Dear Mr. Reese:
The following action was taken by the Southold Town Planning
Board at a regular meeting held September 22, 1980.
RESOLVED that whereas a formal application for the approval
of a subdivision plat, entitled Minor Subdivision of Ronald and
Edith Reese located at Southold was submitted to the Planning
Board on July 28, 1978, and an application fee of $95.00 was
received on July 28, 1978, and
WHEREAS a public hearing was held on the said subdivision
application and plat at the Town Hall, Southold, New York, on
August 25, 1980 at 8:00 p.m. , and
WHEREAS the requirements of the Subdivision Regulations of
the Town of Southold have been met by said subdivision plat and
application,

Now, therefore, be it RESOLVED that the application of Ronald
and Edith Reese for approval of said subdivision plat prepared by
Roderick Van Tuyl, P.C. , be approved and the chairman be authorized
to endorse his approval on the map, subject to consideration of the
conditions of the Suffolk County Planning Commission, if any.

The name "Sterling Forest Road" is quite suitable for the
road into the Sterling Forest Minor Subdivision. We would
have no objection to its use by the town for numbering and

The following action was taken by the Southold Town Planning
Board at a regular meeting held July 28, 1980.
RESOLVED to set 8: 30 p.m. , Monday, August 25, 1980 at the
Town Hall, Main Road, Southold, New York, as the time and place
for a public hearing on the question of the approval of the
minor subdivision of Ronald & Edith Reese located at Southold.
The Board will want the right-of-way extended to the rear
property line with notation that it is reserved for future
dedication to the town. At this time it will be necessary to
only approve it for emergency access.

COMMENTS :
The drainage system as shown on the profile sheet would consist of four units, each made
up of four 81 x 41 perforated rings with an 8" perforated pipe from the two center rings
dorm to the water table level.
Containment for runoff, prior to leaching, in each unit is approximately 680 C.F., for four
units say-2720 C.F. Excavation for these units will be in loam and clay as found by test
holes. Infiltration can only take place within the volume of the sand and gravel backfill
and at the bottom area of same at the water table level. The containment outlet primarily
would be the perforated pipe carried through the backfill into the water level.
Runoff:
Pavement area is approximately - - - - - - - - 26,350 S.F.
Lot area (assume .2 goes to drainage system)- -175,000 S.F.
For example, using a 2" rainfall in one hour with normal factors, pavement runoff would
be 1x170 C.F. and the z lot area 7290 C.F., a total of 11 60 C.F. From this approximate
check the drainage design does not appear to have sufficient containment and infiltration
capacity for 2" of rain.
Discussed this drainage with R. Van Tayl. He_had he computations, design came from
Mr.- Reese. If backup information is available, it should be submitted.

Dear Mr. Reese:
The following action was taken by the Southold Town Planning
Board at a regular meeting held February 25, 1980.
RESOLVED to accept the report of Lawrence M. Tuthill, Town
Engineer, dated February 1, 1980 for the proposed subdivision
"Sterling Forest" and forward a copy of same to the applicant.
The- report states. "I recommend that the use of leaching basins as
shown for the subdivision entitled "Sterling Forest, Southold" be
denied. The test holes made at the location on May 21, 1979 in the
area of the proposed leaching basins as noted in the report of Mr.
John W. Davis, Highway Inspector, contained mostly clay which is
unsuitable for leaching basins. "

limited due to the small backhoe used. One pit was for the Health Department:

5G ft. from Soundviaw Abe,' on left side of,R.O.W, opposite Lot No. 1 and ,in vicinity
of proposed leaching basin system: Depth l4 ft. After first 2-3 ft, of loam and :
topsoil, mixture,of brovi and blue clay found all the way d9vri. Some seepage on
sides and.at.the 'bottom.
HOLE NO. 2
Midway•in project on high ground, left side of R.O.W. opposite Lot No.3. Depth 11 'ft.
Same as Hole No. 1 as to clay, after the first few feet of loan, clay found down
to bottom. This hole dry.
HOLE NO. 3
Left side of R.O.W., 150 ft. from south end of project, opposite Lot No. 4 in
vicinity of proposed leaching basin system here. Typical with Holes -2 aryl 3 as
to clay. -Depth of .12 ft.
After topsoil, loam and. some gravel in 1st 4 ft., clay. was found down to bottom.
Seepage at bottom in this hole.
Based on the clay strata found in holes No. 1 and No. 3, the leaching basin
systems shown on plan and profile dated 5-12-77 will not be workable.

