FISHERS MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OJ,' THE ISLAND FERRY DISTRICT Oct. 5, 1972 A special meeting of the Board of commissioners was called by the Chairman and held in the office of the Ferry District Oct. 5, 1972 at 7:00 P.M. Present were Commissioners Baldwin, Doyen, Edmonds and W. C. Sinclair, Mgr.-Sec. Commissioners Morell and Foyle were absent. The Minutes of the Meetings held Aug. I, Aug. 17, Sept. 11, 1972 were read and approved as read.General'" / discussion ensued on the Chairmanship. Chairman Baldwin said he has to go back for an operation. He asked Comm. Doyen if he would fill in. Chairman Baldwin with the consent of the other Board members present then appointed CClIlI1I. Doyen acting chairman until such time as this can be brought before the ~ull Board of Commissioners. General discussion then ensued on the Theatre operation. Comm. Doyen made a motion which was seconded by Comm. Edmonds that the MarineCoverages for the Mystic Isle and the Olinda be renewed with Marsh & McLennan "Inc. as quoted. Motion unanimously carried. The Manager reported on the dock damage at the Fishers Island Pier. He said he had reported it to the insurance people. General discussion ensued on the parking lot in New London. Comm. Doyen suggested that when we change rates we open the parking lot for perimeter parking and only for Friday - saturday and Sunday overnight parking. When the perimeter is filled close the lot off. The Board agreed with this. The Manager reported on his conversation with Supervisor Martocchia relative to the budget. It was agreed that $16,000 was to be placed on the budget and be dedutted from the excess expend1tures as unexpended surplus of 1972. The Manager read a letter from the Fairbanks Motion Picture Service dated Oct. 21, "1972 in which a new roll up screen for the theatre would cost $850 installed. The letter also stated that the original screen was damaged to the extent of $350.00. The Board of Commissioners accepted this quotation of $850 for the screen and directed the manager to order same and have it installed next spring. In regard to the damaged screen the Manager 'Nas directed to write Mrs. Kelsey and have the responsible parties pay for the $350 damaged screen. The Board directed the Managar to post notices and have newspaper publication of a hearillg to be held Oct. 25, 1972 on the :"ac~r of leasing Building #383 to william Faulkner of Fishers Island, N.Y. General discussion then ensued on getting the Mystic Isle and the M/V Olinda hauled and to get the necessary notices ~t and the specifications drawn up. The Manager was also authorized to put bids out for a new engine for the r:ystic Isle. The Board also authorized the Manager to institute the round trips reservations for automobiles when the rates change. Motion by Comm. Doyen and seconded by Comm. Edmonds that the outstanding obligations of the Ferry District for September 1972 in the amount of S19,447.50 be paid. Motion unanimously carried. The Town Board also was to be informed that there is $15,000 in the 1971 budget which was allocated for an operational survey which was never used. It is tQe desire of the Commissioners to purchase a new engine with tiis money. COIlIlI. Doyen discussed his conversation with Mr Tasker in which.,the bonding iAdebtedness should be changed to bring it up to at least $500,000 and also change the fees of the Board of Commissioners.
