The iollowing is from the minutes of the regular meeting
of the Southold Town planning Board which was held April
17, 1978.
3oundwood Farm. A letter was read from Mr. Roderick Van
Tuyl regarding this subdivision. Mr. Wickham ieels the
only practical solution is a minor subdivision at the
Sound, He directed that the town engineer rearf�w the '
system that Mr. Van Tuyl proposea. A copy of the letter
will be sent to the Board and to Mr. Lawrenoe `M. Tuthill
for his perusal and atudy.

1. The subdivision does not meet the requirement

Dear Mr. Wickham:
In accordance with your request the staff has examined the proposed subdivision
layout for a 31.59 acre tract reputedly owned by Michael Moret and offer the fol-
lowing comments on the map for your use..
The Commission's concern with this proposed subdivision will be the impact
that it can have upon Long Island Sound and the bluffs along the Sound. It is
believed that since a common access to the beach is being provided that all access
to the beach should be restricted to the access strip. This includes Lots 1 and
2. Access to the beach should be by means of a suitable structure that will not
result in erosion of the bluff. In order to afford structures on the top of the
bluff some degree of protection should be kept back a minimum of 100 feet from the
top of the bluff. No sanitary facilities should be located in this area. Grading
within the area should be prohibited to prevent damage to the bluff and clearing
and cutting within the area should be ].imited to that required for maintenance.
The staff questions the topographic information on the map that is in the
vicinity of the bluff. Normally, a single contour line can not lie between two
contour lines of higher or lower elevation.
Relative to the overall layout you may want to consider the following:
1. Creation of this subdivision will result in the loss of valuable farmlands
and may have an adverse impact on the adjoining farmlands. It is suggested that
the proposed lots be concentrated on the northern 1/3 of the tract near the Sound.

It would be preferable if the lots were 100' x 150' in size (15,000 squaze feet in
area). The remainder of the tract could remain as active farmland by clustering
in this manner.
2. Unfortunately, the proposed road layout will detract from the residential
amenities sought in a subdivision such as this. The long, straight street will
encourage speeding. Speeding vehicles not only jeopardize children in the
area but increase noise levels within the homes. Long, straight streets also de-
tract from residential amenities by contributing to visual monotony. An alternate
road layout should be devised (refer to map) .
3. A "dog-leg" jog should not be used for any subdivision that consists of
more than a few lots.
4. General practice suggests that the length of a street should be limited to
1,000 feet unless an alternate means of access to the houses is available for
emergency equipment in the event that the street becomes blocked. The length of
the nroposed road, Soundwood Lane, is too long by this standard as the adjacent
properties are undeveloped farmlands that will not provide ready access during
spring thaws and "wet" seasons. It will be some time before these tracts are
developed and the streets are tied in to provide on another means of access. By
this standard, only the southerly 1,000 to 1,500 feet of the tract should be
developed.
Staff comments on a preliminary map do not constitute a review of the map
by the Suffolk County Planning Commission. When the map has been finalized it
should be referred to the Commission for review pursuant to Section 1333 of the
Suffolk County Charter.

Re: Soundwood Farm Subdivision
Dear Sirs :
We acknowledge receipt of letter from Secretary of Plan-
ning Board, dated 3eptember 6, 1977, containing a resolution
made by the Planning Board on August 22, 1977, in connection
with granting Sketch Plan approval of the above-captioned
Subdivision, subject to certain provisions which we deem
necessary of clarification.
In this connection, we do not understand exactly what is
intended by Item ��1. Firstly, we should like the Planning Board
to define to us exactly what is meant by inadequacy of highway
circulation, and what special provisions are intended in order
to guarantee adequacy. The applicant is entitled to know what
special provisions the Board intends to impose at some future
date.
Finally, as to Item ��3, we assume that in making the roads
available for dedication to the Town of Southold, the acceptance
thereof will be based upon the specifications in existence at
the time the map is approved for filing. Kindly confirm.
May we kindly have your prompt reply to the foregoing
matters so the applicant can determine if further action need
be taken before proceeding with placing his maps in preliminary
form.

Re : Soundwood Farm Subdivision
Dear Mr. Wickham:
On May 23, 1977, we appeared before the Southold Town
Planning Board for the purpose of securing the Board's approval
of the sketch plan of the above-captioned subdivision. At that
time, you indicated that it was the Board' s desire to avoid the
development of this particular tract of land as a major subdivi-
sion. In this connection, you suggested that a minor subdivision
be created with respect to the two waterfront lots and the two
lots immediately adjoining same. The rest of the parcel you
suggested be held for sale to be employed for agricultural pur-
poses.
We indicated to you that while this matter had been here-
tofore discussed with our client by the Board, we would neverthe-
less again bring the matter to his attention. We did so, and
was advised by our client that he fully intends to proceed with
the major subdivision, unless a purchaser came fortitwith a fair
and reasonable price for an immediate sale. In the absence of
same, he has requested that I proceed with the subdivision and
bring same to a prompt conclusion and approval.
In the light of the foregoing, we must respectfully request
that the Board grant approval of the sketch plan of the proposed
subdivision as heretofore submitted.
