Minutes of the Meeting
of the
Board of Commissioners
of the
Fishers Island Ferry District
May 10, 1982
A special meeting of the Board of Commissioners of the Pish-
ers Island Ferry District was called by the Chairman at l:OO
p.m. in the office of the Ferry District for the purpose of
reviewing bids received May 4, 1982 for the Fishers Island
Capital Project. Present were Commissioners duPont, DOYen,
and Baker. Absent Commissioner Evans. Also present were
Lawrence Bentley of DiCesare-Bentley Engineers, Inc., John
Appelt representing the Ferry District, Sherman Glass of the
NYS Department of Transportation, Town Attorney Robert Tasker,
and Justic Ray Edwards.
After a review of the bids received on May 4, 1982, Mr. ~e~t-
ley, the project engineer, recommended to the Board of Commis-
sioners that the contract be awarded to Whaling City Dredge &
Dockc:orp. of Groton, CT per it-s bid of $219,300.00.

The following resolution was passed by the Board of Commissioners:
Moved by Commissioner Baker, Seconded by Commissioner Doyen,
WHEREAS, on April 1, 1982, the Fishers Island Ferry Dis-
trict aqvertised for bids for making dock repairs and constr-
uction of a new ferry ramp at its Fishers Island Terminal
(known as the Fishers Island Capital Project); and
WHEREAS, on May 4, 1982, bids were received and opened at
2:00 p.m. in the Office of the Ferry District as follows:

WHEREAS Whaling City Dredge & Dock Corp., Groton, CT ha!;
been determined to be the low bidder and a responsible bidder
THEREFORE BE IT RESOLVED that the bid of Whaling City
Dredge & Dock Corp. be accepted, and that the Fishers Is.
land Ferry District enter into a contract with Whalin9 CitY
Dredge & Dock Corp. for completion of all work i:lS specified,
or indici:lted in the contri:lct docUments
And BE IT FURTHER RESOLVED that the Town Board of the
Town of South old approve of the action of the Board of Com-
~i!;sioners and authorize it to enter into a contri:lct with
Whaling City Dredge & Dock Corp. per its bid of $219,300.00.
Vote of the Board of Commissioners: Ayes: Commissioner du-
Pont, Commissioner Doyen, Commissioner Baker. Nays: NOne.
Absent: Commissioner Evans.
In other matters, Mr. Bentley ~tated thi:lt he would provide a
verified tabulation of bid results. Mr. Tasker stated that
proper bidding procedures had been followed and would provide
the Ferry District with certification of same. Mr. Gla!;s
d,iscussed record keeping requirements for Capiti:ll Gri:lnt Pro-
jects stressing the necessity for completeness in order to
stand the test of i:ln audit.
The Manager was instructed to formally notify Whaling City
Dredge & Dock Corp. of the Districtls acceptance in the fO.r:m
of the Owner's notice of award. Accepti:lnce is conditioned
upon approval from the Town of South old and the NYs Department
of Transportation. .
