COUNCILMAN WICKHAM: NOTICE IS HEREBY GIVEN that pursuant to the
provisions of Chapter 59 (Open Space Preservation) and Chapter 6 (2% Community
Preservation Fund) ofthe Town Code, the Town Board of the Town of South old hereby
sets Tuesdav. April 25. 2006. at 5:00 p.m.. Southold Town Hall. 53095 Main Road.
Southold. New York as the time and place for a public hearinl! for the purchase of
open space on property owned bv Carla A. Carroll. Said property is identified as
SCTM #1000-53-3-2. The address is 1900 Pipes Neck Road, Greenport, New York, and
is located on the southwesterly side of Pipes Neck Road approximately 881 feet from the
intersection of Pipes Neck Road and State Route 25 in Greenport in an R-80 zoning
district. The proposed acquisition is for open space and is approximately 11.0 acres
(subject to survey) that borders on Pipes Creek.
The proposed acquisition is for fee title to the entire open space parcel. The purchase
price is $637,500.00 (six hundred thirty-seven thousand five hundred dollars).
The property is listed on the Town's Community Preservation Project Plan as property
that should be preserved and falls under multiple purposes of the Community
Preservation Project Plan, including, but not limited to, preservation and protection of
open spaces and scenic values, protection of wetlands, and undeveloped shorelines, and
protection of unique and threatened ecological areas.
The subject property is within the Pipes Cove area. The Town has identified the Pipes
Cove area as a priority area for preservation as this area is one of the few remaining
undeveloped areas of critical wetlands in the Peconic Bay Estuary.
As per Chapter 87 (Transfer of Development Rights) of the Code of the Town of
Southold, Section 87-5, one (1) Sanitary Flow Credit is available from this purchase.
FURTHER NOTICE is hereby given that a more detailed description of the above
mentioned parcel ofland is on file in Land Preservation Department, Southold Town Hall
Annex, 54375 Route 25, Southold, New York, and may be examined by any interested
person during business hours.
COUNCILMAN WICKHAM: This notice has appeared on the Town Clerk's bulletin
board outside in the hall, it has also appeared as a legal in the Suffolk Times newspaper
and I believe that is all the information I have on this.

SUPERVISOR RUSSELL: Thank you. Would anyone like to comment on this
acquisition?
MELISSA SPIRO, LAND PRESERVATION COORDINATOR: Melissa Spiro, Land
Preservation Coordinator. As noted, this is an open space purchase. The Town will
eventually be purchasing this as an environmentally sensitive parcel in the Pipes Cove
area. The map is kind of busy and I am sorry you can't really see it but this whole area is
generally our target area. All the parcels in green are already preserved and the red
parcels are the parcels that we would like to preserve and they are our focus area as we
try preserve in the Pipes Cove area. The Carroll piece is right here. It is located on the
end of Pipes Neck Road and we actually now own and once we close on this, we will
own together with the county, everything on the west side of Pipes Neck Road. So once
you turn from Main Road on to Pipes Neck, the county and the Town own the
environmentally sensitive wetlands to the north side of the railroad tracks and with the
Carroll acquisition, we will own everything from the south side of the railroad tracks.
The Carroll parcel fronts on Pipes Creek, it has got actually quite a bit of frontage on the
Pipes Creek area. As you can tell from the map, sorry to those of you that can't see it;
but it really fits right into our whole focus area in the Pipes Neck area. The town hired
the Nature Conservancy a couple of years ago to work together to facilitate some of the
preservation efforts in this area and I would really like to thank Randy Parsons, who has
done a lot of work for the Town in this area and has been the facilitator on this project
with the Carroll family. The Committee is really enthusiastic about this project, they
recommend that the Town Board proceed with the approval of it. I thank the landowner,
of course, as I always do for joining with the Town in our land preservation efforts. We
hope to close actually, very soon on this one. Weare hoping to close it by the end of
May, if not, in early June and I think that is all I have to say.

JOAN EGAN: Joan Egan, East Marion. I am all for the Town, you know, preserving
wetlands and as I always say, I worry about what will happen later on. I think the Town
has too many things, too much land in their name. And I know you'll all tell me it will be
preserved and nobody will ever change it and I don't believe that. I truly don't. So, let's
hope for the best. Thank you.

tion is for open space and is approxi-
mately 11.0 acres (subject to survey)
that borders on Pipes Creek.
The proposed acquisition is for fee
title to the entire open space parceL The
purchase price is $637,500.00 (six hun-
dred thirty~seven thousand five hun-
dred dollars).
The property is listed on the Town's
Community Preservation Project Plan
as property that should be preserved
and falls under multiple purposes of the
Community Preservation Project Plan,
including, but not limited to, preserva-
tion and protection of open spaces and
scenic values, protection of wetlands,
and undeveloped shorelines, and pro-
tection of unique and threatened eco-
logical areas.
The subject property is within the
Pipes Cove area. The Town has identi-
fied the Pipes Cove area as a priority
area for preservation as this area is one
of the few remaining undeveloped areas
of critical wetlands in the Peconic Bay
Estuary.
