have been completed. I therefore respectfully request to be released from the
performance bond in the amount of $19, 000. 00.
I further wish to advise you that since the dissolution of Bleecker Construction Co. ,
Inc, in the spring of last year, title to the remaining property together with all
responsibilities was transferred to me individually.
Pending release from the bond and acceptance by the Town of Southold it is my
intention to offer the streets in the subdivision for dedication to the Town.

Gentlemen:
This is to inform you that the following action was taken
by the Southold Town Planning Board at an Executive Meeting on
March 18, 1974.
On motion made by Mr. Raynor, seconded by Mr. Moisa, it was
RESOLVED that a letter be written to Young & Young, Surveyors,
informing them that they should update the survey of Willow Point
Estates, Southold, to show the exact location of the three
drainage pipes and the location of the original easements.

Dear Sir:
I inspected the roads in Willow Point Estates and found that the
repairs called for in my letter No. 103 dated April 23, 1973 had been
accomplished. The roads are now in good condition and are in need of
no repairs.
The amount of drainage seems to be adequate; however, the
location of the drainage pipes presents a problem. A Young and Young
survey of November 26, 1973 shows the drainage pipe between lots 15
and 16 to be almost completely on lot 15 rather than in the original
ten foot easement. According to Mr. George Stankavich, lawyer for
Mr. John Szela, the owner of lot 15, this discrepancy was never revealed
to him until after the purchase of the parcel had been consumated.
(Van Tuyl survey of August 23, 1973 for John Szala does not show the
drainage pipe.) Mr. Stankavich states that his client will not grant
an easement to encompass this pipe.
In addition, if existing surveyor's marks are true, the pipe
between lots 20 and 21 is not in the easement but on lot 21.
It is recommended that the Young and Young survey be updated to
show the exact location of the three drainage pipes and the location
of the original easements. A statement to the effect that the drainage
pipes are shown in their true locations should appear on the survey.

I am in receipt of your letter of Se ptember 21 and can appreciate your
concern in connection with the completion of the improvements at the Willow
Point subdivision.
The only remaining work envolves a slmght widening of the paved section of
the north side of Budd's Pond Road at lots nos. 6 through g. This work was
given out to the contractor , Paul Corrazini, last June and inspite of constant
prodding on my part had not been completed as of the date of your letter.
The subgrade for the widening has now been prepared and Mr. Corazini has promised
me that the final stone and oilmng will be completed this week. I regret very
much for the delay in the completion of this work and wish to assure the Board
that I will make every effort to insure its completion at the earliest possible
date.

Re. Willow Point Estates
Southold.
On May 30th 1972 I inspected the work of your contractor,
Mr. Latham, to correct the alignment of Budd's Pond Road in con—
formity with my report dated January 27, 1972. Ori June 1, 1972, I
visited the project together with Mr. Raymond Dean to inspect tile
road bed material riliich had been scarified by Mr. Latham. As a re—
sult of our observations, you are directed herewith to perform the
following work in or%er to make the road alignment conform with the
approved map.
1. — U011UMent9 shall be installed at the property line,
intersections with the lot lines of Lots # 4,5,6,7,8 and 9.
2.— Stakes shall be located at a distance of 13 feet along
the prolongation of the lot lines to establish the new boundary of
the road section.
3.— `Phe soil between the existing road section and the new
road section boundary line shall be removed to a depth of six inches
and replaced with clean sandy loam. Phis material shall then be
processed in accordance with Section 12 of Specifications.
4.— Stales shall be located at a distance of 8 feet along
tile prolongation of t..e lot lines to establish the shoulder boundary
line. Tile shoulde, area stall Bien be processed in accordance with
section 13 of Specifications.

held on February 7, 1972:
"IT WAS RESOLVED that the Southold Town Planning Board
recommend to the Superintendent of Highways that the require-
ment for the road to be centered in the bounds of the highway
be waivered in the subdivision "Willow Point" located off
south side of Main Road and east side of Bay Home Road,
Southold, N.Y.
It appears that the road was laid out in the wrong
Position and we feel that there would be no need of the
additional time consuming effort and expense to re -locate
the road as it is only a local traffic street.

