III: Analysis This site plan was approved March 20, 1995 for the construction of a 34'x 34' (1,156 sq. ft.) building to house cable switching and transmission equipment on 4 acres in the Light Industrial Zoning District, Greenport. Site Plan Approval expired after three (3) years on March 20, 1998. May 12, 2014, Vincent Pizzulli, Jr, agent, submitted a letter requesting an approval extension in order for the Planning Board to conduct a final site inspection so a Certificate of Occupancy may be obtained from the Building Department. SCDHS: Approval granted April 27, 1995 by Craig Knepper with no water supply or sanitary system. A switching exchange is a permitted use in this Light Industrial (LI) zone, thus the proposed action is consistent with zoning. An Environmental Assessment Form has been submitted and reviewed, and it was determined that no significant adverse effects to the environment were likely to occur should the project be Implemented as planned. There has not been any correspondence received from the New York State Department of Environmental Conservation in the alloted time. We are making application to the town on behalf of our client, Cablevi5iOA Systems Gorporatioic They are proposing to construct a fiber optic head end facility on this property. In brief, a fiber optic head end is a type of cable television switching station. This building will house television equipment which will receive television signals over fber optic cables and distribute the signals to Cablevision's subscribers through out the north fork of Long Island. The facility is completely unmanned except for times of maintenance which may occur on a monthly basis at most. We are therefore proposing that the facility does not require a toilet room and therefore dyes not require Suffolk County Board of Health approv,41. In addition, we do not require water service for the building. The building will require electric service for powering the equipment. We have located the building so as to remain as for from the wetland area as possible. We have built on a very small portion of the site and have minimized the removal of existing vegetation. We therefore request relief from the requirement for a 30' evergreen planting buffer since that would require additional disturbance of the existing vegetation. The building is low in profile and we have provide some evergreen planting at the rear of the building. Cablevision wants to minimize the buildings impact so as to restrict • i any persons from visiting the site for security purposes, therefore we have provided fencing around the developed area of the site.
