Pauzer, District Manager Suffolk County Soil and Water Conservation District 127 East Main Street , Room 105 Riverhead, New York 11901 Re: Sound Road Estates, Town of Southold, Proposed Subdivision Dear Stan: Regarding the requested comments on items 1, 4, and 6, of the letter from Engineer Tuthill to the Town Planning Board of February 21, 1977. I have the following comments to Mrs. Brush: 1. It is always desirable to balance the road cuts and fills for economy of construction. 2. I have no natural resource related comment to make on the issue of providing public water by pipe to individual lots to preserve road surfaces. It is possible that under some circumstances the disturb- ance of the road pavement might result in erosion and sediment damage to the nearby pond or other property. 3. Item 6 proposing a concrete curbing under the fence at the north side of the recharge basin seems correct. Backyard runoff water from up- slope lots is very likely to cause erosion on unprotected banks of the recharge basin. However, I feel that there should also be adequate pro- vision for discharging the diverted runoff water which will collect above such a curb to a safe outlet. An appropriate device would be a surface inlet and pipe drain discharging on an apron at the bottom of the recharge basin or paved gutter from a collection point to the bottom of the recharge basin. 4. Regarding the developers concern that the proposed roads are above general ground grade, slightly more than 35% of the proposed roads are above present ground grade. It is highly desirable that road grades be kept above the general land level. Our local soils are well able to pro- vide verticle drainage and minor amounts of runoff onto lawn areas result- ing in improved water management, recharge, and reduce concentration of runoff pollutants in recharge basins. 5. The park and recreation area, proposed for dedication is strongly slop- ing and located next to the recharge basin and next to off premisis pro- perty. It is too sloping for most open space recreation enjoyed by young people out-of-doors. Being isolated from the general body of the sub- division, I would expect it to become a resting place for trash and very likely to be misused and uncared for. 0 v Mr. S. A. Pauzer, Dist. Mgr. SCS&WCD - 4/14/77 (2) Re: Sound Road Estates, Town of Southold, Proposed Subdivision On the other hand lot 16, especially the west half of the lot , is al- most ideally suited to open space recreation, and natural verticle drainage. The Planning Board should consider in the future such lots to have potential for improved water management through water spreading and improved recreational use because of their more nearly level aspect. I regret that this information was delayed, but as you know, it has been difficult in the past three months to proceed with the 208 program and con- tinue to fullfill our local program obligations. With respect to Item 6, there has been some problem in the Town with gulleys around recharge basins and wanted to know what advice you could give us to alleviate the problem. Mr. Tsontakis, the developer, also objected to the roads being above the grade of the lots so that water will be draining onto the building lots. I Have in essence complied with your requirement on equalizing the cuts and fills. My studies in conjunction with those of Mr, Howard Young of Young & Young indicate that although this is not our absolute equalization of cut and fill, it is a good compromise to the drainage requirement. I attempted to equalize the cut and fill but found that the water from Rene Road would have to be piped accross drainage easements through private lands to Sunset Drive to the south. Also there would be a runoff problem on the westerly extension of Rene Road due to the mound that exists at the intersection of Sunset Drive and Rene Road. It is planned that the material removed to reduce this mound will be placed on lots 16 and the Park and Recreation Area. This filling will reduce the sharp gorge (running North-South) due to natural soil erosion in this area. I pray that you find this plan satisfactory so that we may proceed to the next step.