On January 17, 19729 I inspected subject project to observe the
state of the road condition for the purpose of releasing the Bond. The
following report is submitted herewith.
1. The highway Section on Budd's Pond Road, does not appear to
be centered in the bounds of the highway. At Lot 6 there is a minu-
ment located 18 feet North of the highway section and diredtly opposite
on Lot 15 there is a monument located only 3 feet south of the road
section.
2. At Lots 6 and 15 on Budd's Pond Road, the shoulder area has
not been graded down to a slope of 1 on 2.
3. There are no monuments on the turnaround on Budd's Pond Rd.

In reply to your letter of November 29, 1971, I wish to advise you that all
work required to complete the above subdivision has been done with the
following exceptions:
1. Replacing missing monuments on both sides
of streets.
2. Completing repair of two excavations across
Willow Point Road done by lot owners.
Orders for taking care of the above items were given last September and I
shall continue to keep after the contractors until they are cleared up which
should be within two weeks.
As soon as the above are completed I shall make formal application to the

Gentlemen:
We are in receipt of your letter of October 1, 1969 relative
to the above subdivision.
At this time both water mains are in place. Willow Point Road
is complete except for final seal coat. Budd's Pond Road was
recently stabilized and due to the waiting period required it
will not be possible to complete the final surfacing until
next spring. There have not been any houses constructed on
Budd's Pond Road to date.
We were unaware that the period of time granted for the comp=
letion of the improvements had expired and we respectfully
request an extension of eight months. This would allow ample
time for the completion of all improvements required.
We trust that the Board will see fit to grant this extension
and refrain from notifying the bonding company at this time.

HIGHWAY SPECIFICATIONS
TOWN OP SOUTHOLD
Any person or persons desirous of dedicating land for town
highway purposes shall be required to file three (3) prints of
the proposed layout of such highway with the Planning Board of
the Town of Southold. The Planning Board shall examine such
Prints and prepare a written report thereon, containing its
recommendations concerning the proposed layout, and file the
same with the Southold Town Board together with one print of
the proposed layout. The Planning Board shall retain one print
for its files and shall return one print to the applicant.
Thereafter, the Town Board shall approve or disapprove such
layout and so advise the Planning Board and the applicant .
After such proposed layout has been approved by the
Southold Town Board, the following specifications shall be
complied withs-
1. Any person or persons desiring to dedicate real estate
to the Town of Southold for highway purposes must execute and
submit to the Town Board the following: -
a. A duly acknowledged dedication and release,
together with the required County Clerk's recording fees.
b. Proposed consent to the Town Board.
c. Proposed order of the Superintendent.
d. A survey map of the property.
S. An Attorney's certificate of title and an abstract
Of title certified to the Town Board by an Attorney or a $2,000.
title policy issued in the name of the Town of Southold.
f. A bargain and sale deed with covenant against
grantor's acts in the proper form for recording in the County
Clerk's Office, together with the recording fees.
The foregoing six documents shall be fastened together in
one folder and the dedication and release shall include the
signatures of all fee owners, easement owners, mortgages and so
forth, and the Attorney's certificate shall certify to such.
2. All highways accepted by the Town as Town Highways
must be at least fifty (50) feet in widths such width shall
hereinafter be known as the bounds of the highway.
3. All proposed highways shall be properly surveyed,
monumented with concrete monuments on all points, curves and
intersections, with maps showing a profile at an appropriate
scale, cross-section of highway, name of highway, name of all
adjacent owners, if any, drainage rights of way or leaching
areas, width and length of highway, scale of map shall not be
more than 1" to 2001. An additional survey map of the property
other than the one in the folder shall also be submitted.
4. All highways terminating at tidewater shall have a width
Of not less than 100' back from the mean high water mark. All
highways on water front property must have the same access to the
water as above required.
5. All dead-end highways must have a width of not less than
100' for a distance of 100' back from the dead-end to provide for
a turnaround all of which must be free from trees, bushes,and
stumps.
6. The name of such highways may be proposed by the owner
or owners of property dedicating such highways but the name of
such highways shall be subject to the approval of the Town Board.
7. A width of thirty-four (34) feet shall be hereinafter
known as the highway area from which all trees, brush, rocks,

13. On both sides of the oiled surface or road section of
the highway area, there shall be a five foot shoulder which shall
be graded, shaped, rolled and free from all debris of all kind.
14, Before any highway shall be accepted by the Town of
Southold as a town highway by dedication, the assessed value of
the buildings and structures on the land on both aides of such
highway (as shown on the current tax roll of the Town of Southo;
shall have an assessed value of not less than forty thousand
($40,000.00) dollars Perfnile or proportioned at that rate if
more or less than a mile.

