This appli- cation does require a public hearing and the SEQR process. I have checked our records for a prior permit on the property you described as located at north side of Main Road, east of Laurel Lake, Laurel. However, I do not find any records of prior permits. in the name of Charles Price, Bruce Norris, or any other name for a sand pit operation in Laurel. I continured to mine it and also use it for a place to put brush and other debris other than sarbabe• In 1982 the D.E.C.atopped me from usins the pit without a 1e6a1 landfill permit.They sent ht havepcaused problems I chose not to use the pit .It mi6 with people dumpin6 6arbase and hazardous materials.The pit has since been isle. To chhnge to residential Prom commercial as you see would put me in a financial burden and unnecessary hardship. Page 2 -Town Board - 6/18/85 JUNE 18, 1985 WORK SESSION Present: Supervisor Francis J. Murphy, Councilman Joseph L. Townsend, Jr., Justice Raymond W. Edwards (9:30 A.M.), Councilman Paul Stoutenburgh, Councilman James A. Schondebare, Councilwoman Jean W. Cochran, Town Clerk Judith T. Terry, Town Attorney Robert W. Tasker (10:00 A.M.), Superintendent of High~ays Raymond C. Dean (10:00 A.M.). 8:30 A.M. -The Board began the audit of outstanding vouchers. 9:00 A.M. -Frank Flynn and Henry Weismann, residents of Southold Shores, appeared before the Board to discuss the development plans for the Sage property, Southold. Mr. Flynn protested the development of the proposed subdivisio n of Bayview Develop- ment Corporation, Sections I and II, which is'presently before the Planning Board and Zoning Board of Appeals, and ~nihat he considers inconsistencies with the .proposed Master Plan Update. Mr. Flynn was repeatedly' advised that the proposed subdivisions are Planning Board matters and he should meet with them to discuss his objections. He stated he had reviewed the Planning Board files but did not chose to discuss the issue with the Planning Board; that it is up to the Town Board to review the actions of the Planning Board.--Executive Administrator Lessard advised the Board that Mr. Flynn had been discourteous to the Planning Board Secretary and Building Department employee- which: Mr. Flynn denied, stating the only department he had been discourteous to was the Assessors, Office. 9:55 A.M. -Community Development Director James McMahon met with the Board to review .his Project Status Report for the Community Development Block Grant Pro ram Years 8, 9, 10, and 11, which included the Client List for the Years 7 and 8 housing rehabilitation programs in progress. 1 A.M.-- Thomas Byrnes appeared before the Board to discuss his proposal to fill a large old sand pit on property he has purchased from Irving Latham on the sout side o oun view venue, out o r. yrnes explained that this pit has become the site for target shooting and motor bike races and would like to fill -the pit vt;ith stumps and brush and put soil on top to make a grade and plant shrubs. He was advised that the law prohibits him from filling the pit with stumps and brush without first obtaining a permit from the Town Board. However, nothing would prevent him .from dumping clean fill from off the premises, as well as moving clean fill from h'is adjacent property into the pit: Mr. Byrnes stated he would probably take that option, rather than the lengthy process required for a Town Board permit which would require a public hearing and the SEAR process. 10:70 A.M. -Councilman Stoutenburgh: Would like to schedule a meeting of the Town Board to review the scoping process for certain applications. Suggested a meeting between Helen Proud, Alice Finkle and. Venetia McKeighan, Director of the Nutrition Center, and ,the. Town Board to discuss community health services.--Justice Edwards: Requested the Town Board to consider a contract with the Fishers Island Garbage District to empty the two dumpsters recently placed on the Island in the West Harbor area. Superintendent of Highways Dean will discuss such a contract with the Commissione of the Carbage District.--Councilman Townsend: Advised the Board he met with four or five people an 'June 17th who have problems with Cablevision. With the Board's approval he, would like to make a list of complaints and send them to Dimension Cable, and will draw up a list of the complaints. He further advised the Board that the Dog ~ontract will be discussed with the Village of Greenport within the next day or two. ;ouncilrnan Townsend also asked for permission to purchase frames and hanging wire ~ provide a display for the Landmark Preservation Commission in the meeting hall.
