed to ,donate' the area to the rear of this property ~or drainage purposes. The Planning Board feels that it might be a good idea to combine the park & recreation area with Lot $1 for drainage and recreation area and eliminate the drainage area shown, if it can be done. Could we have your recommendations on this matter. Our next meeting is October 25th.
