RECEIVED AUG ~ 8 "i981 MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OF THE FISHERS ISLAND FERRY DISTRICT August 20, 1981 In accordance with Section 10 of a Special Act of the New York State Ligislature (Laws of N.Y., 1947, Chapter 699) !, creating the Fishers Island Ferry District, a public n~~r- ing on estimated revenues and expenditures for the fiscal period January 1, 1982 through December 31, 1982 was held at 6:30 p.m., August 20, 1981 at the Fishers Island School, Fishers Island, New York. Present at the hearing were Commissioners Reynolds duPont, Jr., Raymond F. Doyen, Rich- ard S. Baker, John C. Evans, and Raymond W. Edwards, Jr. TDWIl CI8!K SouthiJrd The meeting was called to order at 6:30 p.m. by the Chair_ man of the Board of Commissioners, Reynolds duPont, Jr. Mr. duPont gave an initial explanation of the purpose of the meeting - that the proposed budget for the fiscal year 1982 was to be made public at this time; that only items re- lating to the budget were to-be discussed from the floor during the formal proceedings; that the final decision for acceptance of the budget rests with the Board of Com- missioners; that upon conclusion of the formal proceedings the meeting would be opened for general discussion of items relating to the operation of the Ferry District. The operating budget for the fiscal period as specified in paragraph 1 above was read line by line, inclUding breakdowns of certain categories, by the Secretary. Time was allowed for questions and discussion from the floor on all items presented therein. At the end of the reading, there being no objections to the bUdget as presented, Chairman duPont stated that he would entertain a motion that the budget be accepted. ~~ove,.i by Commissioner Baker and seconded by Com- missioner Evans THAT the Operating Budget for the period January 1, 1982 through December 31, 1982 be accepted as read. Ayes: Commissioner duPont, Commissioner Doyen, Commissioner Baker, Commissioner Evans, Commissioner Edwards. Nays: None. Motion duly adopted. Other business conducted by the Board of Commissioners is as follows: Moved by Commissioner Baker and seconded by Commissioner Doyen THAT Reynolds duPont, Jr. Be reelected Chairman of the Board of Commissioners for a term of one year. Ayes: Commissioner Doyen, Commissioner Baker, Commissioner Evans, Commissioner Edwards. Abstain: Commissioner duPont. Motion duly adopted. '-',,;.,- . 0I:t' l'" ~. ~ - - :I: August 20, 1981 (Continued) WHEREAS, on or about August 10, 1981, M!V MUNNATAWKET suffered an engineering casualty when the clutch-reduction geas assem- bly on the port main engine failed; and WHEREAS, M!V MUNNATAWKET requires the services of both main engines for optimum performance and safe navigation of the vessel; and WHEREAS, Thames Shipyard and Repair Co. of New London, Conn. is available to make timely and expeditious repairs. THEREFORE BE IT RESOLVED that the Board of Commissioners de- clares that emergency repairs are required for purposes of safety, and BE IT FURTHER RESOLVED that the Board of Commissioners re- quests the concurrence of the Town Board of the Town of Southold in its declaration of necessary emergency repairs and making of said repairs by Thames Shipyard and Repair Co. of New London, Conn. Vote of the Board of Commissioners: Ayes: Commissioner du- Pont, Commissioner Doyen, Commissioner Baker, Commissioner Evans, Commissioner Edwards. Nays: None. Resolution duly adopted. Upon completion of the formalities concerning the budget and other matters of business, an informal discussion and question and answer session was conducted with those persOqS present. Due to the limited attendance, the only items dis- cussed were vessel scheduling and reinstatement of the re- duced fare round trip leaving Fishers Island only.
