MINUTES OF THE MEETING
OF THE
BOARD OF COMMISSIONERS
OF THE
FISHERS ISLAND FERRY DISTRICT
Dec. 23, 1971
A special meeting of the B~d of Commissioners WjS called by the Chairman
Dec. 23, 1971 at 9:00 A.M. in the office of the Ferry District. Present
were C~issioners Baldwin, Doyen, Morrell, Mr. Robert Tasker, Attorney
and W. C. Sinclair, Mgr.-Sec. General discussion then ensued on the
proposed operating contract for the ferries. Chairman Baldwin stated
that the M/V Olinda would he substi':uted for the Mystic Isle on the
first trip Sundays. The Olinda would work a five day week and its hours
would not exceed 8 hours per day. Discussion ensued on work on the
Mystic Isle. Chairman Baldwin stated that certain work should be the
obligation of the Contractor. Normal maintenance work was discussed
which is the operators responsibility. General discussion ensued on
the District doing that painting which would be considered as over and
above normal maintenance. Comm. Morell suggested a monthly report on
any any painting and repairs which should be accomplished. Chairman
Baldwin reported on the use of the Olinda while the other men are still
working on the Mystic Isle. Comm. Doyen stated that the Olinda is on a
five month operation and the other months it should with no maintenance
provided for specifically in the Contract. He felt that the maintenance
should be put on a 12 month basis. Chairman Baldwin stated that the
operation of the M/V Olinda should be June 1 through and including October
31st. He said he would still like the Olinda operated from the Island.
The Manager spoke on the results of the sandblasting of the Mystic Isle
and stated that in quite a few areas the sand blasting had broken
through the metal requiring rpplacements of steel in those areas. Mr.
Tasker then spoke on various aspects of the Ferry District Act. He suggested
raising the limits of borrowing to $200,000 and also changing the
interpretation of the act whereby it prescribes only bonds to payoff a
new vessel. The Board of Commissioners suggested that the fees of the
Commissioners be changed to make them more realistic. Chairman Baldwin
asked Mr. Tasker if the D~strict could operate on its own. Mr. Tasker
said the Town would turn it over to the Commissioners but lac~ Jf action
by the residents of Fishers Island at the annual meeting leaves much
to the imagination. Motion made to adjourn and unanimously carried
at 10:45 P.M.
