A meeting of the South old Town Conservation Advisory Council was held Mon., July 17,
2006 in the Conference Room at Southold Town Hall.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM
CHAIRMAN'S ANNOUNCEMENTS
REPORTS
The CAC discussed the 2007 Budget and submitted their requests for consideration to the
Town Clerk's office.
Chairman Don Wilder and Member Peter Young volunteered to join the Natural Resource
Management and Stewardship Working Group for Town Owned Open Space Properties
committee.

Member Jack McGreevy will represent the CAC at the LWRP Committee meeting
scheduled for July 20, 2006.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by Don Wilder, to Approve the Minutes of June 14,
2006.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the South old Town Board ofTrustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of JOHN & MARIE SHACK to construct
an extension to connect existing residence to detached garage and add a second floor.
Located: 1265 Shore Dr., Greenport. SCTM#47-2-26.1
The CAC recommends Approval of the application with the Condition drywells and gutters
are installed to contain the roof run-off, a 20' non-turf buffer is installed, and replacement
of the trees that will be taken down. The CAC also recommends the Trustees address the
asbestos siding on the dwelling and review the alignment with the neighboring houses.
Vote of Council: Ayes: All
Motion Carried
ROBERT T. NOYES to repair/replace the existing deck and repair/enhance stone slope
for erosion control.
Located: East End Rd., Fishers Island. SCTM#3-2-1
The CAC did not make an inspection, therefore no recommendation was made.
MICHAEL & SUSAN JEFFRIES to demolish the existing dwelling and construct a new
dwelling, abandon the existing sanitary system and install a new sanitary system.
Located: Private Rd., Fishers Island. SCTM#1-2-11
The CAC did not make an inspection, therefore no recommendation was made.
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of RAYMOND R. RAMONDI to
reconstruct in-place 377' of timber bulkheading, 43' timber groin, 4'X 51' fixed dock, 3'X 3'
steps, 3'X 2' steps, and 4'X 5' beach access stairs and to dredge the existing 51'X 22' slip
to -4' ALW. The resultant spoil (145 cy. sand) shall be used to backfill the reconstructed

bulkhead as needed and any remaining spoil shall be trucked to an upland site for
disposal.
Located: 1150 Mason Dr., Cutchogue. SCTM#104-7-6
The CAC recommends Approval of the application with the Condition the wetlands on the
seaward side of the bulkhead are restored and a 20' non-turf buffer is installed landward
of the bulkhead. The CAC questions the need for the groin.

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of ERNEST SCHNEIDER to construct a
4'X 6' ramp onto a 4'X 10' fixed dock with a 32"X 16' seasonal aluminum ramp onto a 6'X
20' seasonal floating dock secured by 2-6" dia. pilings. Install two 2-pile mooring pilings.
Install a 4' wide woodchip or stone path through buffer area.
Located: 1015 Lakeside Dr., Southold. SCTM#90-4-5.1
The CAC recommends Approval of the application with the Condition a raised fiberglass
catwalk path is installed and the float is not stored on the wetlands. The seaward end of
the floating dock was not staked and the CAC questions the location of the channel.

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH A
CONDITION of the Wetland Permit application of PETER A. COOPER to remove the
timber sheathing (125 linear ft.) from the existing timber bulkhead and replace with vinyl
sheathing, as well as timber top and bottom stringers (6"X 6"), timber top followers (3"X
6"), a timber top cap (2"X 18" - 24") and helical screws to stabilize the bulkhead in lieu of
a typical deadman system. The existing timber pilings (23 total) will be utilized.

The CAC recommends Approval of the application with the Cond ition of a 10' non-tu rf
buffer.

CONDITION of the Wetland Permit application of ANNE SUCHER to remove and replace
(in-place) approx. 139 linear ft. of existing timber bulkhead with vinyl bulkhead.
Incidentally dredge (to recover lost backfill) approx. 25 cy. sand from area up to 10' off
bulkhead (to max. depth of -4' ALW) and use spoil for backfill landward of bulkhead.
Remove and replace (in-kindlin-place) existing dockage structures, including a 5'X 6'
cantilevered deck, 3'X 12' ramp, and 6'X 40' float.
Located: 545 Dawn Dr., Greenport. SCTM#35-5-18
The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer.

CONDITION of the Wetland Permit application of MAURICE JEZO to remove and replace
(in-place) approx. 97 linear ft. of existing timber bulkhead with vinyl bulkhead. Incidentally
dredge (to recover lost backfill) approx. 25 cy. sand from area up to 10' off bulkhead (to
max. depth of -4' ALW) and use spoil for backfill landward of bulkhead. Remove and
replace (in-kindlin-place) existing dockage structures, including (2) 6'X 20' floats.
Located: 810 Maple Lane, Greenport. SCTM#35-5-25
The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer.

