A special meeting of the Board of Commissioners was called by the Chairman
and held in the office of the Ferry District Dec. 13, 1971 at 12:30 P.M.
Present were Commissioners Baldwin, Edmonds, Morell, Foyle, Doyen and W. C.
Sinclair, Mgr.-Sec., and Alfred S. Bicknell operator. Chairman Baldwin
proceeded to read the current operating contract for the ferries. C.pt.
Bicknell suggested that the Olinda be operated from the 1st of June to
OcWdber 31, for the term of the Contract. The Board agreed with this.
Chairman Baldwin spoke on the 12 hour day. Capt. Bicknell stated that
we are lucky to have men work 12 hours per day. He quoted comparable rates
from other vessels and what they get for just working on weekends. Comm.
Doyen asked when do we run over the 12 hour day. Bicknell said on Fridays.
Capt. Bicknell says some of the existing practices does not conform to the
Fair Labor Practices. Bicknell s~gested that the Olinda runs the first
trip on Sundays to relieve the men and also to conform with Fair Labor
practices. ; Comm. Doyen said if we had excess cars to leave Fishers Island
then we would be in trouble. He suggested reservations for Sunday then
nobody would be disappointed and that this would give the men a break.
He asked Capt. Bicknell if on both Friday and Sunday they utilize the full
12 hours: Capt. Bicknell said yes, and added that you have to pay a man
1 hour before and 1 hour after work which makes it b7elve hours. ',.ith

above the guard rail the District agreed that this could be done by the
District., It was noted that in the compartments if inspections noted
that any repairs were need then the vessel would be withdr<:!wn from service
and repairs made. General discussion then ensued on freioht handlers and
the terminology thereon. Capt. Bicknell then spoke on the fact that
. freight handlers are not stevedores and we tetter leave it that way.
Comm. Baldwin wanted to know i5 we built an unloading ramp would it solve
the problem for heavy itellls. General 'Hscussion ensued. Comm. Doyen
believes it is the responsibility of the Contractor and the terminology
of freight handlers should remain as is. 'General discussion then ensued
on Cargo. Capt. Bicknell said it is ~uite a liability for freight to
be open to the public. Cleanliness of the vessels'~as then discussed.
It was noted and agreed that the Federal Long Shoremens Insurance would
have to stay in the contract. Comm. Doyen felt that the clause covering
relief vessels should stay in to protect both parties. The Bond requirement
would also stay in as required. The M!V Olinda was to be maintained
by the Contractor for the lengtL <:if the contract. It was suggested that
an esculator clause be put in the contract. The Manager stated that
the Town Attorney disagreed with this. General discussion ensued on
handling freight on Sundays and holidays. Relative to the shipyard work
it was agreed that the Olinda would also make every monday and wednesday
noon trip and others if business warranted it. Motion made to adjourn
and unanimously carried at 3:00 P.M.