I made a field inspection at this project on January 13, 1980. Nay last visit to this
subdivision was on May 21, 1979 when test pits were excavated todetermine existing con- .
ditions for installation of drainage structures. At that time the clearing had been done
and a very minor amount of grading.
As of today there is .no change." I could see no indication of any additional work.

Dear Mr. Wickham:
In accordance with your request the staff has examined the proposed subdivision
layout for an 8.66± acre tract reputedly owned by Harold Reese and offer the follow-
ing comments on the map for your use.
The proposed layout relative to County, State, and Federal roadg, properties and
proposals is considered to be satisfactory.
We have noted that there is no tie distance to the nearest intersection shown
on the preliminary map. This should be indicated on the final map. In addition,
there appears to be a low, swampy area in the northwest corner of the tract which is
not shown on the topo.
Since Sound View Avenue will undoubtedly become a major town collector road
serving the area when it becomes developed, it is suggested that vehicular access to
Lots 1 and 8 be restricted to the proposed street to help preserve the traffic carry-
ing capacity of the road.
Staff comments on a preliminary map do not constitute a review of the map by
the Suffolk County Planning Commission. When the map has been finalized it should
be referred to the Commission for review pursuant to Section 1333 of the Suffolk
County Charter.

Dear Ray:
In behalf of 1,r. Harold Reese, I am writing in request
of some decision on the drainage requirements for his proposed
subdivision known as "Sterling Forest" at Southold.
We have

well as for revising the profile of the proposed road through the
subdivision. The latter we have conformed to as per the enclosed
plan, and trust that this will be acceptable as to grade. As to
the drainage arrangements, it was indicated to me by Mr. Reese
that actual test holes on the north and south ends of the premises
reveals better soil conditions than might be expected in that area
of town: namely, mainly sand and gravel at the southerly end, and
sand, gravel and loam with a trace Of clay at the northerly end.
With this information in mind, I have suggested that the leaching-

Dear Ray:
In behalf of Mr. Harold Reese, I am writing in request
of some decision on the drainage requirements for his proposed
subdivision known as "Sterling Forest" at Southold.
We have of course received the recommended plan from
Larry Tuthill for setting aside a certain area for recharge, as
well as for revising the profile of the proposed road through the
subdivision. The latter we have conformed to as per the enclosed
plan, and trust that this will be acceptable as to grade. As to
the drainage arrangements, it was indicated to me by Mr. Reese
that actual test holes on the north and south ends of the premises
reveals better soil conditions than might be expected in that area
of town: namely, mainly sand and gravel at the southerly end, and
sand, gravel and loam with a trace of clay at the northerly end.
With this information in mind, I have suggested that the leaching-
basin system as shown on the enclosed plans be adequate to take
care of the run-off expected from the areas involved.

On December 6 1976 gars, --
Gary McClain appeared before
the Southold,: Town Planning Board regarding a subdivision of
property on Soundview Avenue, Southold. She requested that
the information given her be forwarded directly to you.
She mistakenly thought that Pinecrest Dunes could be mid
considered a; park and Playground for the subdivision.
This is not so. Five per Cent of the property must be set -
aside for drainage, park and playground, and roads. The -
alternative is to come in for a minor subdivision of four
lots. It will be necessary that contours be shown on the map
and the property within 300 feet of the perimeter.
The Planning Board also asked her about the status of > "�
the 100 foot::turnaround in Harbor Lights which has not been
completed. Could you enlighten us on this matter?