CONDITION of the Wetland Permit application of ROBERT & PATRICIA MOELLER to
remove and replace (in-place) approx. 72 linear ft. of existing bulkhead with vinyl
bulkhead. Incidentally dredge (to recover lost backfill) approx. 25 cy. sand from area up to
10' off bulkhead (to max. depth of -4' ALW) and use spoil for backfill landward of
bulkhead. Remove and replace (in-kindlin-place) existing dockage structures, including a
6'X 6' cantilevered deck, 2'X 13' ramp, and 6'X 36' float.
Located: 910 Maple Lane, Greenport. SCTM#35-5-26
The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer.

and replace (in-place) approx. 79 linear ft. of existing timber bulkhead with vinyl bulkhead.
Incidentally dredge (to recover lost backfill) approx. 25 cy. sand from area up to 10' off
bulkhead (to max. depth of -4' ALW) and use spoil for backfill landward of bulkhead.
Remove and replace (in-kind/in-place) existing dockage structures, including a 4'X 5'
cantilevered deck, (2) 2'X 5' ramps, (1) 6'X 20' float and (1) 6'X 30' float.
Located: 1010 Maple Lane, Greenport. SCTM#35-5-27
The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer.

RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH A
CONDITION of the Wetland Permit application of RALPH & LUCILLE STOCKER to
remove and replace (in-place) approx. 62 linear ft. of existing timber bulkhead with vinyl
bulkhead. Incidentally dredge (to recover lost backfill) approx. 25 cy. sand from area up to
10' off bulkhead (to max. depth of -4' ALW) and use spoil for backfill landward of
bulkhead. Remove and replace (in-kind/in-place) existing dockage structures, including a
4'X 6' cantilevered deck, 3'X 16' ramp, and 6'X 40' float.
Located: 50 Snug Harbor Rd., Greenport. SCTM#35-5-28
The CAC recommends Approval of the application with the Condition of a 20' non-turf
buffer.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of JAMES REIDY to construct a 4'X 63'
catwalk to access the existing dock.
Located: 2910 Deep Hole Dr., Mattituck. SCTM#123-4-14
The CAC recommends Approval of the application with the Condition of a raised
fiberglass catwalk and the existing floating dock, which is larger than 6'X 20', is
reconstructed in accordance with the Code.

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of JAMES & EILEEN BUGLlON to
construct a 4'X 10' catwalk, 3'X 15' ramp, and 6'X 20' floating dock, elevated a min. of 4'
above the tidal wetlands and supported by (4) 6" dia. piles. The float will be supported by
(4) 6" dia. piles and the docking facility will be accessed via a 4' wide by 155' long natural
cleared path.
Located: 2520 Clearview Ave., Southold. SCTM#70-10-29.1
The CAC recommends Approval of the application with the Condition of a raised
aluminum catwalk.

HILARY PRIDGEN to remove and replace (in-place) approx. 215 linear ft. of existing
timber bulkhead with vinyl bulkhead and backfill with approx. 75 cy. clean sand fill to be
trucked in from an upland source; remove and replace existing deck landward of
bulkhead; construct in former locations (2) 4'X 5' steps to beach; and replant backfill area
(to be maintained as a min. 15' non-turf buffer landward of bulkhead) with Cape American
Beachgrass (18" on center).

The CAC did not make an inspection, therefore no recommendation was made.
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board ofTrustees APPROVAL WITH A
CONDITION of the Wetland Permit application of EVAN AKSELRAD to construct a 4'X
50' fixed dock with seasonal4'X 14' ramp and 6'X 20' floating dock.
Located: 1355 Shore Dr., Greenport. SCTM#47-2-27
The CAC recommends Approval of the application with the Condition of a non-turf buffer
behind the concrete wall and an aluminum catwalk.

RESOLVED to recommend to the South old Town Board ofTrustees APPROVAL WITH A
CONDITION of the Wetland Permit application of VINCENT P. BASILlCE to replace in-
place the existing 75' bulkhead with new vinyl sheathed bulkhead and DISAPPROVAL of
the Wetland Permit application to construct a 4'X 65' low-profile fixed walk with seasonal
4'X 20' ramp and 6'X 20' floating dock.
Located: 3255 Bay Shore Rd., Greenport. SCTM#53-6-8
The CAC recommends Disapproval of the application for a docking facility because there
are no other docks in the area. The CAC recommends a Mooring.
The CAC recommends Approval of the bulkhead with the Condition of an additional 5' to
the existing 5' buffer.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to TABLE the application of KATHRYN NIEDORODA to Amend Permit
#6140 for an extension of the dock to 65' (60' previously approved) and addition of 4'X 12'
fixed "T" and two piles, and eliminate the steps to grade.
Located: 700 Deep Hole Dr., Mattituck. SCTM#115-12-10
The CAC Tables the application because there was no access into the property. The CAC
recommends a path be cleared and a re-inspection next month.

Motion Carried
The next meeting of the Conservation Advisory Council has been set for August 16, 2006
at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 8:00 PM.
