There was then raised the question of a reduced rate rounl!

missioner dupont explained that the Board OfCOmlllissioners
did not.favor such a plan'as we are alreadY a deficit oper-
ation supported by' taxes and that revenue losses would h,ave
.. to necessa;rily pe made up by increased tax levies.:It 1$

misuse and abuse. An inquiry was made to the effect that.
