Dear Mr. Bunchuck:
Enclosed herewith is a draft of two change orders for the above referenced project
submitted for Town approval. The two change orders together will result in a savings to
the Town of$7,306.04 as detailed immediately below:
Chan!!e Order No.1: WHM Plumb!n!!. Inc.
As you may recall, the Suffolk County Department of Health Services directed
the Town to install an additional leaching pool to enlarge the sanitary system for the
transfer building. Now that the additional leaching pool has been installed, as per the
Counties directive, a conflict has arisen pertaining to the water service coming into the
building. In short, the original location as designed for the water service line to enter the
building is no longer feasible as the requirement for a ten foot separation between
sanitary and water supply lines cannot no longer be met due to the proximity of the
additional leaching pool required by the County. In view of this, LKMA laid out a new
routing for the water service line and requested WHM Plumbing for a cost estimate for
the installation of the rerouted piping. Attached is a copy of WHM's March 7, 2006
letter for this extra work to re-route the water service piping into the building at a cost of
$3,911.96. LKMA is of the opinion that the monies requested by WHM Plumbing for
this extra work are reasonable, and therefore, recommend approval of this change order.

Item No. I: Due to the elimination of the radiation detectors at the scalehouse, LKMA
has negotiated a credit of $19,900.00 to the Town of Southold from Robbins and Cowan
for this item.
Item No.2: Last year as a cost saving measure, the Town eliminated most of the site
lighting from the project in order to meet budget objectives at a savings of $107,500. At
this point in time, however, LKMA recommends installing electrical conduit in the areas
of the site that will soon be paved over to avoid future damage to pavement surfaces
should the Town decide at a latcr date to install site lighting at this facility. In view of
this, LKMA requested Robbins and Cowan for a cost estimate for installing
approximately 200 linear feet of Schedule 80 PVC pipe under the roadways for sleeves
for future electrical connections. Work will also include all trenching, compaction,
backfill and maintenance/protection of traffic in the work areas. Attached is Robbins and
Cowan's February 13, 2006 letter for this extra work at a cost of$8,682.00. LKMA is of
the opinion that the monies requested by Robbins and Cowan for this extra work is
reasonable and, therefore, recommend approval of this change order.
This change order will result in a decrease of $11,218.00 in the total amount of
Robbins and Cowan contract as follows:

RESOLVED that the Town Board of the Town of Southold hereby authorizes the followinl!:
modifications to the Town's Contract with Robbins & Cowan. Inc. for construction of the
Cutchol[ue Transfer Station:
A) Reduce Contract Item # 37(radiation detection devices) by $19,900; increase Contract
Item # I (General Conditions) in the amount of $8,682 to provide for installation of
elctrical conduit for possible future site lighting.
B) Increase Contract Item # 42 (Fire Well) by $16,500 to accommodate Building
Department requirements for a 500 gpm well; increase Contract Item # 16 (8" concrete
slab) by $42,183 to allow for the replacement of asphalt pavement with concrete in
critical area subject to heavy surface wear.
And hereby be it further RESOLVED that these modifications be identified as Transfer
Station Construction Project Change Order Nos. 2. and 3 respectively, AND that such change
orders will be offset by savings in the Town Responsiblities portion of the project and will
result in NO NET INCREASE to the overall project cost.

additional unforeseen work associated with the above referenced project. The Change Order will
result in an increase in the total amount of the contract as follows:

ITEM NO. 1- Fire Well
The Town of Southold's Fire Marshall Office has requested that the fire well for the new transfer
station building be increased in capacity from the originally designed 200 Gallon Per Minute (GPM)
system to a larger 500 GPM capacity fire well. Accordingly, in response to the Town's Fire
Marshall's directive, L.K. McLean Associates has requested a price proposal from the general
contractor, Robbins and Cowan to furnish and install this higher capacity fire well. Attached is
Robbins and Cowan's April 17, 2006 letter for this extra work at a proposed cost of $16,500,00,
LKMA is of the opinion that the monies requested by Robbins and Cowan are reasonable and,
therefore, recommend approval of this work.

ITEM NO.2 - Outdoor Bunker Area-Change in Pavement Surface
The pavement surfaces as originally designed by LKMA for the C&D, White Goods and Bulk items
bunker storage areas were specified to be asphalt surfaces underlain by a layer of Recycled Concrete
Aggregate (RCA). Recent concerns, however, over the durability of asphalt in this area due to possible
damage caused by the turning of wheels of heavy vehicles and dragging out of heavy roll-off
containers in this area, has resulted in Mr. Bunchucks request to substitute concrete in place of the
asphalt item in this 4500 square foot area (approximately 75'by 60'). In view of this, LKMA has
requested a price proposal from the general contractor, Robbins and Cowan, to furnish and install
concrete pavement surfaces in the area discussed. Attached is Robbins and Cowan's March 22, 2006
letter for this extra work at a proposed cost of $45,000.00. However, as the RCA subbase will not
need to placed underneath the concrete, a savings of$2,817.00 will be realized, hence this amount will
be deducted against the $45,000 and the final amount for this change order item will be $42,183.
LKMA is of the opinion that the monies requested by Robbins and Cowan are reasonable and,
therefore, recommend approval ofthis work.
It should be noted, however, that while approval of this item will increase Robbins and Cowan's
contract by $42,183, this amount is further off-set in the Town's operational budget by deletion of
originally planned asphalt binder course in this area. LKMA has estimated a savings of $6,117.64 by
the deletion of the asphalt binder course in the Town's operational budget. With this mind, the true
overall extra cost to the overall project budget is $36,065.36 ($45,000-$2,817.00-$6,117.64).

Order No.3 draft for processing by that office and/or any other involved departments. Ifthere are any

We subnrit, herewith, our proposal in the amount of FORTY FIVE
THOUSAND ($45,000.00) DOLLARS, to furnish and install 4,500
square feet of 8" thick concrete slab in lieu of asphalt
paving at the CND, Bulk items, and white goods & metal bins
as per the town's request.

THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2006-386 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
APRIL 25, 2006:
RESOLVED that the Town Board of the Town of Southold hereby authorizes the followine
modifications to the Town's Contract with Robbins & Cowan. Inc. for construction ofthe
Cutchol!:ue Transfer Station:
A) Reduce Contract Item # 37(radiation detection devices) by $19,900; increase Contract
Item # 1 (General Conditions) in the amount of$8,682 to provide for installation of
elctrical conduit for possible future site lighting.
B) Increase Contract Item # 42 (Fire Well) by $16,500 to accommodate Building
Department requirements for a 500 gpm well; increase Contract Item # 16 (8" concrete
slab) by $42,183 to allow for the replacement of asphalt pavement with concrete in
critical area subject to heavy surface wear.
And hereby be it further RESOLVED that these modifications be identified as Transfer
Station Construction Project Change Order Nos. 2. and 3 respectively, AND that such change
orders will be offset by savings in the Town Responsiblities portion of the project and will
result in NO NET INCREASE to the overall project cost.