15. Where it is necessary to have a drainage area located
beyond the fifty (50) foot bounds of the highway, fee title to
such area shall be conveyed to the Town of Southold together with
the necessary land to connect such area to the bounds of the
highway, corrugated pipe having a minimum diameter of eighteen
(18) inches extending from the drainage area to the bounds of
the highway shall be installed with clean out boxes at one hundre
fifty (150) foot intervals.
16. Sidewalks shall be a standard four foot in width, four
inches thick except in driveways where they must be not less than
six inches thick. All curbs and gutters to be built to standard
forms as may be directed by the Superintendent of Highways, on
existing Town Highways the Tann will furnish the necessary
engineering, grading, fill and labor; the property owner or owners
shall furnish the necessary ready mixed concrete and shall delive3
suchconcrete to the site as directed by the Superintendent of
Highways. The amount of sidewalk construction throughout the
Town shall be determined by the Town Board.
17. Whenever in the opinion of the Superintendent of
Highways he feels that for the best interest of the Town, alterati
or modifications should be made to the above specifications,
rules and regulations, such alterations or modifications may
be made on the recommendation of the Superintendent of Highways
to and with the approval of the Town Board.
These specifications shall be effective on and after the
24th day of February, 1966.

HIGHWAY SPECIFICATIONS
TOWN OF SOLPMOLD
Any person or persons desirous of dedicating land for town
highway purposes shall be required to file three (3) prints of
the proposed layout of such highway with the Planning Board of
the Town of Southold. The Planning Board shall examine such
prints and prepare a written report thereon, containing its
recommendations concerning the proposed layout, and file the
same with the Southold Town Board together with one print of
the proposed layout. The Planning Board shall retain one print
for its files and shall return one print to the applicant.
Thereafter, the Town Board shall approve or disapprove such
layout and so advise the Planning Board and the applicant .
After such proposed layout has been approved by the
Southold Town Board, the following specifications shall be
complied with: -
1. Any person or persons desiring to dedicate real estate
to the Town of Southold for highway purposes must execute and
submit to the Town Board the following: -
a. A duly acknowledged dedication and release,
together with the required County Clerk's recording fees.
b. Proposed consent to the Town Board.
c. Proposed order of the Superintendent.
d. A survey map of the property.
e. An Attorney's certificate of title and an abstract
of title certified to the Town Board by an Attorney or a $2,000.
title policy issued in the name of the Town of Southold.
f. A bargain and sale deed with covenant against
grantor's acts in the proper form for recording in the County
Clerk's Office, together with the recording fees.
The foregoing six documents shall be fastened together in
one folder and the dedication and release shall include the
signatures of all fee owners, easement owners, mortgages and so
forth, and the Attorney's certificate shall certify to such.
2. All highways accepted by the Town as Town Highways
must be at least fifty (50) feet in widths such width shall
hereinafter be known as the bounds of the highway.
3. All proposed highways shall be properly surveyed,
monumented with concrete monuments on all points, curves and
intersections, with maps showing a profile at an appropriate
scale, cross-section of highway, name of highway, name of all
adjacent owners, if any, drainage rights of way or leaching
areas, width and length of highway, scale of map shall not be
more than 1" to 200'. An additional survey map of the property

other than the one in the folder shall also be submitted.
4. All highways terminating at tidewater shall have a width
of not less than 100' back from the mean high water mark. All
highways on water front property must have the same access to the
water as above required.
5. All dead-end highways must have a width of not less than
100' for a distance of 100' back from the dead-end to provide for
a turnaround all of which must be free from trees, bushes,and
stumps.
6. The name of such highways may be proposed by the owner
or owners of property dedicating such highways but the name of
such highways shall be subject to the approval of the Town Board.
7. A width of thirty-four (34) feet shall be hereinafter
known as the highway area from which all trees, brush, rocks,
stumps and other obstructions shall be thoroughly cleared and
all such material shall be removed from the bounds of the highway.
